Dear Don:
The purpose of this letter is to request reconsideration of the report and decision
for site plan approval application Number SA-079-87 (South Lind Square Phase II).
The site plan was approved with four conditions, our concern is in regard to condition
number 1, specifically the underlined portion of the following:
1. That a revised landscape plan be prepared that: includes a large contiguous
"natural " landscape area equal to at least 2% of the site be provided for wildlife
habitat, as per Section 4-744(F)2. at the center of the site near the entrance
to the courtyard; as well as indicates a common passive recreational area for
employees with outdoor benches, tables, etc.; and the provision somewhere on the
site a recreational court adequate for a basketball hoop or tennis backboard
practice area.
We believe that our client and his design team should be allowed the discretion to
place the 2% "natural" landscape area in a location we feel is appropriate. The
attached site plan illustrates an area which we believe is the most suitable for this
type of plant material and environment. We are designing a quality facility. In lieu
of the minimum 5% interior landscaping we are providing 9.5%. Our overall landscaping
is double that which is required by minimum code standards. We believe the location
we have selected is the most appropriate location for the following reasons:
1. The indicated area will be the quietest location due to its maximum distance
from public streets and projected functional/operational use.
2. This location will be more centrally located with respect to the projects
between 43rd and 41st.
3. This location will allow us to design this project so that the phase I and
II portions of the project work well together and compliment each other.
4. The City's desired location would require eliminating over nine parking places
which would have significant negative leasable impact.

Subject: Sign requirements for South Lind Square
Dear Mr. Moss:
The Renton Building and Zoning Department is in receipt of
your letter regarding sign code requirements for the
project, South Lind Square. You have asked us to consider
your client's desire in incorporating a ground-hugging
monument sign to fit in with the corporate image of the
project and to consider a reduction of setback requirements
for this type sign.
South Lind Square is located in a portion of the valley
which is zoned M-P, Manufacturing Park. The City's sign
code requires that signs in this zone be set back a distance
of 20 feet from property lines. This requirement applies to
both pole type signs and monument type signs, such as you
have inquired about. At this time, no reduction in the
setback is provided for the lower, monument type signs.
It is, however, the City's desire to encourage developers to
employ the use of monument type signs in their projects, as
we, also, feel that they are more attractive and fitting in
a quality development. It is the intent of the City to
explore methods of modifying the sign code to encourage
monument signs such as you have proposed.
Unfortunately for South Lind Square, the 20 foot setback
must prevail at this time for their proposed sign. This
distance is really not that much greater than the setback
distance given under the City of Kent's code, which, as you
have stated, works particularly well. For example, a 6 foot
high monument sign in Kent would require a 16 foot setback.
Renton's code, on the other hand, requires only 4 additional
feet for the same sign.

Re: Renton Sign Setback Requirements
We have been referred to you by Jim Hansen of the Planning Dept. He is
aware of the problems we and others involved in the design of signage
are finding with the current sign setback requirements in Renton and
has guided us to you for a solution.
The project that we are currently working on, South Lind Square, is a
good example of a few of the problems involved. We have designed a
low—lying above grade architectural sign made of concrete with embossed
graphics. The site is laid out such that the property line from which
the setback is calculated is 10 feet +/— in from the street, which
means that the sign must be sited no closer than 30 feet from the
street to meet code. It is impossible at that distance to read the
sign that we have designed.
We could solve this problem by designing a pole mounted sign or a tall
vertical sign that would allow identification for passing traffic from
30 feet, however; there are several reasons that we prefer to use a
smaller sign.
Our clients' development is a professional business park. Contemporary
architectural sign design incorporates ground hugging monument signs of
the type we have designed because they are generally more attractive
and less obtrusive than pole signage and fit the corporate image our
clients require.
When properly sited such signs provide identification and direction for
passing motorists as well as pole mounted signs and do not necessitate
a 20 foot setback for safety reasons as they are not at all likely to
fall, and if one were to fall it certainly could not do any damage
beyond it's height.
We feel that the Renton sign codes setback requirements fail to address
the difference between these types of signage, and encourage the use of
pole mounted vertical signs when something more attractive and subtle
would do the job just as well, or better.

