SUMMARY OF REQUEST: Application for site plan approval to allow
a seven-unit apartment building. The
apartment building will also have a
"community unit" which will be a • multi-
purpose room with storage space for each of
the units, a laundry area and a sitting
area.
The Committee review was conducted after receiving written comment
from all divisions of the Public Works Department, both divisions
of the Building and Zoning Department, and the Fire, Police, Parks
and Policy Development Departments.
The following exhibits were entered into the record: (

documentation pertinent to this request.

Exhibit No. 3 Landscape plan (received February 2, 1987) .

FINDINGS, CONCLUSIONS AND DECISION
Having reviewed the written record in the matter, the Site Plan
Review Committee now makes and enters the following:
Findings:
1. The applicant, David Willet , has requested site plan approval
to allow the construction of a seven-unit apartment building.
The applicant had originally proposed an eight-unit apartment
building which did not comply with the density requirements of
the zoning designation on the property. This resulted in one
unit being converted to a storage/laundry area referred to as
the "community unit" on submitted plans.
2. The applicant's file containing the application, the State
Environmental Policy Act (SEPA) documentation, the comments
from various City departments, the public notices requesting
citizen comment, and other pertinent documents was entered as
Exhibit No. 1.
3 . Pursuant to the City of Renton's Environmental Ordinance and
SEPA (RCW 43:21C 1971 as amended) , a Determination of Non-
Significance-Mitigated was issued for the ,.subject proposal on
March 28, 1987, with the following conditions:

a. That the applicant provide more detailed information
concerning slope and soil type existing on the project
site, together with plans for excavation, fill, erosion
control and storm water runoff management systems planned
for the site (Proposed plans shall conform to City
regulations, and shall be subject to approval by the
Building and Zoning and Public Works Departments of the
City) ;
b. That the applicant shall work with the City's landscape
planner and Parks Department representative to develop
approved plans for on-site open space recreational
facilities, for on-site landscaping, and for landscaping
along the adjacent rights of way which includes existing
mature Cherry and Cypress trees, and also includes
adequate space for a potential future bicycle corridor
(Rainier Avenue Bicycle Bypass Route) .
c. That the applicant shall provide information concerning
anticipated traffic impacts to the site, and shall work
with City staff to develop approved plans to mitigate
those impacts.
d. That the applicant shall revise the proposed project
plans to locate the driveway on Taylor Avenue N.W. at
least fifty feet (50 ' ) from the intersection and five
feet (5 ' ) from the property line.
e. That the applicant redesign the proposed driveway on N.W.
Third Place to be thirty feet (30 ' )• in width.
f. That the applicant shall work with City staff (Building
and Zoning and Public Works) to develop an approved plan
for construction of improvements to the street, curb,
gutters, sidewalks, and street lighting systems on both
N.W. Third Place and Hardie Avenue N.W. These
improvements shall include provisions to accommodate the
proposed Rainier Avenue Bicycle Bypass Route.
4. Plans for the proposal have been reviewed by all City
departments affected by the impact of this proposal.
5. The subject proposal is consistent with the Comprehensive Plan
designation of Medium Density Multiple Family.
6. The site plan as presented provides sufficient parking to
comply with the Parking and Loading Ordinance of the City of
Renton.
7. The subject site was part of the original townsite. The site
was originally zoned R-1, Residential-Single Family and was
rezoned to R-3 , Residential-Multiple Family with the approval
of Ordinance No. 2511 which became effective on October 24,
1969 .
8 . Land use surrounding the 'subject site is a mixture of single
family residences to the south and west of the site.
9 . The applicant' s site plan complies with the requirements for
information for site plan review.
10. Section 4-738 (D, 1) lists ten criteria that the Hearing
Examiner is asked to consider along with all other relevant
information in making a decision on a Site Approval
application. These criteria are listed below together with
staff's comments:

