ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi -family, new single fam ily and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m . and eight
o’clock (8:00) p.m. No work shall be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of veget ation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is
being cleared.
5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.
6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around
the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be
placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on
each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the
applicant shall provide supervision whenever equipment or trucks are moving near trees.
7. This permit is shall comply with the Bald and Golden Eagle Pr otection Act. The permitted is responsible
for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and
/or your U.S. Fish and Wildlife Service permit.

I have reviewed the application for the UW Medicine Testing Lab_Phase II located at 1601 Lind Ave SW and 1602
Raymond Ave SW and have the following comments:
EXISTING CONDITIONS
WATER: The proposed project is within the City of Renton’s water service area and in the Valley 196 pressure zone.
Below is a summary of the existing water system in the project vicinity:
1. There is an existing looped water main on the 1601 Lind Ave SW project site:
• 10-inch looped water main around the existing building on site – refer to City water project plan no. W-
183501
• The static water pressure is approximately 75 psi at ground elevation of 22 feet.
2. There are existing water services to the subject property:
• 4-inch domestic water meters with backflow prevention assemblies (Facility ID No. LAT-006045).
• 3-inch landscape irrigation meter with Double Check Valve Assembly (Facility ID No. LAT-006044).
• 6-inch f ire water service serving the existing building with a doub le check detector assembly (DCDA) for
backflow prevention (Facility ID No. LAT-006046).
3. There are 4 existing fire hydrants on the site . Below is a summary of the existing fire hydrants in the vicinity of the
site. Please refer to the Fire Authority for fire protection requirements:
• One south of the building within the parking lot of the facility (Hydrant ID No. HYD -SW-00617).
• One southeast of the building within the parking lot entrance from Lind Ave SW (Hydrant ID No. HYD-
SW-00616).
• One northeast of the building within the intersection of SW 16 th St and Lind Ave SW (Hydrant ID No.
HYD-SW-00080).
• One northwest of the building in SW 16th St (Hydrant ID No. HYD-SW-00081).
SEWER: Sewer service is provided by the City of Renton. There is an existing 8’’ gravity wastewater main located within
Lind Ave SW (see Record Dwg: S -199702), and the existing building is connected to the sewer main with an 8’’ sewer
stub and 6’’ side sewer.
STORM DRAINAGE: The existing site topography is flat. The stormwater runoff from the building and parking lot are
directly conveyed to the private storm system of 48” stormwater main surrounding the existing building within the
parking lot (Record Dwg: R-183505).

STREETS: The project site takes access from SW 16th St to the north and Lind Ave SW to the east of the site. The
following describes the existing street sections:
• SW 16th St (Commercial Access Street) – 60 foot right of way width with a 36 feet paved roadway (five 11-foot
lanes as the roadway approaches the intersection with Lind Ave SW) with concrete curb and gutter on both
sides, a 7-foot sidewalk on south side and 10-foot planter on north side of the roadway.
• Lind Ave SW (Commercial Access Street) – 85 foot right of way width with a 55 feet paved roadway with
concrete curb and gutter on both side s, 7-foot sidewalk and 5-foot planter on west side of the roadway , and 5.5-
foot sidewalk and 6-foot planter on the east side of the roadway.
WATER COMMENTS:
1. The project is within the City of Renton’s water service area in the Valley 196 hydraulic zone.
a. For the Tenant Improvement (TI) at 1601 Lind Ave S, there is an existing 10” looped water line aroun d the
existing building (see drawing # W-183501); There is an existing 4” domestic water service and meter serving
the existing building with a reduced pressure backflow assembly (RPBA) for backflow prevention (Facility ID
No. LAT-006045). There is an exis ting 3” irrigation service and meter serving the site with a double check
valve assembly (DCVA) for backflow prevention (Facility ID No. LAT -006044). There is an existing 6” fire
water service serving the existing building with a double check detector asse mbly (DCDA) for backflow
prevention (Facility ID No. LAT-006046).
i. The project will keep using the existing water services and no water system development charges (SDC) or
water improvements are required.
ii. However, the proposed refuse & recycling enclosure will be on top of the existing 10’’ water main onsite,
which is deemed unacceptable. Therefore, relocation of the proposed structures or special measures (e.g.,
protection within a steel casing) are required.
b. For the TI at 1602 Raymond Ave SW, there is a 12’’ water main in the Raymond Ave SW to the west of the
existing building (Record Dwg: W-174604); There is an existing 1” domestic water service and meter serving
the existing building with a reduced pressure backflow assembly (RPBA) for backflow prevention (Facility ID
No. LAT-015255). There is an existing 6” fire water service serving the existing building with a double check
detector assembly (DCDA) for backflow prevention (Facility ID No. MTR -015928).
i. If the project will keep using the existing water services and no water system development charges (SDC) or
water improvements are required.
ii. However, if the proposed development requires to upgrade and/or add water services and meters, the
development is subject to applicable water system development charges (SDC’s) fee and meter installation
fees based on the number and size of the meters for domestic uses. Current fees can be found in the 2023
Development Fees Document on the City’s website. Credit will be applied to the 1 -inch existing service if
abandoned.”

