CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

PROCLAMATION
National Hispanic Heritage Month: A proclamation by Mayor Pavone was read
declaring September 15 through October 15, 2023 to be National Hispanic Heritage
Month in the City of Renton, encouraging all residents to honor the rich diversity of
the Hispanic community and celebrate the many ways they contribute to our nation
and society. Areesa Bourda, Renton's first Latina owner of a State Farm Agency,
accepted the proclamation with appreciation.
MOVED BY PÉREZ, SECONDED BY RIVERA, COUNCIL CONCUR IN THE
PROCLAMATION. CARRIED.
ADMINISTRATIVE REPORT
CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent
progress towards goals and work programs adopted as part of its business plan for 2023 and
beyond. Items noted were:
• Information about preventative street maintenance, traffic impact projects, and road
closures happening this week can be found at http://rentonwa.gov/traffic. All
projects are weather permitting and unless otherwise noted, streets will always
remain open.
AUDIENCE COMMENTS
• John Lange, Renton, spoke about a new housing development near 164th Ave SE and
SE 134th St, stating that it has created a road hazard with steep slopes, no base
support, and a drop-off of at least twelve feet without guard rails. He urged Council to
insist that the developer install proper retaining walls, guard rails, and planting of
trees and other vegetation to ensure a landslide does not occur during the upcoming
winter season.
• Marcus Olson, Renton, stated that the Renton Police Foundation is being resurrected
and the foundation has voted to allow the police guild to accept donations through
point-of-sale devices at local businesses. He also requested help in rezoning a parcel
he is seeking to use as a food truck pop-up site.
• Jim Reharst, Renton, spoke in support of Mr. Olson's requests. He stated that the
rezoning of the site would help ensure Mr. Olson stays in business, which has been
tough due to Covid-related restrictions over the past few years.
CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and the
recommended actions will be accepted in a single motion. Any item may be removed for further
discussion if requested by a Councilmember.
Approval of Council Meeting minutes of October 2, 2023. Council Concur.
AB - 3443 Community & Economic Development Department recommended approval of an
agreement with Western Neon in the amount of $37,268.15 for the restoration, fabrication,
and installation of a public art component within the Williams Streetscape Improvement
project. Refer to Community Services Committee.

AB - 3430 Parks & Recreation Department - PPNR recommended approval of a professional
services agreement with Anchor QEA in the amount of $149,936 for master planning and
design services for the May Creek Park master plan project. Refer to Finance Committee.
MOVED BY O'HALLORAN, SECONDED BY PRINCE, COUNCIL CONCUR TO APPROVE
THE CONSENT AGENDA AS PUBLISHED. CARRIED.
UNFINISHED BUSINESS
Topics listed below were discussed in Council committees during the past week. Those topics marked
with an asterisk (*) may include legislation. Committee reports on any topics may be held by the Chair if
further review is necessary.
a) Finance Committee: Chair Pérez presented a report recommending approval of the following
payments:
1. Accounts Payable – total payment of $7,654,377.75 for vouchers 10708-10714, 411718-
411724, 411961, 411732-411960, 411962-411963; payroll benefit withholding vouchers
7212-7233, 411725-411731, 411964-411970 and 2 wire transfers.
2. Payroll – total payment of $1,883,513.92 for payroll vouchers that include 743 direct
deposits and 25 checks. (09/01/2023-09/15/2023 pay period).

COMMITTEE RECOMMENDATION. CARRIED.
b) Finance Committee: Chair Pérez presented a report recommending concurrence in the staff
recommendation to authorize the Mayor and City Clerk to execute the agreement with King
County for a grant in the amount of $500,000 for the Family First Community Center.
MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
c) Finance Committee: Chair Pérez presented a report recommending concurrence in the staff
recommendation to authorize the Mayor and City Clerk to execute a lease agreement with Dish
Wireless LLC for the use of space on or at the Rolling Hills Reservoir Facility. This lease agreement
is for a 5-year period effective November 1, 2023 to October 31, 2028, with revenues estimated
at $186,000.
MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
d) Finance Committee: Chair Pérez presented a report recommending concurrence in the staff
recommendation to approve and accept the 2024 Community Development Block Grant (CDBG)
funds and contingency plan as proposed and the reallocation of unspent Community
Development Block Grant - Coronavirus Round 3 (CDBG-CV3) Funds in the amount of $448,208 to
the Don Persson Renton Senior Activity Center HVAC project. The Committee further
recommended authorization for the Mayor and City Clerk to execute the grant agreements,
subject to approval as to legal form.
MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.

LEGISLATION
Ordinance for second and final reading:
a)Ordinance No. 6121: An ordinance of the City of Renton, Washington, assuming the rights,
powers, functions, immunities, and obligations of the Renton Transportation Benefit District,
amending Chapter 5-27 of the Renton Municipal Code, providing for severability, and
establishing an effective date.
MOVED BY MCIRVIN, SECONDED BY PÉREZ, COUNCIL ADOPT THE ORDINANCE AS
READ. ROLL CALL: ALL AYES. CARRIED.