Other municipalities, Bellevue, Kirkland, Redmond, Kent, Seattle,
Bothell etc. have incorporated setback requirements starting from 5
feet and have maintained public safety, easy identification for passing
motorists and attractive communities.

We feel that the Kent sign code setbacks work particularly well. They
allow one foot of height for each foot of setback beginning with 10 •
feet up to a maximum of 20 feet. We would like to propose for your
consideration that the Renton "Planning Department" adopt such a
formula in their sign code.

Dear Jerry:
The purpose of this letter is to reconfirm our telephone conversation on December 9th
regarding the 2% wildlife habitat landscape location.
It was agreed to that we would eliminate one parking stall on either end of the central
landscape island, convert the remaining parking stalls from standard to compact, and
reduce the aisle width to allow for a 4 ft. increase in the landscape island width.
This will provide approximately 2,890 sq. ft. of the required 3,800 sq. ft. ( 2% of
the gross site area) for "natural landscaping." The remaining 910 sq. ft. required
will be located within the southern landscape median.
As requested by the Site Plan Review Committee, three pedestrian pathways have been
added to interconnect all three buildings and improve pedestrian site circulation.
A baketball hoop located at the center of the southern parking area and outdoor tables
and chairs within the southeast courtyard/plaza area will provide for on site
recreational needs. Enclosed is an updated copy of the site plan reflecting these
changes.
We believe this is an equitable and workable compromise and appreciate your timely
reconsideration of this matter.

The purpose of this letter is to request reconsideration of the report and decision
for site plan approval application Number SA-079-87 (South Lind Square Phase II) .
The site plan was approved with four conditions, our concern is in regard to condition
number 1, specifically the underlined portion of the following:
1. That a revised landscape plan be prepared that: includes a large contiguous
"natural" landscape area equal to at least 2% of the site be provided for wildlife
habitat, as per Section 4-744(F )2. at the center of the site near the entrance
to the courtyard; as well as indicates a common passive recreational area for
employees with outdoor benches, tables, etc. ; and the provision somewhere on the
site a recreational court adequate for a basketball hoop or tennis backboard
practice area.
We believe that our client and his design team should be allowed the discretion to
place the 2% "natural " landscape area in a location we feel is appropriate. The
attached site plan illustrates an area which we believe is the most suitable for this
type of plant material and environment. We are designing a quality facility. In lieu
of the minimum 5% interior landscaping we are providing 9.5%. Our overall landscaping
is double that which is required by minimum code standards. We believe the location
we have selected is the most appropriate location for the following reasons:
1. The indicated area will be the quietest location due to its maximum distance
from public streets and projected functional/operational use.
2. This location will be more centrally located with respect to the projects
between 43rd and 41st.
3. This location will allow us to design this project so that the phase I and
II portions of the project work well together and compliment each other.
4. The City's desired location would require eliminating over nine parking places
which would have significant negative leasable impact.

ficant impacts to its wastewater facilities.
Public Transportation
The checklist should be corrected to note that the site is
served by routes 163 and 247 along Lind Avenue. Also, with
100-125 employees in an office/warehouse building, the figure
of 952 trips generated per day seems high.
This project is proposed in the Renton Valley industrial area
which is experiencing severe traffic congestion. Therefore,
Metro recommends that the developer be required to prepare
a Transportation Management Plan (TSM) to specify how "carpooling
measures" (p. 10 ) would be promoted. For further information

COMMITTEE REVIEW: The review was conducted at 11:00 a.m. on
November 25, 1987, in the third floor
conference room of the Renton Municipal
Building.
The Committee review was conducted after receiving written comment
from all divisions of the Public Works Department, both divisions
of the Building and Zoning Department, and the Fire, Police,. Parks
and Policy Development Departments.
The following exhibits were entered into the record:

