EE02918 CASE# 23-10837 DATEAND aE dF coyL� 09/20/23 18:01 LISIO isi©�u NARRATIVE 23-10837 On 09/20/2023 at approximately 1802 hours, I was dispatched to a vehicle collision with reports of injury at the intersection of Rainier Avenue South and Airport Way, within the City Limits of Renton, County of King, State of Washington. While en route, Sergeant C. Tolliver had arrived on scene and requested Renton Regional Fire Authority (RRFA) respond due to complaints of injury as well as airbag deployment. Upon my arrival, 1 confirmed that both of the involved parties were complaining of injury. RRFA later responded and evaluated the involved parties who were treated at the scene and released. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was attempting to exit from the driveway to Starbucks (68 Rainier Ave S, Ren) and had approached the intersecting roadway of Rainier Ave S. The driver of Unit#1 stated that she was intending to make a left turn at the intersection to proceed southbound onto Rainier Ave S. The driver of Unit#1 stated that she stopped at the intersection to yield to approaching traffic. The driver of Unit#1 stated that she believed traffic was clear. The driver of Unit#1 stated that she began to turn out into the roadway. The driver of Unit #1 stated that Unit#2 then suddenly appeared and that both Unit#1 and Unit#2 collided in the roadway causing significant damage to the front passenger side of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound on Rainier Ave S approaching the intersection of Airport Way in lane 3 of 4. The driver of Unit#2 stated he was intending to continue straight through the intersection but that just prior to reaching the intersection, Unit#1 failed to yield to his vehicle and collided into the front of Unit#2 causing significant damage to the entire front of Unit#2. Based on the above statements, 1 determined that the Driver of Unit#1 (Avanesov) was the predominant factor for the cause of collision as Avanesov did not grant the right of way to traffic already in the roadway and underway. Avanesov violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I issued Avanesov a citation in-person for Failing to Stop/Yield at an intersection causing a collision. A DOL WACIC check revealed that the driver of Unit#2 (Mc Corvey) was listed as Driving While License Suspended in the third degree. Mc Corvey was Driving While License Suspended in the third degree by operating a motor vehicle at a time when his license is suspended in the third degree. I cited Mc Corvey via complaint for DWLS 3rd. I later noticed that there was an Ignition Interlock (IIL) requirement on Mc Corvey's license via DOL, but I did not check Mc Corvey's vehicle at the time of incident as to whether the IIL was installed or not. Both Unit#1 and Unit#2 had to be towed due to extensive damage. An exchange of information was provided to all involved parties. PAGE 3 OF 5 REPORT NO.
