Brief description of the proposed contract change(s)and locations(s). -This change order consists of the following: Installation of a neutral bar on the 200 Amp and 400 Amp electric panels installed as part of this project. This change order includes a request for a 14 calendar day time extension. 2. Reason(s) for the change(s) (Continue on reverse if necessary). At the completion of installation of the 200 and 400 Amp electrical panels, the installation was inspected by the City's Electrical inspector. The inspector commented that before final approval for the panels can be provided,a neutral bar must be installed in each of these panels. These components were not part of the original design and require a change order to pay for parts, labor, and installation. This work will require de-energizing the Airport Tower after Tower operations have ceased for the evening(e.g.—night work). Accordingly,the COP also includes the cost of crew travel(from Ellensburg) and a motel rooms. The work will occur over one night(currently scheduled for the night of August 8). This Change Order Proposal compensates the electrical he for bringing the two panels into compliance with the City's Electrical Code requirements. 3. Justifications for unit prices or total cost: Justification was prepared in accordance with FAA program guidance letter 12-03. 4. The sponsor's share of this cost is available from: Port Funds 5. Comparative costs have been taken from bid prices for other projects,from construction cost guides and from quotes from suppliers. The quantities to complete each of the activities listed below are small in comparison to the quantities for a typical project,therefore unit prices for the items listed will be higher than expected for a large quantity. 1) Install Neutral Bars in the 400 and 200 Amp Panels This activity consists of the following tasks. • 400 Amp Neutral Bar and 200 Amp Neutral Bar Review of the unit prices for these two neutral bars indicates that unit prices are within industry norms. Prices from Square D catalog for 200 amp and 400 amp components have a list price of$132. Typical total costs for the two neutral bars can be expected to be approximately$264. The Contractor's cost for these bars is$189. • Travel Travel cost represents the estimated cost of fuel for two vehicles for this additional site visit. Each round trip is approximately 215 miles. Using the current government allowable mileage allowance of $0.565 per mile,the allowable cost for two vehicles is$243. For the estimated cost from the Contractor is$200. • Motel Motel (per diem)cost represents the cost for two employees to stay at a hotel for one night each. The current government allowable per diem rate is$71 per day. Using the allowable per diem rate,the allowable cost of per diem for two employees is$284. The Contractor's cost for motel is$200. • Coordination Contractor coordination with Airport staff resulted in one additional round trip site visit by the Electrical Subcontractor to the project site from the project office in Ellensburg. The Contractor estimates 4 hours for coordination effort. • Labor The labor effort matches the contractor's effort to accomplish this task. The labor rate of$75 closely matches the labor rate of$77.91 from the 2012 Friday Harbor Airport project. •. Equipment Equipment rates were established using the 2003/2004 NECA Tool and Equipment Schedule. On-site durations match field observations. Equipment total charge of$98.61 per vehicle is lower than the billing rates from the February 2013 NECA rates schedule.
