As you know, in connection with the Permit Expansion , we calculated 289 parking spaces for the IBM Building and 285 parking spaces for the Collins Building for a total of 574 parking spaces for both buildings . The error with respect to the Collins Building consists of our reflecting that approximately 13 , 500 square feet of its space is corridors , stairwells , elevator shafts , and mechanical rooms . The reduction in useable square footage results in a reduction of the parking requirement from 285 parking spaces to 217 parking spaces . Therefore , the total parking spaces for the two buildings is 506 parking spaces . I have included maps of each floor with this letter to confirm the use of public areas mentioned above . W. 7th Street Parking Lot Gentlemen: In response to the questions raised in the Building and Zoning Department ' s Threshold Determination Staff Report of March 18 , 1987 , E & H Properties offers the following points for clarification: 1 . The request to add an additional 46 parking spaces is based upon the continuing modification of uses in both the IBM and Collins Buildings by the Boeing Company and Collins Avionics/Rockwell Division. o Recently , the Boeing Company converted approximately 1 ,000 square feet of computer space into office space. This would require an additional 5 parking spaces. o Detailed review of the space allocated to Collins Avionics revealed that approximately 2, 185 square feet of their 14,085 square foot space was used for office , lunch rooms , and file rooms . This had previously been calculated as all manufacturing space . This would require an additional 11 parking spaces. o The Bank is concerned that there is going to be sufficient parking to provide enough flexibility for the lessees to convert small amounts of manufacturing and research space into office space without having to return to the City for approval . ❑E&H Enterprises ❑Seventh Avenue Co. ❑Lind Building Co. ❑5th&Park Co. • Environmental Review Committee SA-015-87/ECF-012-87 Page 2 3/20/87 2 . The existing secondary parking lot is located on the south side of S . W. 7th Street just to the south east of the office buildings . This lot contains a total of 181 parking spaces . 3. A detailed analysis of the internal uses of both the IBM and Collins Buildings was conducted based upon the recent computerize space plans from the Boeing Company and an on site inspection by Roger Blaylock . A total of 574 parking spaces are required based on present uses based on the following breakdown : IBM BUILDING REQUIRED PARKING Manufacturing/Research 1 ,800 sq .ft. 2 Office 57 ,435 sq .ft . 287 *9 ,665 sq . ft . is used for public areas per city code . no parking required . This still may not allow the total conversion of the building to office uses . A total of approximately 600 to 625 parking spaces would be necessary based upon the final amount of public areas with the buildings . The City should be aware of an interesting observation made by Mr . Blaylock concerning parking lot use on March 19 , 1987 . This would suggest that a sizeable proportion of the employees are fN either ride sharing or taking mass transit . o� , WOd • c6.c(2 `i(u In response to your concern about a parking consolidation plan , I had originally stated in my letter of August 18 , 1986 that if necessary , E & H Properties would remove the temporary parking lot on the south side of S . W. 7th Street . However , the new parking lot needs to be operational prior to the elimination of the existing parking . The entire parking lot will contain 230 parking stalls. LOCATION OF PROPOSAL: Located on the north side of S.W. 7th Street at the 700 block (between Thomas Avenue S.W. and Seneca Avenue S.W. if both were extended.) AGENCY: City of Renton, Building and Zoning Department SITE AREA: 2.24 acres ISSUES: 1. Why are the additional parking stalls needed? Did not the previous site plan application satisfy the contractural requirements for Boeing as well as the request by the Bank that the property be owned rather than leased? 2. Where are the leased parking area(s) on the south side of S.W. 7th Street? How many Banking stalls are in each area(s)? 3. What is the square footage of the IBM and Collins Building? 4. To what extent trip generation ratios for the project will be increased. RECOMMENDATION: DNS - Mitigated, subject to ERC conditions of August 1986. COMMENTS OF REVIEWING AGENCIES: Various City Departments have reviewed and commented upon the project's environmental impact. These comments are as follows: Building Division: No comments. Zoning Division: Reviewer asked the following questions: 1. Why is there a need for an additional 46 parking stalls? 2. How much leased parking is being replaced? Provide plan showing current leased parking area on the south side of 7th Street. 3. What is the square footage of the IBM/Collins Building? How much parking is actually on the site around buildings. 4. Should we allow parking to exceed 1:200 sq. ft. or encourage car pooling and Metro? 1 ` I '{J ANDZONING DEPARTMENT STAFF REPORT MARCH 18, 1987 PAGE 2 5. Plan shows thirty-one percent (31%) as compact parking; maximum allowed is thirty percent (30%). Fourty percent (40%) is allowed if designated parking. Police: No comments. Fire: No comments. Utility Engineering: No comments. Policy Development: Reviewer asked the following questions: 1. Is the drainage/erosion control plan adequate? 2. Is the site served by public transit? What are the anticipated additional trips/day that would be generated by providing additional parking for the IBM building? Noted major impacts to water and transportation. Parks and Recreation: Reviewer asked the following questions: 1. Is it in the best interest of the City's land use goals to have another under utilized parking lot? Where is the justification of another forty-six stalls? 