General Criteria:
a. Conformance with the Comprehensive Plan its elements and
policies;
The project is in compliance with the Comprehensive Plan
designation of Medium Density Multiple Family and the
multiple family policy in the Central Area Plan which
states:
"Multiple family growth should be concentrated in
transitional areas near the slopes west of Rainier
Avenue. . . " Residential Objective Policy No. 2, City of
Renton Comprehensive Plan Compendium, p. 62.
b. Conformance with existing land use regulations;
The project complies with the requirements of the R-3
Residential Multiple Family Zone. When the application
was originally submitted, the applicant had proposed too
many units. The property is 0.29 of an acre which under
the R-3 zone allows a maximum of seven (7) units. The
applicant originally proposed eight (8) units and has
since revised plans to meet the density requirements on
the property. One of the units is now shown as_ a
community unit. In order to ensure that the unit is not
converted to another residential unit in the future, the
owner should provide the City with a covenant limiting
the maximum number of units within the building to seven
and stating that the community unit is for the common use
of all seven apartments. The density requirement of the
R-3 zone may change in the future but until such a change
occurs the covenant will serve as a reminder to the owner
as well as subsequent owners that the "community unit" is
not to be used as a residential unit. This should be
reflected on the face of the site plan and submitted as
part of the building permit package.
c. Mitigation of impacts to surrounding properties and uses;
An apartment building is located approximately twenty
(20) feet north of the north wall of the proposed
building. The apartment building has units that face the
project. The applicant after discussions with staff has
• revised the plans to show some articulation of the north
side of the project. Some of the conditions of the
Determination of Non-Significance address such items as
additional landscaping to soften the impacts of the
project on surrounding single-family residences,
commercial uses and the apartment building to the north.
d. Mitigation of impacts of the proposed site plan to the
site;
The project has been located on the small site in a
manner which preserves the existing mature trees. The
landscaping areas are located so as to minimize damage by
vehicles. Concerns were raised by the Environmental
Review Committee on the slope and soil type on the site.
The applicant, as part of the mitigation measures in the
Determination of Non-Significance, is required to provide
the City • with detailed information on the slopes and
soils and plans for excavation, fill, erosion control and
storm water run-off management.
e. Conservation of area-wide property values;
The subject proposal is expected to enhance property
values in the immediate area because of its design
quality.

f. Safety and efficiency of . vehicle and pedestrian
circulation;
The applicant' s plan does allow for safe circulation of
both pedestrians and vehicles. Concerns raised about
traffic impacts and were addressed by a mitigation
measure in the DNS-M. In addition, the applicant was
required to revise the site plan to reflect driveways
which are 30 feet in width.
g.` Provision of adequate light and air;
The project, as designed, provides light and air exposure
for the development.
h. Mitigation of noise, odors and other harmful or unhealthy
conditions;
The subject proposal is not anticipated to create levels
of noise or amounts of odor much above what currently
exists. There will of course be some additional noise
due to the increase of the area population by
approximately 11 or 12 persons.
i. Availability of public services and facilities to
accommodate the proposed use; and
•
The subject site is adequately served by public services.
The site is served by a six (6) inch water line which
possibly will need to be upgraded to ensure that
sufficient fire flows are available to protect the site.
In addition, an eight (8) inch sanitary sewer line is
located near the west, south, and east property lines.
j . Prevention of neighborhood deterioration and blight;
The construction of the proposed development is not
anticipated to have any adverse impacts on the
neighborhood which might result in neighborhood
deterioration and/or blight.
Conclusions:
1. The subject proposal generally complies with the policies and
codes of the City of Renton.
2 . Specific issues were raised by various City departments and
focused on the following:
a. Temporary erosion control.
b. Adequacy of landscaping and preservation of existing
mature trees.
c. Traffic impact.
d. Slope and soil conditions of subject site and proposed
mitigation measure(s) .
3 . The proposal complies with the Comprehensive Plan designation
of Medium Density Multi-Family and the present zoning
classification of R-3 , Residential-Multiple Family.
4 . The subject proposal as modified by the mitigating measures
imposed by the Environmental Review Committee generally
complies with the Site Plan Review criteria listed in Section
4-738 (D) 1. ,

