PROJECT NAME: UW DLMP Testing Lab
PROJECT DESCRIPTION: The applicant, the University of Washington, is requesting an administrative Conditional
Use Permit and Environmental (SEPA) Review for the change of use from office space to laboratory facilities in an existing building and
daycare space to laboratory facilities in an adjacent existing building. The first building is located at 1601 Lind Ave SW (APN
3340404006). The first floor is currently occupied by UW medicine testing labs in a 15,240 sq. ft. space. The applicant is pr oposing
additional medicine testing lab facilities, support offices, and amenities would occupy the remaining floors (2-5) in the building. The
testing lab will contain equipment to perform several tests on samples collected in other locations and couriered to the facility using
small courier vehicles including cars and small panel trucks. The 5.29-acre site is located in the Commercial Office (CO) zone, Urban
Design District ‘D’, and the Employment Area Comprehensive Plan land use designation. In addition to the main building, the a pplicant
has proposed utilizing an adjacent smaller building located at 1602 Raymond Ave SW (APN 3340404003) as long -term medical testing
storage facility. The site was previously occupied by a day care and includes a 5,883 sq. ft. building, outdoor play a rea, and associated
surface parking. Prior to utilizing the building for storage, the applicant would utilize the building as a swing space for t esting and other
functions that would be relocated into the larger building at 1601 Lind Ave SW after the tenant improvements are complete. The
1.21-acre site is located in the Commercial Office (CO) zone, Urban Design District ‘D’, and the Employment Area Comprehensive Pla n
land use designation. No additional square footage is proposed in either building and no vegetation is proposed for removal. According
to COR Maps, a High Seismic Hazard is located on both sites and a Special Flood Hazard Area is located on the 1601 Lind Ave S W site.
The applicant submitted a traffic impact analysis and an Environmental Checkli st with the application.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 5, 2023.
Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor
Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at
a future date if your appeal is submitted electronically. The appeal submitted in person may be pai d on the first floor in
our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.

Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-28.14 (and as amended), the City Clerk’s
