ADDENDUM No. 3

To: ALL PLAN HOLDERS AND/OR PROSPECTIVE BIDDERS
The following changes, additions, and/or deletions are hereby made a part of the project bid
documents for the Monroe Ave NE Infiltration Facility Project and shall have the same effect
as if set forth therein. Bidders shall acknowledge receipt and acceptance of this Addendum
No. 3 by signing the addendum and submitting with the bid. Failure to acknowledge receipt
of this addendum may result in your bid proposal being disqualified.
03 – Scope & Instructions to Bidders
DELETE Addendum No. 1 Scope & Instructions to Bidders (03 Scope & Instructions to
Bidders_Add1) and REPLACE with the updated attached document (03 Scope & Instructions
to Bidders _Add3). Revisions to the Scope & Instructions to Bidders are indicated via track
changes in the document and are included with this Addendum.
Updates include the following:
1. The 5th bullet of the list of materials after the second paragraph is revised as follows:
The work involved under the terms of the contract documents shall be full and complete
project construction, as shown on the plans and as described in the project specifications to
include but not be limited to:
• Construction surveying, staking, and production of as-built plans,
• Traffic control,
• Installing and maintaining adequate Temporary Erosion and Sediment Control measures,
• Installing approximately 42,300 CY of non-infiltration material,
• Installing approximately 27,10058,100 SY of geotextile fabric,
• Installing approximately 1,400 Tons of crushed surfacing top course,
• Installing approximately 35,600 Tons of select borrow,
• Installing approximately 84,100 Tons of infiltration gravel,
• Installing approximately 10,000 SF of gravity block wall,
• Installing approximately 400 Tons of hot mix asphalt,
• Installing additional backfill to grade site to designed elevations,
• Trench excavation, including dewatering, shoring, removal of any existing unsuitable
material, and disposal of excavated material,

• Installing new storm system of approximately 640 linear feet of 24-inch and 36-inch
diameter storm sewer pipe, including 19 catch basins,
• Installing stormwater infiltration facility,
• Installing stormwater flow splitter vault, infiltration chamber manifold vault,
hydrodynamic separator vault, treatment vault, and
• Trench backfill with suitable material and compaction to required standards,
• Installing concrete curbs and gutters, rolled curbs, concrete sidewalks and driveway
entrances,
• Installing chain link fence and gates,
• Performing landscape and property restoration.
2. INCREASE the working days to the following:
A total of 283 320 working days is allowed for completion of the project.
05 – Call for Bids
DELETE Addendum No. 2 Call for Bids (05 Call for Bids_Add2) and REPLACE with the updated
attached document (05 Call for Bids _Add3). Revisions to the Call for Bids are indicated via
track changes in the document and are included with this Addendum.
Updates include the following:
1. INCREASE the working days from 283 days to 320 working days.
2. INCREASE the geotextile fabric quantity from 27,100 SY to 58,100 SY (5th bullet in
the material list).
09 – Schedule of Prices
DELETE Addendum No. 1 schedule of prices (09 Schedule of Prices_Add1) and REPLACE with
the updated attached document (09 Schedule of Prices _Add3).
Updates include the following:
1. INCREASE quantity of bid item A9 “Non-Woven Geotextile Fabric” to 51,800 SY
2. ADD BID ITEM B7 MIRAFI FW402 WOVEN GEOTEXTILE FABRIC – 6,300 SY
3. INCREASE quantity of bid item D12 “Root Barrier” to 575 LF

20 – Special Provisions
DELETE Addendum No. 1 special provisions (20 Special Provisions_Add1) and REPLACE with
the updated attached plans (20 Special Provisions _Add3). The special provisions revisions
are indicated via track changes in the document and included with this Addendum.
Updates include the following:
1. The Working Days in Section 1-08.5 of the Special Provisions in the current bid set is
revised as follows:
This project shall be physically completed within 283320 working days.
2. The table in Section 1-09.14(2)A7 of the Special Provisions in the current bid set is revised
as follows:

3. Section 1-09.14(2)A9 shall be revised as follows:
1-09.14(2)A9 Non-Woven Geotextile Fabric (Bid Item A9) – Square Yard
Measurement and payment will be per WSDOT Standard Specification 2-12.
Non-Woven Geotextile Fabric shall be Non-Woven Geotextile for Underground Drainage,
Moderate Survivability Class C Per WSDOT 9-33.2(1) Tables 1 and 2.
The payment for “Non-Woven Geotextile Fabric” per square yard shall be full
compensation for furnishing and installing the geotextile fabric; including but not limited to
seam jointing tape, and all necessary work to complete the installation as shown in the
Plans.
4. Section 1-09.14(2)B7 MIRAFI FW402 Woven Geotextile Fabric (BID Item B7) – Square
Yard has been added to Special Provisions as follows:
1-09.14(2)B7 MIRAFI FW402 Woven Geotextile Fabric (Bid Item B7) – Square Yard
Measurement and Payment for “MIRAFI FW402 Woven Geotextile Fabric” will be per
Square Yard, per WSDOT Standard Specification 2-12.
See Special Provisions 2-12 for description and approved equal material
requirements.

5. The following bullet point has been added to Section 2-02.1 of the Special Provisions in
the current bid set as follows:
• De-energizing and Removing Existing Luminaire – 1 EA
6. Section 2-02.3(5) Removing Luminaire has been added to the special provisions as
follows:
Add the following new section:
2-02.3(5) Removing Luminaire
Where shown on the plans, the Contractor shall de-energize and remove the existing
luminaire including the luminaire footing, and shall backfill the footing hole with gravel
borrow.
The Contractor shall deliver the existing luminaire to the City of Renton Maintenance
Facility.
The Contractor shall coordinate with the Engineer to de-energize the existing
luminaire.
7. The second sentence of Section 2-03.3(14)F of the Special Provisions in the current bid set
has been revised as follows:
Infiltration Gravel shall be placed and compacted according to the Plans.
8. A new sentence has been added to Section 2-03.3(14)F of the Special Provisions in the
current bid set as follows:
The contractor shall facilitate access and grant the City the right to have an inspector
present at the site of production of the Infiltration Gravel to observe and validate that
the Infiltration Gravel is being produced to the required standard. The Contractor shall
alert the City no less than 48-hours prior to the start of production of the Infiltration
Gravel material.
9. The new Section 2-12 Construction Geosynthetic has been added to the Special
Provisions as follows:

2-12.2 Materials
This Section is supplemented with the following:
MIRAFI FW402, or approved equal, shall be used as a Woven Geotextile for
Underground Drainage as indicated in the plans.
To be approved equal to MIRAFI FW402, the Woven Geotextile for Underground
Drainage shall be woven monofilament polypropylene (non-slit tape) and conform to
the properties as indicated in Tables 1 and 2 below.

10. Section 6-03.3 of the Special Provisions in the current bid set is supplemented as follows:
Section 6-03.3 is supplemented with the following:
Steel fabricators for the grated vault lid shall be included in the certification
requirements in this section. Grated vault lid support assembly members shall be
considered fracture critical.
11. The third paragraph of Section 8-20.1 of the Special Provisions in the current bid set is
revised as follows:
Currently there is an existing luminaire in the location of the temporary access road
driveway entrance. In order to access the site from Monroe Ave, the existing
luminaire will shall need to be de-energized and removed including existing footing
(included in Removal of Structures and Obstructions) and the removed luminaire will
shall be returned to City of Renton Maintenance Facility. Coordinate luminaire
replacement and delivery with Eric Cutshall with the City of Renton at 425-430-7423.
12. The following new sentence has been added to Section 8-20.1 of the Special Provisions in
the current bid set as follows:
The Contractor shall coordinate with Engineer to re-energize the new luminaire.
13. The header between section 8-24.2 Materials and 8-24.3(2) Gravity Block Wall in the
Special Provisions has been removed as follows:

8-24.2 Materials
Section 8-24.2 is supplemented as follows:
Gravity block wall blocks shall be rectangular prisms with dimensions 2’-5 ½” by
2’-5 ½” by 4’-11”, except for special blocks which shall be as dimensioned in the
Plans. All dimensions shall be ±1/2”.
Gravity block wall blocks shall be cast with Class 3000 concrete, conforming to
the air content requirements of Section 6-02.3(2)A. Commercial concrete shall not
be used. Gravity block wall blocks will be accepted based on visual inspection,
and conformance to Section 6-02.3(9) and the specified concrete strength and air
content requirements.
Gravity Block Wall Blocks shall have an interlocking system integrated into their
form.
8-12.3 Construction Requirements
8-24.3(2) Gravity Block Wall
Section 8-24.3(2) is supplemented as follows:
Submittals
The Contractor shall submit working drawings of the gravity block wall to the
Engineer for approval in accordance with Section 6-01.9. The working drawings
shall include, but not be limited to, the following:
14. The first paragraph under header Gravity Block Wall Erection under Section 8-24.3(2) of
the Special Provisions in the current bid set is revised as follows:
The Gravity Block Wall shall be installed as a method of separation between the
Infiltration Gravel and Non-Infiltration Material Incl. Haul. The Gravity Block Wall is to
be installed in tandem with the placement and compaction of the Infiltration Gravel
and Non-Infiltration Material Incl. Haul. The Gravity Block Wall shall not be installed
as indicated on the Plansmore than 4-feet above the adjacent fill to be placed by the
Contractor.
15. The table in Section 9-03.16 of the Special Provisions in the current bid set is revised as
follows:

21B – Construction Plans (Plans)
DELETE plans (21B – CONSTRUCTIONPLANS_ADD1) and REPLACE with the updated attached
plans (21B_CONSTRUCTIONPLANS_ADD3). The plan revisions are indicated by clouding on
the sheets included with this Addendum.
Updates include the following:
1. Drawing No. C001: Cover Sheet Index of Sheets has been updated to include new
Sheet S600.
2. Drawing No. C004: Infiltration gravel geotextile has been updated to include
placing non-woven geotextile within the infiltration gravel at each lift height.
Geotextile between the Select Borrow and the Infiltration Gravel and the
infiltration Gravel and the native expose slope has been updated to be MIRAFI
FW402 or approved equal woven geotextile.
3. Drawing No. C004: MIRAFI FW402 Geotextile linetype has been added to the
Legend.
4. Drawing No. C201: Construction Note #8 has been revised to read: “INSTALL
TEMPORARY SECURITY CHAIN LINK FENCE”.
5. Drawing No. C202: Construction Note #8 has been revised to read: “INSTALL
TEMPORARY SECURITY CHAIN LINK FENCE”.
6. Drawing No. C204: Construction Note #8 has been revised to read: “MAINTAIN
TEMPORARY SECURITY CHAIN LINK FENCE”.
7. Drawing No. C302: Infiltration gravel geotextile has been updated to include
placing non-woven geotextile within the infiltration gravel at each lift height.
Geotextile between the Select Borrow and the Infiltration Gravel and the
infiltration Gravel and the native expose slope has been updated to be MIRAFI
FW402 or approved equal woven geotextile.
8. Drawing No. C302: Construction Note #4 has been revised to read: “INSTALL

PROVISIONS 2-12 AND BACKFILL EXCAVATED AREA WITH INFILTRATION GRAVEL
PER SPECIAL PROVISIONS 2-03 AND COMPACT PER WDSOT STD. SPEC 2-
03.3(14)C, METHOD A.”
9. Drawing No. C302: Construction Note #14 has been added which reads: “INSTALL
GEOTEXTILE FABRIC, NON-WOVEN GEOTEXTILE FOR UNDERGROUND DRAINAGE,

10. Drawing No. C302: MIRAFI FW402 Geotextile linetype has been added to the
Legend.
11. Drawing No. C501: Construction Note #7 has been revised to read: “COORDINATE
DE-ENERGIZING AND REMOVAL OF EXISTING UTILITY WITH ENGINEER PRIOR TO
CONSTRUCTION. LIGHT POLE MUST BE REPLACED WITH NEW POLE PER COR STD
PLAN 117.1 AND PLACED ON CONCRETE PAD PER COR STD PLAN 120. EXISTING
LUMINAIRE TO BE DELIVERED TO COR MAINTENANCE FACILITY. NEW ROADWAY

12. Drawing No. C502: Construction Note #7 has been revised to read: “COORDINATE

13. Drawing No. S600: Sheet S600 is a new sheet that has been added.
14. Drawing No. S601: Construction Note #6 has been revised to read: “STEEL SHALL
BE GALVANIZED ACCORDING TO AASHTO M 111. GALVANIZE AFTER FABRICATION
OF WELDED ASSEMBLIES.”
15. Drawing No. S601: Construction Note #8 has been revised to read: “GALVANIZED
SURFACES ALTERED OR DAMAGED DURING CONSTRUCTION OR HANDLING SHALL
BE REPAIRED ACCORDING TO ASTM A 780 AND AASHTO M 111.
16. Drawing No. S602: Welding symbol was previously shown reversed in View D. This
has been revised in View D.
17. Drawing No. S605: Rebar reinforcing has been updated in the Foundation
Elevation and Foundation Section.
