TRIP GENERATION ASSESSMENT
1. INTRODUCTION
Heath & Associates has been retained to provide an update to the January 21, 2014
Grant Place Townhomes Site Access/Traffic Impact Fee Traffic Letter prepared by Jake
Traffic Engineering, Inc. This report will follow similar methodologies and scope but
update to reflect current standards.
2. PROJECT DESCRIPTION
Grant Place Townhomes, presently under construction, consists of 36 townhouse
dwelling units located within the city of Renton. The subject property has a site
address of 1600 Grant Avenue South and is contained in a single 2.14-acre parcel:
202305-9052. Per the original traffic report, and based on the provided site plan, the
site is accessed via two driveways extending east from Grant Avenue S. The northern
driveway would serve as ingress only and the southern driveway as egress only. A
total of 79 parking stalls, including attached garages, are available. A general vicinity
map illustrating the subject parcel is shown below. Figure 2 displays the site plan and
accesses to Grant Avenue S.

3. EXISTING CONDITIONS
3.1 Existing Street System
The subject site is bordered to the west via Grant Avenue S, a two-lane north-south
roadway. The roadway is gated approximately 1,400-feet north of the subject
property and does not allow through movements. Sidewalk is generally available on
at least one-side of the roadway and street-parking is offered in some areas. The
posted speed limit is 25-mph, and the roadway generally increases in elevation as
you travel north.
3.2 Roadway Improvements
City of Renton’s 2023-2028 Six-Year Transportation Improvement Program (TIP) was
reviewed to determine whether any planned projects are within the site vicinity.

3.3 Transit Service
The nearest public transit is offered along S Puget Drive, approximately 1,450-feet
walking distance south of the subject site at the intersection of S Puget Drive & Grant
Avenue S. Metro Transit Routes 102 (routes to Downtown Seattle) and 148 (to Renton
Transit Center) are available. Refer to Metro Transit for detailed Route information.

3.4 Collision History
A list of the recorded collision history from the last 3-years at the access
intersection/corridor was requested from WSDOT (consistent with original traffic
study). A summary of the collisions per year is listed below in Table 1.

Out of the 3 reported collisions along the Grant Avenue S corridor,
the collision types were listed as “Entering at Angle” (1) followed by “Vehicle Turning
Right Hits Pedestrian” (1), and “From Opposite Direction – All Others” (1). Driver
circumstances were listed as “Did Not Grant Right-Of-Way to Vehicle” (1), “Did Not
Grant Right-Of-Way to Non-Motorist” (1), and “Eating or Drinking” (1), respectively.
The vehicle-pedestrian incident occurred at the intersection of S Puget Drive and
Grant Avenue by a southbound right-turning motorist resulting in a possible injury.

4. FORECAST TRAFFIC DEMAND & ANALYSIS
4.1 Project Trip Generation
Trip generation is defined as the number of vehicle movements that enter or exit the
respective project site during a designated time period, such as a specific peak hour
(AM or PM) or an entire day. The magnitude of the anticipated vehicle trip generation
for the proposed project was derived from the Institute of Transportation Engineers
(ITE) publication, Trip Generation, 11th Edition. Based on the proposed development,
the designated land use is defined as LUC – 215 Single-Family Attached Housing (i.e.,
townhomes). Dwelling units were used as the input variable and ITE’s equations were
used to determine trip ends. ITE trip generation sheets have been attached in the
appendix for reference.

For single-family attached units, ITE data estimates the 36 dwelling units can generate
224 average weekday daily trips with 13 trips occurring the AM peak hour and 18
trips in the PM peak hour. The original analysis indicated that site development
removed one-single family homes. Therefore, net new trips would be 12 and 17 trips
in the AM and PM peak hours, respectively.
4.2 Distribution & Assignment
As mentioned previously, Grant Avenue S does not permit through connectivity to
the north of the subject property. Therefore, all site-generated traffic would come to
and from the south whereupon splits east and west along S Puget Drive could be
made. The majority of trips would be expected to head to/from the west to major
routes such as I-405, I-5, SR 167 and SR 515. Two driveways serve the property with
the northern driveway as an inbound only and the southern driveway as an exit only.

4.3 Access & Sight Distance
At the time of this report, the subject property is under construction. Two driveways
serve the property (refer to Figure 2: Site Plan). Sight distance examinations were
made as part of the original 2014 Traffic Study which indicated that sight distance
met AASHTO standards. The original traffic study has been attached for reference
which includes field measurements, photos, and summaries.
5. CONCLUSIONS
Grant Place Townhomes consists of 36 townhome units presently under construction
and occupying tax parcel 202305-9052. The subject site is located on the east side of
Grant Avenue S (1600 Grant Avenue S) within the city of Renton. Two driveways—
northern driveway as an inbound only and southern driveway as an outbound only—
serve the property. This report was intended to provide an update to the original
2014 Grant Place Townhomes Site Access/Traffic Impact Fee Traffic Letter prepared
by Jake Traffic Engineering, Inc.
Per ITE data, the 36-townhome units are estimated to generate 224 weekday daily
trips and 18 trips in the PM peak hour. The PM peak hour trips are consistent with the
2014 Traffic Study findings. No further evaluation or mitigation outside the original
findings is identified at this time.