storm water runoff management systems planned for the site. Proposed plans shall
conform to City regulations, and shall be subject to approval by the Building and Zoning
and Public Works Departments of the City.
2. That the applicant shall work with the City's landscape planner and Parks Department
representative to develop approved plans for on-site open space recreational facilities,
for on-site landscaping, and for landscaping along the adjacent rights of way which
includes existing mature Cherry and Cypress trees, and also includes adequate space for
a bicycle corridor.
3. That the applicant shall provide information concerning anticipated traffic impacts to
the site, and shall work with City staff to develop approved plans to mitigate those
impacts.
4. That the applicant shall revise the proposed project plans to locate the driveway on
Taylor Avenue N.W. at least fifty feet (50') from the intersection and five feet (5') from
the property line.
5. That the applicant redesign the proposed driveway on N.W. Third Place to be thirty feet
(30') in width.
6. That the applicant shall work with City staff (Building and Zoning and Public Works) to
develop an approved plan for construction of improvements to the street, curb, gutters,
sidewalks, and street lighting systems on both N.W. Third Place and Hardie Avenue N.W.
These improvements shall include provisions to accommodate the proposed Rainier
Avenue Bicycle Bypass Route.

Committee completed their review of the environmental
impacts of the above referenced project. The Committee on
March 23, 1988 decided that your project may be issued a
Determination of Non-Significance - Mitigated with with the
following. conditions:
1. That the applicant provide more detailed information
concerning slope and soil type existing on the project
site, together with plans for excavation, fill, erosion
control and storm water runoff management systems
planned for the site. Proposed plans shall conform to
City regulations, and shall be subject to approval by
the Building and Zoning and Public Works Departments of
the City.
2 . That the applicant shall work with the City's landscape
planner and Parks Department representative to develop
approved plans for on-site open space recreational
facilities, for on-site landscaping, and for
landscaping along the adjacent rights of way which
includes existing mature Cherry and Cypress trees, and
also includes adequate space for a bicycle corridor.
3 . That the applicant shall provide information concerning

on both N.W. Third Place and Hardie Avenue N.W. These
improvements shall include provisions to accommodate
the proposed Rainier Avenue Bicycle Bypass Route.
Because the Environmental Review Committee imposed specific
mitigation measures rather than issue a Determination of
Significance, there is a required fifteen (15) day comment
period during which comments are solicited from various
agencies, jurisdictions or individuals who may have an
interest in the Committee's decision. The comment period
will end at 5:00 p.m. on April 12 , 1988. Following the end
of the comment period, the City will finalize it's
Determination unless comments received require a
reevaluation. Following the finalization of the
Determination, there is a required fourteen (14) day appeal
period.
In addition, by the end of the comment period, we should be
able to establish a tentative public hearing date before the
Hearing Examiner.

