Because these notes are provided as information only, they are not subject to the appeal p rocess for the land use action. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. Fire Authority: (Contact: Corey Thomas, 425-276-9582, cthomas@rentonrfa.org) Environmental Impact Comments: 1. Fire impact fees are applicable at the rate of $0.26 per square foot of new office space. There is no fee for outside canopy additions. This fee is paid at the time of building permit issuance. Code Related Comments: 1. The fire flow requirement is 1,750 gpm. A minimum of two fire hydrants are required. One within 150-feet and one within 300-feet of the proposed building. One hydrant is required within 50-feet of all fire department connections for the sprinkler system. Existing hydrants appear to meet all minimum requirements. The proposed new outside canopy appears to be covering the existing city water main and this cannot be allowed. The existing 10 -inch looped water main will be required to be relocated and replaced. 2. Approved fire sprinkler and fire alarm systems are required throughout the building. Separate plans and permits required by the fire department. Direct outside access is required to the fire sprinkler riser room. Fully addressable and full detection is required for the fire alarm system. 3. Fire department apparatus access roadways are existing and adequate and shall be maintained. DocuSign Envelope ID: 159A417A-1EDB-4F08-A72F-D715A2DCA7DA Page 1 of 3 LUA23-000230 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: July 27, 2023 TO: Brianna Burroughs, Associate Planner FROM: Yong Qi, Development Engineer SUBJECT: PACCAR Kenworth R&D Building Alternation 485 Houser Way N LUA23-000230 I have reviewed the application for the PACCAR Kenworth R&D Building Alternation located at parcels # 7223000010, 0823059197 & 0823059170 and have the following comments: EXISTING CONDITIONS WATER: The proposed project is within the City of Renton’s water service area and in the Kennydale 308 Pressure Zone. Below is a summary of the existing water system in the project vicinity: 1. There are existing 10-inch Ductile Iron water mains surrounding the subject building that can deliver a maximum capacity of 3,500 gpm (Record Dwg: W-299703). The static water pressure is approximately 115 psi at ground elevation of 42 feet. 2. There is an existing 2” domestic water service and meter serving the existing building with a reduced pressure backflow assembly (RPBA) for backflow prevention (Facility ID No. LAT- 000451). 3. There is an existing 1-1/2” irrigation service and meter serving the site with a double check valve assembly (DCVA) for backflow prevention (Facility ID No. LAT-000450). 4. There is an existing 6” fire water service serving the existing building with a double check detector assembly (DDCVA) for backflow prevention (Facility ID No. LAT-004885). 5. Below is a summary of the existing fire hydrants in the vicinity of the subject building. Please refer to the Renton Regional Fire Authority (RRFA) for fire hydrant requirements: • One southeast of the building within the landscaping area of the east parking lot (HYD-N- 00404). • One southwest of the building within the pavement (Hydrant ID No. HYD-N-00403). • One northeast of the building within the landscaping area (Hydrant ID No. HYD-N-00443). SEWER: Sewer service is provided by the City of Renton. There are series of existing private 8’’ PVC sewer main on the project site (Record Dwg: S-201304 and Record Dwg: S-382904). There is also an existing concrete public sewer main within Houser Way N (Record Dwg: W-020302). The existing building is served by a 6’’ PVC side sewer connecting to the private 8-inch PVC sewer mains (Record Dwg: S-299703), which is connected to the sewer main on Houser Way N. DocuSign Envelope ID: 159A417A-1EDB-4F08-A72F-D715A2DCA7DA ADVISORY NOTES TO APPLICANT Page 2 of 3 LUA23-000230 STORM DRAINAGE: There is a private stormwater conveyance system (Record Dwg: R-299706), surrounding the subject building, consisting of pipes and catch basins that direct surface water to a stormwater detention vault (Facility ID No. 146792) next to the west of the subjected building. STREETS: The project site takes access from Houser Way N to the east of the site. The following describes the existing street sections: • N 8th St (Minor Arterial Street) – 70 foot right of way width with a 40 feet paved roadway with concrete curb and gutter on both sides, approximately 12-foot sidewalk and 5-foot planter on south side of the roadway, and 9-foot sidewalk and 4-foot