Call To Order: Louis Trujillo called the meeting to order at 4:17 p.m. 2. Announcements: None. 3. Approval Of Minutes: Moved by Cynthia Yalcinkaya and Seconded by Camila Lagow to approve the February 28, 2023, Regular meeting minutes. Motion Carried. 4. Public Comment: None 5. Unfinished Business: None 6. New Business: A. Entry Police Officer Eligibility List* and Examination Report** Moved by Camila Lagow and seconded by Cynthia Yalcinkaya to approve the Entry Police Officer Eligibility List. Motion Carried. B. Police Services Specialist Eligibility List* and Examination Report** Moved by Camila Lagow and seconded by Cynthia Yalcinkaya to approve the Police Services Specialist Eligibility List. Motion Carried. C. Police Commander Bulletin* and revised Classification* Moved by Gary Googins and seconded by Camila Lagow to approve the Police Commander Job Bulletin and revised Classification. Motion Carried. CIVIL SERVICE COMMISSION MEETING MINUTES D. Police Commander 2021 eligibility list – clerical error correction* Moved by Gary Googins and seconded by Camila Lagow to approve corrected Police Commander 2021 eligibility list. Motion Carried. 7. Other Business/Comments a.) Recent Promotions within the Police Department.** 1. Ryan Rutledge promoted to Police Deputy Chief effective 3/16/2023 2. Steven Morris promoted to Police Commander effective 3/16/2023 3. Scott Woodward promoted to Police Sergeant effective 3/16/2023 b.) Deputy Chief Hardin and Sergeant Nielsen provided a general overview of the departmental selection process and procedures.** Administrative Services Sergeant, Chris Nielsen reviewed the recruitment and selection process for entry- level Police Officers. Upon application, HR staff does the initial screening and confirmation of their written test score from Public Safety Testing (PST). If the candidate has a score of 70% or higher, they are eligible for an in-person interview. If the candidate passes the in-person interview and has a combined score of 70% or higher, they are added to the eligibility list that is reviewed and subject to Commission approval. Sergeant Nielsen then starts reviewing the candidate’s Personal History Statement (PHS). If no red flags, the candidate is invited to an Integrity Interview and then to a polygraph. If all information received is consistent, Sergeant Nielsen starts the reference/interview process. If all looks good after that process, the candidate is invited to a Chief’s interview. If Chief approves the candidate, a conditional offer is made and the candidate goes through the psychological and medical testing. If the candidate passes that step, a final job offer is made. Sergeant Nielsen also reviewed the disqualifications listed on the Entry Level Police Officer job bulletin. 8. Adjournment The meeting was adjourned at 4:35 PM.