FINDINGS. CONCLUSIONS AND DECISION
Having reviewed the written record in the matter, the Site Plan
Review Committee now makes and enters the following:
Findings:
1. The applicant, Mackenzie/Saito & Associates, P.S. , has
requested site plan approval to allow the development of a
54, 250 sq. ft. building to be used for general office/warehouse
on a 190,425 sq. ft. site located on Lot 8 of the koll Business
Center/Renton, at the S.E. corner of Lind Avenue and S.W.
41st.
2. The applicant's file containing the application, the state
Environmental Policy Act (SEPA) documentation, the comments
from various 'City departments, the public notices requesting
citizen comment, and other pertinent documents was entered as
Exhibit No. 1.
3 . Pursuant to the City of Renton's Environmental Ordinance and
SEPA (RCW 43 .21C 1971 as amended) , a Determination of Non-
significance - Mitigated was issued for the subject proposal
on October 28, 1987, with the following conditions:
a. That the applicant mitigate the anticipated traffic
impacts of this development by providing a traffic
mitigation fee of $156,463;

NOTE: This fee is based upon a breakdown of the project
into 75 percent office use at 17.7 AWVT per 1, 000 s. f.
and 25 percent light industrial at 5.43 AWVT per 1,000
s. f.
b. That the applicant provide passive recreation
opportunities on site;
c. That the applicant participate in providing off-site
recreational opportunities in the Valley either through a
financial contribution or by developing or assisting in
the development of a project as identified in the master
recreation plan for the Valley; and
d. That the southerly entrance off Lind Avenue S.W. be 15
feet from curb to property-line, for a total 30-foot
drive-way when the property to the south develops.
4. Plans for the proposal have been reviewed by all City
departments affected by the impact of this proposal.
5. The subject proposal is only partially consistent with the
Comprehensive Plan designation of Commercial, this being for
the office component which is considered commercial.
6. The site plan as presented provides parking in excess of what
is required to comply with the Parking and Loading Ordinance
of the City of Renton.
7. The subject site was annexed into the City in 1959 by the
adoption of Ordinance 1764. The site was rezoned from G to M-P
in March of 1976 by Ordinance 3016. The subject proposal is
consistent with the Manufacturing Park (M-P) zoning
designation for the site.
8. Land uses surroundingtthe subject site are a mixture of light
industrial and commercial uses.
9. The applicant's site plan complies with the requirements for
information for site plan review.
10. Section 4-738 (D, 1) lists ten criteria that the Hearing
Examiner is asked to consider along with all other relevant
information in making a decision on a Site Approval
application. These include the following:
General Criteria:
a. Conformance with the Comprehensive Plan, its elements and
policies;
As noted above, the subject proposal is in general
compliance with the land use designation of Commercial,
shown on the City's Comprehensive Plan. The Land Use Goal
of the Valley Plan states: "To promote development of the
Valley in a diversity of high quality industrial uses,
together with commercial and office uses. " Staff believe
this proposal is consistent with this goal, and does
provide the sought after diversity. ,-The subject proposal
is also consistent with the Manufacturing Park land use
designation even though the site is shown as Commercial.
The former designation suggests that sites be
characterized by adequate setbacks, landscaping, design
standards, wildlife habitat and open space, and minimum
impacts form noise, glare, traffic, air and water
pollution, and safety hazards.
In terms of the Urban Design Goal and Policies Staff note
that the proposal does provide ample landscaping and
endeavors to provide a pleasant environment and enhance
the visual experience from adjacent properties and that