RENTON VILLAGE CINEMA
Application for site plan approval to allow the expansion of an existing three-plex cinema (20,000 sq. ft.
and 1,405 seats) to operate as an eight-plex cinema for a new total of 36,253 sq. ft. and 2,260 seats.
Property located in the Renton Village complex at 25 South Grady Way. (ECF-090-87; SA-103-87)
Don Erickson gave background information. He briefed the Committee and circulated a letter from the
applicant dated March 8, 1988, in which the applicant had responded to the request for additional
information prior to recommendation on the site plan approval. Concern was expressed for the road
alignment and the applicant had been asked to clarify what the alignment would be. Don felt that the
driveway entrances should be kept away from the elbows on the street. Discussion then took place.
Larry Springer brought up the concern whether it should be a private or public road. Most of the road
is now public and it is a major cross route. It was suggested that the speed limit be 25 mph. Larry felt
that it needs to be a public street he agrees that it would be a cut off for Grady and Talbot
intersection. Other issues were: the placement of Puget Power transmission lines on the edge of the
right-of-way and the lose of a large greenbelt area . Don stated that a number of issues still remain
unresolved. How the road is developed and the standards for the whole site are really important. Ron
stated that Jerry Lind had written to Puget Power to try to work with them on the landscaping under
the powerlines.
DECISION: Ron made a motion to keep the roadway public, seconded by Larry Springer. The project
will be brought back for the next ERC meeting. Don Erickson stated that a lot of the issues would
carry over to the site plan review.
WILLETT
Application for site plan approval to allow a seven-unit apartment building. Applicant previously
proposed eight (8) units on site. Property located at 354 Taylor Ave. N.W. (ECF-077-087; SA-088-87)
Don Erickson gave background information on the project. He stated that there are no major impacts
since we saw it last. The applicant took out a unit on the lower level and made it into a community
room. He stated that the project had some slope issues because of the steepness of the site. John Morris
had some concerns about the Rainier Bike Trail bypass. The Committee then reviewed the conditions
listed on the Staff Report and discussion took place.
DECISION: Ron Nelson made a motion to accept staff recommendations and issue a Determination of
Non-Significance - Mitigated with the six conditions listed on the Staff Report. Larry Springer
seconded the motion. Carried
DOUGLAS PRELLWITZ
Application for preliminary plat approval to allow a twelve (12) lot single family subdivision on 2.56
acres of property. Property located in the 2300 block of N.E. 13th Place. (PP-013-87)
Jeanette Samek-McKague gave background information on the project. The critical question with the
preliminary plat application was that the applicant was serving the plat by a cul-de-sac street. The
Committee asked that they get secondary access because of the length of the cul-de-sac, either through
the north end of the plat or work with the property owner immediately to the west. They have now
come in with a design and Swanson Homes is going to purchase the property. Two major issues that the
Committee had discussed before was secondary access and because the site is wooded, whoever
developed it would need to provide a tree survey to retain as many trees as possible.

required with respect to proposed
project elevations, the types of
measures which will be required both
during and following the construction of
this development to control soil erosion
and water runoff. The applicant should
work with the City's Public Works
Department to ensure the adequacy of the
information provided and planned
mitigation measures.
2 . Whether sufficient on-site outdoor
recreational opportunities have been
provided?
The applicant has provided an indoor
common space on-site, but has not
provided an open space area for common
useage. There are no public parks or
other outdoor recreational facilities in
the vicinity of this site.
3 . Whether sufficient landscaping has
been provided within the development and
along the street right-of-way adjacent
to the proposed project?
Plans for landscaping within the
development and along the adjacent
right-of-way should be reviewed and
approved by the City's landscape
planner. Existing mature trees along
the southwest perimeter of the site and
along N.W. Third Street should be
preserved and included in a continuing
row of street trees. Any landscaping
improvements associated with the project
should be designed to accommodate a
bicycle bypass route (the Rainier Avenue
Bicylce Bypass Route) which is proposed
along the corridor adjacent to this
site.
4 . Whether sufficient attention has been
directed to traffic impacts from the
proposed development?
The applicant has not provided
information concerning potential traffic
impacts resulting from the development
of the site. In order for the City to
determine the level of such impacts and
to plan for mitigation measures if
required, it is necessary for the
application to include data about
projected vehicle trip generation from

Applicant shall be required to construct

improvements in conformance with City
regulations. Development plans for the
site will need to be revised to locate
the driveway on Taylor Avenue N.W. at
least fifty feet (50 ' ) from the
intersection and five feet (5 ' ) from the
property line. The driveway on N.W.
Third Place shall be redesigned to be
thirty feet (30 ' ) in width.
The applicant will also be required to
construct improvements to the street,
curb, gutter, sidewalk and street
lighting systems on both N.W. Third
Place and Hardie Avenue N.W. to
standards established by the City. These
improvements should be constructed to
coordinate with the planned Rainier

As per our phone conversation on Friday, December 18, 1987, and in reference
to your letter dated December 14, 1987, it is our intention not to withdraw
our application but to continue the review process for the Chmielowski project.
The project's site area is smaller than the dimensions of the site's legal
description. Because of this discrepancy, we are reducing the unit count of
the apartment building from eight to seven units. Mr. Jerry Linn of your
department has talked with our surveyor, Dennis Lund, and resolved the legal
description discrepancy.

with you and discussing this project further and resolving the articulation
of the north elevation.

