The follow ing briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for January 23, 2024 at 11:00AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also http://rb.gy/du61xn PROJECT DESCRIPTION: The applicant is requesting a Conditional Use Permit, Site Plan Review, Environmental Threshold Determination (SEPA), a modification to roadway standards and a modification to residential mixed-use standards to construct a multi-family residential building at 99, 101 and 107 Williams Ave S. The project includes 72 dwelling units with 72 on-site parking spaces. Fifty-six (56) studio units, 14 two (2) bedroom units and two (2) three (3) bedroom units are proposed. All parking spaces are within on-site structured parking. Alley access is proposed. The total project area is 17,262 square feet (0.39 acre). The project is within the Center Downtown (CD) zone, Urban Design District A and the City Center Sign Regulation Area. The City's mapping system indicates the site is within a high seismic hazard area and the Downtown Wellhead Protection Area Zone 1. DATE OF APPLICATION: November 1, 2023 NOTICE OF COMPLETE APPLICATION: November 9, 2023 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance- Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14- day appeal period will follow the issuance of the DNS-M. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed-Use (CMU) on the City of Renton Comprehensive Land Use Map and Center Downtown (CD) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC Title 4 Development Regulations and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. Compliance with recommendations of the geotechnical report to mitigate seismic induced settlement. 2. An Inadvertent Discoveries Plan and on -site professional archeologist to monitor all ground disturbing activities and provide the opportunity for Concerned Tribes to have a tribal monitor on -site.