parking and loading areas generally are adequately
screened and landscaped.
With the conditions contained herein the applicant will
be providing the required 2% natural landscaping required
for wetland mitigation and wildlife habitat.
b. Conformance with existing land use regulations;
Building and Zoning Department staff have reviewed the
subject proposal and found it to be in compliance with
all the provisions of the M-P Zone. Whereas, only 215
off-street parking spaces are required, the applicants
are providing 226 parking spaces on site. Also,
recommendations contained in this report will make the
subject proposal comply with the landscaping provisions
of Section 4-744 or the Building Regulations of the City.
c. Mitigation of impacts to surrounding properties and uses;
The subject proposal is not expected to adversely effect
surrounding properties. The closest development is to the
immediate south on S.W. 43rd Street. The one story
building will be set back more than 60 feet from the
south property line and an existing service road. No
adverse impacts are anticipated here and a 5 '-13 '
landscape buffer strip will be maintained here.
d. Mitigation of impacts of the proposed site plan to the
site;
Since this is the second phase of a two phase project and
few, if any, recreational amenities for employees were
provided in the first phase if development, Staff are
seeking such amenities in this phase to serve the whole
project. In addition, we are seeking clearly delineated
pedestrian routes or pathways through planting areas to
major streets with sidewalks as well as linkages between
the buildings that will be provided on the site. Staff
believe this can be achieved by reducing the 11 excess
parking spaces currently proposed on the site.
e. Conservation of area-wide property values;
The subject development is expected to ,maintain or
enhance area-wide property values. Although the density
of the subject development, in terms of floor area ratio,
is relatively low.
f. Safety and efficiency of vehicle and pedestrian
circulation;
As noted above, this is an area where improvement is
being sought by Staff. Concerns relate more to pedestrian
safety and ease of movement throughout the site and
between buildings and public streets more than vehicular
circulation. In many ways, it is unfortunate that so much
of the site is relegated to parking at the expense of
usable or visual open space for employees and visitors.
g. Provision of adequate light and air;
The buildings are laid out such that they should receive
good light and air exposure.

h. Mitigation of noise, odors and other harmful or unhealthy
conditions;
The subject proposal is not anticipated to result in any
known unhealthy situations as a consequence of operations
occurring within the building. Unhealthy conditions such
as potential conflicts between pedestrians and autos are
addressed elsewhere in this report.
i. Availability of public services and facilities to
accommodate the proposed use; and
As noted above the site is adequately served with sewer
and water lines sufficient to accommodate the proposed
scale of development.
j . Prevention of neighborhood deterioration and blight.
As noted above the subject proposal is not expected to
have a deleterious effect on the surrounding area.
Conclusions:
1. The subject proposal generally complies with the policies and
codes of the City of Renton.
2 . Specific issues raised by various City departments focused on:
adequacy of open space; appropriateness of landscape
materials; excessive parking; off-site recreational needs;
pedestrian access and internal site circulation; and natural
area 2% landscaping.
3. A number of these issues were already addressed by the
Environmental Review Committee when it issued its
Determination of Non-significance - Mitigated for this
project.
4 . Areas not addressed and falling under the realm of site plan
approval include appropriateness of landscape materials,
pedestrian circulation, wildlife habitat landscaping and
appropriateness of proposed landscape materials, and possibly
architectural character and compatibility with neighboring
properties.
3 . The proposal only partially complies with the Comprehensive
Plan designation of Commercial, but does comply with the
present zoning classification of Manufacturing Park (M-P) .
Decision:
The site plan for South Lind Square, File No. SA-079-87, is
approved subject to the following conditions:
1. That a revised landscape plan be prepared that: includes a
large contiguous "natural" landscape area equal to at least 2%
of the site be provided for wildlife habitat, as per Section
4-744 (F) 2. at the center of the site near the entrance to the
courtyard; as well as indicates a common passive recreational
area for employees with outdoor benches, tables, etc. ; and the
provision somewhere on the site a recreational court adequate
for a basketball hoop or tennis backboard practice area.
2 . That a system of clearly delineated pedestrian pathways be
provided throughout the site connecting all three buildings to
one another as well as to sidewalked public streets.