Application for site plan approval to allow an eight-unit apartment building. Property
located at 354 Taylor Avenue N.W.
Don Erickson stated he had not heard back from the applicant on the discrepancy on this
project. Action will be deferred until the applicant responds.
SERVICE CORPORATION OF WASHINGTON (GREENWOOD CEMETERY GRAVEL
PIT) ECF-066-87
Application for special permit for fill and grade permit to allow the extension of an
existing permit (SP-048-85) which will allow completion of fill operations and restoration
of the site. The work is to include 142,000 cubic yards of removal and 295,000 cubic
yards of fill. Property located at 350 Monroe Avenue N.E.
Don Erickson stated he was waiting for a return call from Greg Bishop, King County
Health Department, on a contractual arrangement to see if the county would be willing to
contract with the private sector and monitor the fill material. Project was deferred until
King County responded.
FIRST CITY EQUITIES (BLACKRIVER CORPORATE PARK PHASES IV & V) ECF-

Application for site plan approval to allow the construction of two three-story buildings
having 74,000 sq. ft. each and for two one-story buildings having 30,750 sq. ft. and
19,000 sq. ft. and for substantial shorelines development permit to allow said development
within 200 feet of P-1 channel. Property located south of S.W. 7th Street and east of
Oakesdale Avenue S.W.
DISCUSSION: Erickson had talked with David Shuman and Barbara Moss. A summary
letter of the meeting, signed by Larry Springer and Ron Nelson, was sent to the Dept. of
Ecology. Larry Springer had talked with Larry Warren regarding the meeting, Warren
suggested acting on it as soon as the Committee heard from DOE. Lenora Blauman is
reviewing tapes from Council and portions will be transcribed.
2. CONTINUED PROJECTS:
ARCO AM/PM MINI MART ECF-056-87, CU-065-87
Conditional Use Permit to allow construction of an AM/PM Mini Mart with gasoline
sales. The project will include the construction of a 2,480 sq. ft. building with a 30' x 53'
canopy with two split 32' pump islands for gasoline sales, with three 12,000 gallon double
containment underground storage tanks. Site includes 13 parking stalls, landscaping and a
free-standing sign. Property located on the Northwest corner of the intersection of Sunset
Boulevard and Duvall Avenue Northeast.

A review of the above referenced project has noted a major discrepancy
that will need to be resolved before the ERC should make an environmental
determination. -
The property zoned R-3 allows a maximum density of 25 dwelling units
per acre. The site plan as presented is dimensioned at approximately
64' x 200' (0.29 acre) which• allows a maximum of 7 units. The applicant
has proposed 8 units on the site.
The legal description on the other hand provided with the application
has a dimension of 70' x 200' and this dimension is also shown on the
Kroll and King County Assessor maps. This amounts to 0.32 acre which
would allow 8 units.
The owner, Walter Chmielowski , claims that a survey was done On the
property that. shows the lesser sized lot, but does not know where the
missing 6 feet is. He will work with his surveyor and architect to
resolve this question.
If the lesser dimension is indeed correct, he will be required. to
redesign the complex per City code.

PROJECT NARRATIVE
An 8 unit apartment building to be constructed on a 64' x 200' lot
bordered by Taylor Ave. NW on the West, NW Third Place on the South, and
Hardie Ave. NW on the East. Parking will be provided for 14 cars, 6 of
these being covered by the building. An existing house and garage pres-
ently on the site will be demolished.
The building will be of wood frame construction , with a wood truss,
7/12 pitch roof. To accommodate the covered parking, we will provide a
concrete retaining wall , as well as a steel frame for structural stability.
The exterior of the building will have a character much like the surround-
ing residential areas, with a combination of materials consisting of stucco,
and rough sawn cedar plywood with cedar battens. The stucco will be an
off white, such as, egg shell white, with color accenting being added by
painting the wood trim a richer color such as burgundy, though a softer,
more 'pastelly" shade of burgundy. The roof will be covered with a fairly
dark gray asphalt shingle.
The site will have a variety of bushes and shrubs added, as well as
many trees. The building is situated such that the majority of the land-
scaping will get sun from the South, West, and East during the course of the
day. An irrigation system is being provided so that the landscaping will
maintain the visual appeal we desire.
