Subject: New Life Church Office Addition - Traffic and Parking Summary
The following memorandum summarizes the traffic and parking analysis completed for the
proposed New Life Church Office Addition. The project description, trip generation, and parking
analysis is provided. The estimated trip generation for the proposed development falls below the
City’s traffic impact analysis 20 peak hour trip threshold; therefore, no additional analysis is
required.
Project Description
New Life Church is an existing church located in Renton at 15711 152nd Avenue SE, south of the
154th Place SE/152nd Avenue SE/Maple Valley Road (State Route [SR] 169) intersection. The
existing church is 129,000 square feet (sf), which includes the auditorium totaling 36,000 sf and the
private school serving students Kindergarten through 8th grade totaling 38,680 sf. The proposal
would construct a new 6,400 sf building to provide formal office space for the church staff to be
located on the northern-most portion of the existing surface parking lot. This construction would
eliminate approximately 40 parking stalls from the existing surface lot. No change to the existing
congregation or school spaces are proposed with the addition. Access to the site would continue to
be provided via 152nd Avenue SE. A site plan is included in Attachment A.
Trip Generation
The trip generation for the proposed addition was estimated based on Institute of Transportation
Engineers (ITE) Trip Generation Manual (11th Edition, 2021). The land use assumed for the
proposal was Office (Land Use #710). The estimated new trip generation for the proposed
development is summarized in Table 1. The detailed trip generation estimate is included in
Attachment B.

As shown in the table, a 6,400-sf office is anticipated to generate a total of 70 new weekday daily
trips with 10 occurring during the AM peak hour and 9 occurring during the PM peak hour. This is
a conservative estimate for the new project trips as the addition is anticipated to accommodate
existing staff such that trips are already occurring today and the proposed addition simply provides
an improved working environment. The estimated weekday AM and PM peak hour trip generation
for the addition per ITE falls below the City’s 20 peak hour trip threshold identified in the Traffic
Impact Analysis Policy Guidelines for New Development and no additional traffic analysis is
required for the proposed development.

Parking
The site currently includes approximately 796 parking stalls. A parking analysis was conducted to
verify with the proposed addition the Renton Municipal Code (RMC) parking requirements would
be met. Parking requirements are identified in RMC 4-4-080,10.d. Since the overall site use is a
church, the parking requirement for the proposed addition was reviewed per the description shown
below for religious institutions.
“A minimum and maximum of 1 for every 5 seats in the main auditorium; however, in no
case shall there be less than 10 spaces…For all institutions making structural alterations
or additions that do not increase the seating capacity of the auditorium, see “outdoor and
indoor sports arenas, auditoriums, stadiums, movie theaters, and entertainment clubs.”
The description of the “outdoor and indoor sports arenas, auditoriums, stadiums, movie theaters,
and entertainment clubs” is shown below.
“A minimum and maximum of 1 for every 4 fixed seats or 10 per 1,000 square feet of
floor area of main auditorium or of principal place of assembly not containing fixed seats,
whichever is greater.”
The proposed addition is not assembly space and does not contain fixed seats; therefore,
the addition was assumed to be consistent with office space. Additionally, as described
above, the proposed project is located on the northern side of the site and would result in
the elimination of 40 existing parking stalls, for a total of 756 total on-site parking stalls with
the project.
Table 2 provides the calculation of the required parking based on City code requirements
considering the religious institution and proposed office addition as well as the parking
supply with the development of the project.

As shown in Table 2, based on City code, with the addition of the proposed project, a minimum
parking supply of 423 parking stalls is required, which is well below the on-site parking supply of
756 stalls provided with completion of the project. Therefore, the parking code requirements are
met with the proposed addition.