3 . That a less aggressive tree than London Plane trees which are
notorious for heaving sidewalk and paved areas be specified
which like all landscaping shall be acceptable to the City's
landscape architect.
4. In order to help facilitate the achievement of the above that
the maximum number of parking spaces to be provided on the,
site not exceed 215 spaces and that the number of compact
stall provided shall reflect the maximum permitted under code.
For the purpose of these decisions,, the term "should" and "shall"
are to be considered mandatory and the term 01may" is considered
discretionary.
Notes to Applicant:
An applicant complying with these provisions and willing to hold
the City harmless for any expense or damages incurred for work
begun prior to the exhaustion of the 14-day appeal period and/or
for work which may consequently be stopped by an appeal or work
required to be altered or returned to its preconstruction state,
may begin construction activities with the issuance of the proper
permits.

REQUESTS FOR RECONSIDERATION must be filed in writing on or before
December 7, 1987. Any aggrieved person feeling that the decision
of the Site Plan Review Committee is based on erroneous procedure,
errors of law or fact, error in judgment, or the discovery of new
evidence which could not be reasonably available at the prior
meeting may make a written request to the Zoning Administrator for
review by the Site Plan Committee within fourteen (14) days of the
decision. This request shall set forth the specific errors relied
upon by such appellant, and the Committee may, after review of the
record, take further action as it deems proper. If an appeal is
made to the Hearing Examiner, requests for reconsideration will be
forwarded to that office for consideration at the same time as the
appeal.
AN APPEAL TO THE HEARING EXAMINER is governed by Title IV, Section
3011(B) (1) , which requires that such appeals be filed directly with
the Hearing Examiner. Appeals must be made in writing before
5 p.m. on December 7 , 1987, accompanied by a $75.00 fee and other
specific requirements.
THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte
(private one-on-one) communications may occur concerning land use
decisions.
The Doctrine applies not only to the initial committee decision,
but to all Requests for Reconsideration as well as Appeals to the
Hearing Examiner.
All communications after the decision date must be made in writing
through the Zoning Administrator. All communications are public
record and this permits al,l interested parties to know the contents
of the communication and would allow them to openly rebut the
evidence in writing. Any violation of this doctrine could result
in the invalidation of the request by the Court.

The purpose of this letter is to provide you with additional information with respect
' . to captioned project and the intended use of the Phase II building as well as the'
existing use of the Phase I. buildings. As you are aware there has been some confusion . .
regarding the use of the buildings due to•the fact that the site plans submitted for
Phase II identified uses based on potential worst case parking scenarios. As we
stated in your office Friday, October 30, 1987, for the purpose of establishing average
weekday vehicle trip ends per 1,000 gross square feet of building area, we believe
the characteristics of the uses of these buildings most closely relate to the
description of industrial park as outlined in the ITE manual . According to the ITE ' ''
definition,' industrial parks are characterized by a mixture of uses with a number of •
. small and medium size businesses. The attached drawing, Exhibit A, illustrates the
current signed leases for both Phase I and Phase II.
Extrapolated at the current rate, Phase I would have 12 to 14 tenants and Phase II .
(Building C) 10 to 12 tenants. The Phase I buildings are designed with a total of
' 22 separate entrances and Phase II is designed with 10 entrances. The current four.
tenants occupy a total of 41,200 square feet and have 72 permanent on site employees
for an average of one employee per 572 square feet of gross building area which is
in line. with the ITE average of one employee for each 510 square feet for industrial
parks.
We believe this information confirms our belief that the. operation of these tenants
_most. flearly is representative of the function of an industrial . park. If the four
j1\\ ' actual tenant improvement floor plans are analyzed and categorized in the following
use categories: office, storage, • general light manufacturing and miscellaneous
, (entries, restrooms and rooms such as conference rooms not continuously occupied) the