2. What about the issue of alternative modes of transportation being encouraged as a way to help alleviate the traffic problems Renton experiences because of the automobile? Huge under utilized parking facilities give an implied message that Renton can accommodate even greater numbers of cars. Noted major impacts to environmental health, aesthetics and public services. Box 598 Bellevue, WA 98009 RE: Site Approval for Parking Lot Expansion on S.W. 7th Street, File SA-015-87 Gentlemen/Ladies: This letter is to inform you that the Environmental Review Committee completed their review of your application for site plan approval to allow the expansion of an approved parking lot serving the IBM and Collins Buildings on S.W. 7th Street by 46 parking stalls. The Committee on March 25, 1987, decided your project requires a Mitigated Determination of Non-Significance with the following conditions: 1. That applicant comply with the ERC conditions of August, 1986, on the approved portion of the parking lot. A. The temporary parking lot existing on the south side of S.W. 7th Street will be removed from operation on the day after certification of occupancy is granted by the Building & Zoning Department by placing a steel guard rail across all entrances. B. Any change in the design for the 184 parking spaces is beyond the present needs of the IBM/Collins Office Complex and, therefore, would require a new land use decision along with environmental review. C. The preparation of a transportation management plan for the IBM/Collins Office Complex to the satisfaction of Metro prior to the occupancy of the parking lot. D. The filing of restrictive covenants to run with the land just prior to the issuance of the building permit for the parking lot to include the following: i. The parking lot may not be converted to any other use unless an equal amount of superiorly located replacement parking is provided for this office park such that the office park is in compliance with the City's Parking and Loading Ordinance at the time the replacement parking is proposed. This is specifically to mean that the location of the parking must be closer than the proposed parking lot and also be more convenient to the tenants of the IBM/Collins Office Park. iii. Should any additional structures be built on the subject site, sufficient parking shall be provided to satisfy the City of Renton's Parking and Loading Ordinance requirements for both the on-site structures and the IBM/Collins Office, unless the property owner of the IBM/Collins Office Complex has acquired adequate legal parking per item above. 2. That the applicant provide a performance bond at the time of building permit issuance in the amount of $4,000.00 to ensure that the temporary parking lot will not be used after the certificate of occupancy is issued for the S.W. 7th Street parking lot. 3. That the applicant participate in the Grady Way Benefit Assessment District and provide the City with a non-protest agreement for participation in any future roadway improvement LID. Following this decision, there will be a fifteen (15) day comment period during which comments are solicited from various agencies, jurisdictions or individuals who may have an interest in the Committee's decision. The comment period will end April 14, 1987. Following the end of the comment period, the City will issue a Final Determination unless comments received require a reevaluation of the determination. Following the issuance of the Final Determination, there will be a 14 day appeal period. Appeals shall be made to the City's Hearing Examiner. In addition, by the end of the comment period, we should be able to establish a tentative public hearing date before the Hearing Examiner (if needed). The temporary parking lot existing on the south side of S.W. 7th Street will be removed from operation on the day after certification of occupancy is granted by the Building & Zoning Department by placing a steel guard rail across all entrances. B. Any change in the design for the 184 parking spaces is beyond the present needs of the IBM/Collins Office Complex and, therefore; would require a new land use decision along with environmental review. C. The preparation of a transportation management plan for the IBM/ Collins Office Complex to the satisfaction of Metro prior to the occupancy of the parking lot. D. The filing of restrictive covenants to run with the land just prior to the issuance of the building permit for the parking lot to include the following: 1. This parking lot is required to serve the present parking needs per City of Renton Municipal Code for the IBM/Collins Office Complex. 2. The parking lot may not be convered to any other use unless an equal amount of superiorly located replacement parking is provided for this office park such that the office park is in compliance with the City's Parking & Loading Ordinance at the time the replacement parking is proposed. This is specifically to mean that the location of the parking must be closer than the proposed parking lot and also be more convenient to the tenants of the IBM/Collins Office Park. 3. Should any additional structures be built on the subject site, sufficient parking shall be provided to satisfy the City of Renton's Parking & Loading Ordinance requirements for both the on-site structures and the IBM/Collins Office, unless the property owner of the IBM/Collins Office Complex has acquired adequate legal parking per item above. 2. That the applicant provide a performance bond at the time of building permit issuance in the amount of $ 4 2 T(9 to ensure that the temporary parking lot will not be used after the certificate of occu- pancy is issued for the S.W. 7th Street parking lot. 3.
