This change order consists of the following: 1. Raise the edge light at Sta. 28 +57 (Left) approximately 6- inches to match the grade constructed in the South project. 2. Re -grade the soil adjacent to this edge light to match the adjusted base of the edge light. Reid Middleton Design Directive #12 dated September 16, 2013, (attached) documents these revisions. 2. Reason(s) for the change(s) (Continue on reverse if necessary). When this edge light was installed as part of the Taxiway `B' Rehabilitation North Portion project, this edge light matched the grade of the surrounded terrain. The Taxiway `B' Rehabilitation South Portion project plans should have included a construction note directing the Contractor to adjust the edge light at Station 28 +57 (Left) to match the re- grading in this area that was part of the South project. This note was not identified on the plans due to an oversight during the design process. This change order corrects this oversight. Re- grading of soil adjacent to this edge light is required so that the adjusted edge light base is flush with the soil. 3. Justifications for unit prices or total cost: Justification was prepared in accordance with FAA program guidance letter 12 -03. 4. The sponsor's share of this cost is available from: Port Funds 5. Comparative costs have been taken from bid prices for other projects, from construction cost guides and from quotes from suppliers. The quantities to complete each of the activities listed below are small in comparison to the quantities for a typical project, therefore unit prices for the items listed will be higher than expected for a large quantity. Taxiway B Edge Light Adjustment This activity consists of the following tasks. 1. Raise Taxiway Edge Light The work for raising (adjusting) a taxiway edge light is approximately the same work and level of effort for labor as the WSDOT bid item "Adjust Valve Box ". Review of the unit bid prices for "Adjust Valve Box" indicates that unit prices within the WSDOT Northwest Region (King County) for comparable quantities of valve box adjustment range from $250 to $625 per each. Total cost for adjusting one taxiway edge light can be expected to range between $250 and $625. The Contractor's lump sum price for this work is $572.80. 2. Soil Re- grading Adjacent to Edge Light This item consists of crew labor and equipment required to re -grade around the adjusted taxiway edge light. No materials were required. Labor rates are at the rates established for the contract. Equipment rates are at the standard rates established for the contract. The Contractor estimates a total time of 6 hours (3 person crew at 2 hours each) for performing this task. The Contractor's lump sum price for this work is $463.85. The total cost for raising the taxiway edge light and re- grading adjacent to the edge light can be expected to range from approximately $715 to $1,090 plus allowable mark -up. ICON's proposal for adjusting one taxiway edge light and re- grading soil around the edge light $1,036.65 plus allowable mark -up Conclusion: The requested change order amount is a fair and reasonable estimate for raising one taxiway edge light and re- grading adjacent to the edge light. Engineer's File No.: 232010.007.005 Taxiway B System Rehabilitation - South Portion Reconstruction DIRECTIVE Specification Section: Para.: _ Drawing Ref: C6.3 Detail:• Plan Sheet C6.3 depicts the limits of installation and adjustment of Taxiway B edge lights. The design depicted on this sheet should have included adjustment of an edge light installed as part of the Taxiway B North project at approximate Station 28 +57 (Left). When installed in the North project, this edge light matched grade at that time; however when the South project raised the grade in this area, this edge light should be been adjusted to match new grade, but was not identified due to an oversight during the design process. The design is revised as follows (see attached Sheet C6.3 with red line revisions): • Raise the edge light at Sta. 28 +57 approximately 6- inches to match grade constructed in the South project. • Re -grade soil adjacent to this edge light to match the adjusted top of edge light and the surrounding grade. Bid item quantity adjustments per schedule will be reconciled as part of progress estimate adjustments. Contractor shall submit intended adjustments to individual bid items for reconciliation with engineer.