LEAD AGENCY: City of Renton, Building and Zoning
Department.
The City of Renton Environmental Review Committee has determined that
it does not have a probable significant adverse impact on the
environment. An environmental impact statement (EIS) is not required
under RCW 43 .21C.030 (2) (c) . This decision was made after review of an
expanded environmental checklist and preliminary site plan, on file
with the lead agency. Conditions were imposed as mitigation measures
by the Environmental Review Committee under their authority` of Section
4-2822 (D) Renton Municipal Code (see attached sheet) . These
conditions are necessary to mitigate environmental impacts identified
during the environmental review process.
This DNS is issued under WAC 197-11-340. The lead agency will not act
on this proposal for fifteen (15) days from November 9, 1987. Any
interested party may submit written comments which must be submitted
by 5: 00 p.m. , November 24, 1987, in order to be considered. A �.
fourteen (14) day appeal period will commence following the
finalization of the DNS.

CONDITIONS:
That the Environmental Review Committee issue a Determination of
Non-Significance - Mitigated, with the following conditions:
1. That the applicant mitigate the anticipated traffic impacts of
this development by providing a traffic mitigation fee of
$156,463 .
NOTE: This fee is based upon a breakdown of the project into
75 percent office use at 17.7 AWVT per 1, 000 s. f.and 25
percent light industrial at 5.43 AWVT per 1, 000 s. f.
2 . That the applicant provide passive recreation opportunities on
site.
3 . That the applicant participate in providing off-site
recreational opportunities in the Valley either through a
financial contribution or by developing or assisting in the
development of a project as identified in the master
recreation plan for the Valley.
4 . That the southerly entrance off Lind Avenue S.W. be 15 feet
from curb to property-line, for a total 30-foot drive-way
when the property to the south develops.

SITE PLAN APPROVAL: SA-079-87
1. LANDSCAPING:
•
1. The London Plane trees along Lind Avenue. should be substituted
with .a less agressive type canopy tree, ie: Red Maple, and
maintain the minimum 2-22 inch caliper size. Berm front planter also.
2. Two percent of the site needs to be landscaped for wildlife
habitat per zoning code, section 4-744 (F.) (2) .
This requirement needs to- be-show on the landscape plans with •
plant materials which would be .suitable for feeding and nesting
of the birds and small mammals.
3. Additional coniferous, trees would be desirable around the perimeter
of the complex for seasonal color.
2. TREATMENT OF BUILDING/SITE LAYOUT:
1. The revised site plan submitted relocated the main entry into
the building from the north alcove to the west side along Lind . •
Avenue; The entry- ways located along this side of the building
are not well delinated. The walkways lead to the edge of X parking
stalls. Pedestrian circulation there as elsewhere on the site is
poor and should be improved' to provide more definitive walkways
• around the site and to Lind Avenue.
2. The architecture on the facade of the building is not very inter- • •
esting and although it should match the earlier phase to .the north
as proposed, special treatment should be done around the e try
• ways. of the bui fling architecturally to set those area aide and
make them more inviting. /0/0 E,
3. Dumpsters are not shown on the site plan. They will need .to be
screened with fencing and/or landscaping.
3. RECREATION:
1. The applicant has stated in the Environmental Checklist that no
recreational opportunities will be provided by the applicant on the
subject. site and the project narrative gave no information in
regard. to this. Passiye on-site recreation should be provided for
the estimated 100-125 employees of this phase. While raised planters .4)
will provide some seating in the alcove spaces along the north side , ,
of the building, that area is limited. The revised site plan has
even reduced those areas. The applicant has stated that there are
an estimated 11 extra parking stalls. This would equate to an area
of 1,980 square feet of space that could be incorporated into plaza
space. The applicant should be required to provide additional seating
space outdoors and include some tables for the employees/visitors.