SEWER COMMENTS:
1. Sewer service is provided by the City of Renton.
2. For the Tenant Improvement (TI) at 1601 Lind Ave S, there is an existing 8’’ gravity wastewater main located
within Lind Ave SW (see Record Dwg: S-199702), and the existing building is connected to the sewer main with
an 8’’ sewer stub and 6’’ side sewer.
a. An area drain connected to an oil/water separator prior to entering the city’s sewer system shall be
installed for the relocated refuse& rec ycling trash enclosure area to the southwest of the building.
b. The proposed improvement will keep using the existing 8’’ sewer stub and 6’’ side sewer for the
building, which is deemed acceptable.
c. If the existing sewer service will be reused, no sewer system development charges are applicable. If the
domestic water meter size is required to be upsized or additional meters are required, applicable SDC
fees would be required. Credit would be provided for the existing meter size.
3. For the TI at 1602 Raymond Ave SW, there is an existing 8’’ PVC gravity wastewater main located within
Raymond Ave SW (see Record Dwg: S -174606), and the existing building is connected to the sewer main with a
6’’ sewer stub and 6’’ side sewer.
a. The proposed improvement will keep using the existing 6’’ sewer stub and 6’’ side sewer for the
building, which is deemed acceptable.
b. If the existing sewer service will be reused, no sewer system development charges are applicable. If the
domestic water meter size is required to be upsized or add itional meters are required, applicable SDC
fees would be required. Credit would be provided for the existing meter size.
4. The development is subject to a capacity charge required by King County for any change in use or building
remodel that includes an increase in plumbing fixtures. The applicant shall fill the Non -Residential Sewer Use
Certification form and sent to Caera Quan, Project Program Manager, Capacity Charge Program (KSC -NR-0502)
at caera.quan@kingcounty.gov or address at: Wastewater Treatment Division, King Street Center, KSC -NR-

STORM DRAINAGE COMMENTS
1. A drainage report complying with the current Renton Surface Water Design Manual (RSWDM) will be required
if construction is proposed exterior to the existing building. Based on the City’s flow control map, the site falls
within the City’s Peak Rate Flow Control Standard (Matching Existing Conditions). The site falls within the Black
River Drainage Basin and Rolling Hills Creek sub basin. Refer to Figure 1.1.2.A – Flow chart to determine the
type of drainage review required in the 2022RSWM. No drainage review shall be required if there is no
construction proposed exterior to the existing building.
2. For the Tenant Improvement (TI) at 1601 Lind Ave S, there is a private storm of 48” stormwater main system
surrounding the existing building within the parking lot (Record Dwg: R -183505).
a. The proposed exterior improvements of adding the generator concrete pad (~1,267 SF), and the project
site is within the 100-year Special Flood Hazard Area, therefore, a target drainage review is required
and should be prepared per Section 1.1.2.2 of 2022RSWDM.
b. The proposed generator concrete pad, bike lockers, and refuse & recycling enclosure will be on top of
the existing onsite 48’’ surface watermain and/or structure, which is deemed unacceptable, relocate
those proposed structures or special measures (e.g., relocate the stormwater main/structure,
protected inside a steel casing) are required.
3. For the TI at 1602 Raymond Ave SW, there is a private storm of 24” stormwater main system within the parking
lot to the east of the existing building (Record Dwg: R -183505).
a. No drainage review is required since there is no construction proposed exterior to the existing building.
4. Erosion control measures to meet the City requirements will be required during construction as needed.

a. An erosion control plan shall be provided for all soil disturbing areas. Erosion control measure s
following City of Renton Standard plans shall be added to the plan sheet, which could be downloaded
through:

5. The 2023 Surface water system development fee is $0.92 per square foot of new impervious surface, but no
less than $2,300.00. Fees that are current will be charged at the time of perm it issuance.
1. There is no storm water impact fee for replaced impervious surface area.
TRANSPORTATION/STREET COMMENTS
1. As this project is proposing an interior remodel and no new construction or additions valued at over $175,000,
no street frontage improvements or right of way dedication are required per RMC 4-6-060.
2. Sites that generate 20 or more net new peak hour trips (either in the AM peak or PM peak) are required to do a
traffic impact analysis.
a. A TIA dated May 2023 was prepared by Transportatio n Engineering NorthWest (TENW) and submitted
with the land use application. The TIA discussed traffic impacts at a horizon year of 2025. The report
evaluates the Level Of Service (LOS) at five offsite intersections. Three of the five study intersections ar e
expected to meet the applicable LOS standards during the weekday AM and PM peak hours in 2025 with
or without the proposed project. Two intersections of Lind Ave SW/SW Grady Way and Oakesdale Ave
SW/SW 16th Street are anticipated to operate at LOS F and E, respectively. Improvements at these two
intersections are installed by other project nearby. All controlled movements at the proposed site access
driveway on Raymond Ave SW are expected to operate at LOS B or better during the weekday AM and
PM peak hours in 2025 with minimal queueing. Staff concurs with the assessment.
1. Payment of the transportation impact fee is applicable on the construction of the development at the time of application for the
building permit.
a. Per the submitted TIA, the proposed project at 1601 Lind Ave SW and 1602 Raymond Ave SW is expected
to generate a total of 20 new weekday PM peak hour vehicle trips. Thus, the preliminary estimated
transportation impact fee will be calculated based on standard City factors to convert vehicle trips to
person trips and $8,031.94 per person trip per 2023 rate. Final transportation impact fees will be paid
based on the current impact fee rate at the time of building permit issuance. Staff concurs with the
assessment.
GENERAL COMMENTS
1. The fees listed are for 2023. The fees that are current at the time of the respecti ve permit issuance will be
levied. Please see the City of Renton website for the current fee schedule.