planter on north side of the roadway. • Garden Ave N (Minor Arterial Street) – 60 foot right of way width with a 36 feet paved roadway with concrete curb and gutter on both sides, approximately 9-foot sidewalk and 5-foot planter on east side of the roadway, and 6-foot sidewalk and 4-foot planter on west side of the roadway. • N 4th Street (Commercial Access Street) – 60 foot right of way width with a 44 feet paved roadway with concrete curb and gutter on both sides, approximately 7-foot sidewalk and 4- foot planter on north side of the roadway, and 6-foot sidewalk on the south side of the roadway. WATER COMMENTS: 1. The proposed canopy to the northwest of the existing building will be covering the existing city water main: i. The existing 10-inch looped water main is required to be relocated and replaced to accommodate the proposed canopy. ii. A Civil Construction Permit is required for the relocation of the existing water main . The Civil Plans must be prepared by a professional engineer registered in the State of Washington. Refer to City of Renton General Design and Construction Standards for Water Main Extensions as shown in Appendix K of the City’s 2021 Water System Plan. iii. Adequate horizontal and vertical separations between the new water main and other utilities (storm sewer pipes and vaults, sanitary sewer, power, gas, electrical) shall be provided for the operation and maintenance of the water main. Retaining walls, rockeries or similar structures cannot be installed over the water main unless the water main is installed inside a steel casing. iv. A 15-foot-wide public water easement is required for the relocated public water main. v. All trenching and backfill work shall be in strict conformance with environmental cleanup special conditions. All backfill shall be lined with a pervious geotextile fabric to delineate clean backfill material from existing contaminated soils. SEWER COMMENTS: 1. The existing sewer system provides the needed sewer service for the proposed use. No additional requirements have been identified. 2. There is an existing unpermitted wash rack to the southwest of the existing building. The applicant needs to contact King County to apply an Industrial Waste Discharge Permit through Peggy Rice (KC Compliance Investigator) immediately. A drainage report complying with the 2022 Renton Surface Water Design Manual (2022 RSWDM) will be required if construction is proposed exterior to the existing building. Based on the City’s flow control map, the site falls within the City’s Peak Rate Flow Control Standard Area matching Existing Conditions. The site falls within the East Lake Washington drainage basin. Refer to Figure 1.1.2.A – Flow chart to determine the type of drainage review required in the 2022 RSWDM. No drainage review shall be required if there is no construction proposed exterior to the existing building. 2. Erosion control measures to meet the City requirements will be required during construction as needed. 3. The 2023 Surface water system development fee is $0.92 per square foot of new impervious surface, but no less than $2,300.00. Fees that are current will be charged at the time of permit issuance. There is no storm water impact fee for replaced impervious surface area. TRANSPORTATION/STREET COMMENTS 1. A traffic impact memorandum (traffic memo) prepared by DLR Group Inc dated April 27, 2023 was submitted for review: The proposed project is adding 6,000 SF of new office space. The memo describes that the project is only moving desks from existing shop space into new office space, and only approximately 10 desks/occupant load is added. Therefore, the project results in peak load traffic impact being less than 25 trips. i. Based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition office use (Land use group 700-799), 6,000 SF of new office use is estimated to generate 65 average daily trips, nine (9) AM peak hour trips and nine (9) PM peak hour trips. Therefore, stuff concur that no Traffic Impact Analysis is required since the proposed addition is estimated to generate less than 20 vehicle trips per hour in either the AM or PM peak periods. ii. The development is subject to transportation impact fees. The calculated transportation impact fee is due at the time of building permit issuance: the proposed addition of general office space has a traffic impact fee of $16.39 per sqft based on the City’s 2023 fee schedule. GENERAL COMMENTS 1. The fees listed are for 2023. The fees that are current at the time of the respective permit issuance will be levied.
