Dear Pastor Cynthia:
On May 25, 2021, I conducted an initial wetland reconnaissance on and adjacent to
the subject property utilizing the methodology outlined in the May 2010 Regional
Supplement to the Corps of Engineers Wetland Delineation Manual: Western
Mountains, Valleys, and Coast Region (Version 2.0). No jurisdictional wetlands were
observed on or adjacent to the site during the field investigation. An additional site
review and meeting with City staff was conducted on July 8, 2021 to confirm the no
wetlands determination.
1.0 BACKGROUND REVIEW
Prior to conducting the wetland reconnaissance, the following existing mapping
sources were reviewed.
• National Wetlands Inventory Mapping (Attachment 1) does not indicate the
presence of any wetlands on or adjacent to the site.
• The WA Department of Fish and Wildlife’s Priority Habitats and Species
(PHS) data (Attachment 2) does not indicate the presence of any wetlands
or other Priority Habitats or Species on or adjacent to the site.
• The Natural Resource Conservation Service (NRCS) mapping (Attachment
3) indicates the entire undeveloped portion of the site as comprised of
Alderwood Gravelly Sandy Loam (AgC), which is a non-hydric soil.
• King County iMAP (Attachment 4) does not indicate the presence of any
wetlands or streams on the property.

• City of Renton GIS mapping (Attachment 5) does not indicate the presence
of any wetlands or streams on the property.
2.0 EXISTING CONDITIONS
The northeastern portion of the site is currently developed with the existing United
Christian Church facility and associated parking area. The remainder of the property
generally slopes down from east to west and consists of an upland deciduous forest
dominated by a canopy of big-leaf maple (Acer macrophyllum) with widely scattered
red alder (Alnus rubra), black cottonwood (Populus trichocarpa), and Douglas fir
(Pseudotsuga menziesii). Understory and groundcover species included hazelnut
(Corylus cornuta), Indian plum (Oemleria cerasiformis), vine maple (Acer
circinatum), English holly (Ilex aquifolium), sword fern (Polystichum munitum), and
trailing blackberry (Rubus ursinus). No hydrophytic plant communities were
observed on or adjacent to the property outside of a small closed depression located
just below the parking lot (See Section 2.1 below).
Borings taken throughout the site revealed high chroma non-hydric soils and there
was no evidence of ponding or prolonged soil saturation anywhere in the vicinity of
the property outside of the small closed depression.
2.1 Small Closed Depression
During the reconnaissance, a small (i.e., <1,000 s.f.) closed depression was
observed just to the west below the parking lot (see Attachment 5). The area was
sparsely vegetated but did contain a single Oregon ash (Fraxinus latifolia) sapling as
well as scattered salmonberry (Rubus spectabilis) and lady fern (Athyrium filix-
femina), species often associated with hydrophytic environments. Although dry at
the time of the site review, soils within the depression were low chroma and
considered hydric.
Also, during the site review a stormwater outlet pipe was observed on the slope above
the closed depression. This pipe conveys collected stormwater runoff from the
developed portion of the site and discharges onto the slope above the depression.
This runoff collects within the depression and provides artificial hydrologic support.
As defined in RMC 4-11-230, wetlands:
WETLANDS: Areas that are inundated or saturated by surface water or groundwater
at a frequency and duration sufficient to support, and that under normal circumstances
do support, a prevalence of vegetation typically adapted for life in saturated soil
conditions. Wetlands generally include swamps, marshes, bogs, and similar areas.
Wetlands do not include those artificial wetlands intentionally created from nonwetland
sites, including, but not limited to, irrigation and drainage ditches, grass-lined swales,
canals, detention facilities, wastewater treatment facilities, farm ponds, and landscape
amenities, or those wetlands created after July 1, 1990, that were unintentionally
created as a result of the construction of a road, street, or highway. Wetlands include
artificial wetlands created from nonwetland areas to mitigate the conversion of
wetlands.

Based on this definition, since the topographic depression was intentionally chosen as
a receiving area for the artificial stormwater inputs, it should not not be considered a
wetland that requires critical area protection.

Conclusion
No wetlands or streams are located on or adjacent to the site. This determination is
based on a field investigation during which no hydrophytic plant communities, hydric
soils, or evidence of wetland hydrology or channels were observed outside of the small
stormwater retention/infiltration area on the property.
