Baffles shall be rigidmaterial, resistant to wind driven moisture. When feasible, the baffles shall beinstalled from the top of the outside of the exterior wall, extending inward, to apoint six inches vertically above the height of noncompressed insulation, and twelveinches vertically above loose fill insulation.Where the ventilation space above the insulation is less than an average oftwelve inches roof ceiling assemblies shall be provided with a vapor retarder. Facedbatt insulation where used as a vapor retarder shall be face stapled.Vapor retarders shall not be required in roof/ceiling assemblies where theventilation space above the insulation averages twelve inches or greater.Vapor retarders shall be installed on the warm side of the insulation. When installed in the building envelope, recessed lighting fixtures shall meet therequirements specified in Section 402.4.5 WSEC 2018:Recessed luminaires installed in the building thermal envelope shall be TypeIC-rated and certified under ASTM E283 as having an air leakage rate not more than 2.0cfm when tested at a 1.57 psf pressure differential and shall have a label attachedshowing compliance with this test method. All recessed luminaires shall be sealed with agasket or caulk between the housing and the interior wall or ceiling covering. All insulation materials shall be installed according to the manufacturer's instructions toachieve proper densities, and maintain uniform R-values. Substantial contact of the insulationwith the surface being insulated is required. Insulation shall be installed in a manner which willpermit inspection of the manufacturer's R-value identification mark.Where required, insulation shall be installed with clearances according to manufacturer'sspecifications. Insulation shall be installed so that required ventilation is unobstructed. Forblown or poured loose fill insulation clearances shall be maintained through installation of apermanent retainer. For specific R-Values, see insulation note on floor plans.Crawl space foundation vents shall be placed so that the top of the vent is below the lowersurface of the floor insulation. When foundation vents are not placed so that the top of thevent is below the lower surface of the floor insulation, a permanently attached baffle shall beinstalled at an angle of thirty degrees from horizontal, to divert air flow below the lowersurface of the floor insulation.A ground cover of six mil (0.006 inch thick) black polyethylene or approved equal shallbe laid over the ground within crawl spaces. The ground cover shall be overlapped twelveinches minimum at the joints and shall extend to foundation wall.Floor insulation shall be installed to maintain permanent contact with the underside ofthe subfloor decking. Insulation supports shall be installed so spacing is no more thantwenty-four inches on center.Floors separating conditioned space from unconditioned space shall have a vaporretarder installed. Vapor retarder shall be installed on the warm side of the insulation. Thevapor retarder shall have a one perm dry cup rating or less (i.e. four mil. polyethylene or kraftfaced material). The floor sheathing may be used as the vapor retarder if rated (and sostamped) at one perm (max.) Otherwise place vapor retarder on top of joists before placingsheathing. All wall insulation shall fill the entire cavity. Exterior wall cavities isolated during framingshall be fully insulated to the levels of the surrounding walls.