2. Interior space off the court yards could also be utilized as
an employee lounge/lunchroom during the rainy and cooler times
of year.
3. For more active recreation, a basketball hoop could be placed
in a parking/loading area if safely designed away from traffic.
4. The project should include some-bicycle racks for bike parking. •

DESCRIPTION OF PROPOSAL: Application for Site Approval of a
54, 250 sq. ft. building to be used for

LOCATION OF PROPOSAL: Located on Lot 8 of the Koll Business
Center/Renton at the S.E. Corner of Lind
Ave. and S.W. 41st.
B. ISSUES: 1. Traffic: The City of Renton through
its consultant CH2M Hill has identified
various traffic improvement projects
necessary to allow the traffic to move
through the valley at an acceptable
rate. Developers in the Valley are
participating tin the construction of
these improvements through financial
contribution or the actual construction
of an improvement or some contribution
to the two. The applicant's project
will will generate approximately 952
trips . These trips occur during the
rush hour. Therefore, in order to
alleviate congestion of the traffic
network , the applicant must participate-
in the traffic mitigation program.
2 . Recreation: The project will employ
100 to 125 people. Sufficient outdoor
passive recreation needs to be provided
for the employees. While the applicant
has provided planters with seating, an
area should be provided which has
tables.
The applicant is not providing any
active recreation opportunities.
At a minimum, consideration should be
given to providing some opportunity for
active recreation on site, such as a
half basketball court. In addition, the
applicant should make some contribution
to the valley trail system and
recreation projects in the valley, since
employees of this project will have the
opportunity to use these facilities.

following comments were made:
1. PLANTING MATERIALS: Applicant should
consider an alternative to the London'
Plane trees because of maintenance
problems as the trees mature.
2 . DESIGN: The landscaping fails to
create people places on the site. It
works primarily as a decorative
element that meets a legitimate
aesthetic need, but it should also
meet the on-site functional need of
passive and mildly active recreation
spaces.
3 . On-site parking requirements have
been exceeded by eleven (11) stalls
and compact car stalls comprise only
31% of the total.
4. A site of this size with over a
hundred employees needs usable open
space which would be possible with a
reduction in the number and size of
parking stalls.

area. (Alcove areas by entry ways
really don't serve this except as
seating on planters. )
3 . The applicant will need to be
required to participate in the Valley
Traffic Mitigation program.

Probable minor impacts noted for all
- other environmental elements. The
following comments were made:

1. The SCS mitigation program requires a
2% of the total area to be retained

It does not appear that this
requirement has been met.
2. Are the landscaping and setbacks
required by M.P. zoning met by the
proposed site plan?
3 . The majority of this site is
designated commercial on the comp
plan, and a need has been identified
for commercial development in the
valley.
This proposal is inconsistent with
this identified need.
4 . On site active and passive
recreational opportunities should be
provided. A linkage to the proposed
trail system along Springbrook Creek
should also be provided.

Your request per your letter dated 'September 8, 1987, to
grade and install crushed rock onto the Phase II portion of
South Lind Square appears to be in the best interest of both
parties.
The reduction of tracking of mud onto the public right of
way and clogging the storm drains would be helpful. I
looked at the site approval given in 1986 and this should
not obstruct the application review.

Dear Mr. Nelson:
As I have discussed with you and Mr. Houghton, we would like the
City's approval to clear, grade and place crushed rock on the
vacant piece of land located at 41st and Lind (site plan attached) .
Our intention is to get the site ready for construction of an
approximate 55,000 square foot building to be built during the
winter.
During construction of the first phase of South Lind Square, we
noted that the soils retained water for a long period of time.
Thus, even though the buildings were ready in March, we were not
able to pave the site until mid-May. Our prospective tenant would
like to move into the second phase building between March and April,
1988. Thus it is imperative for us to prepare the site now in order
to avoid working in a foot of mud throughout the winter.
We feel that the City would also benefit from having much less mud
tracked over the streets when the winter rain sets in, and the site
would be much more appealing to neighboring businesses. We have no
intention to use this site as a parking area, nor do we plan to
place a surcharge on the land.
If we can finalize the building location within the next month, we
may approach you for permission to place an asphalt treated base in
the areas designated for future parking. Both Spieker Partners as
well as our new tenant appreciate your cooperation in this matter.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21 C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals
with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your •
proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best
description you can.
You must answer each question accurately and carefully, to the best of your
