AGREEMENT CAG# 23-153
THIS AMENDMENT, dated for reference purposes only as October 24, 2023, is by and between
the City of Renton (the “City”), a Washington municipal corporation, and Eastside Legal
Assistance Program (“ELAP” or“Agency”), a Washington nonprofit corporation. The City and the
Agency are referred to collectively in this Amendment as the “Parties.” Once fully executed by
the Parties, this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Agency under Agreement CAG-23-153, dated
April 6, 2023 to provide services for the Human Services Agreement Pooled Cities General
Request Program (referred to herein as the “Agreement”);
Whereas, the Parties have terminated contract CAG 23-211 (providing services for a
medical-legal partnership program) and desire to increase service for low-income
Renton residents under CAG 23-153.
NOW THEREFORE, It is mutually agreed upon that CAG-23-153 is amended as follows:
1. Scope of Services: Exhibit A, Scope of Services – Performance Measures for 2023 and
2024 are deleted and replaced with the following:

Definition of Units of Service:
a. Unduplicated City of Renton clients served = Number of unduplicated City of Renton
residents served each year, each client served to be counted once per year.

b. Number of free 30-minute legal advice clinics provided to Renton clients = Number
of free 30-60 minute individual consultations with a volunteer attorney provided to
Renton clients.
c. Number of Client Plus legal services (120 minutes) to Renton clients = Number of
Client Plus legal services to Renton clients may include Pleadings preparation, if
requested approximately 1-4 hours of staff time to prepare; Full representation and
Domestic Violence Project: ongoing representation of client averages 10-90
hours/client. Wills Project: 1-2 sessions with volunteer attorney (approximately 3
hours total).
d. Number of Presentations on various legal topics = Number of 90-minute
presentations on various legal topics provided to the Renton community.
2. Compensation: CAG 23-153 Section 4, Compensation, is amended so that the maximum
amount of compensation payable to Consultant is increasedby $10,000 annuallyfor 2023
and 2024 calendar year services,from $10,000 to $20,000 each year. The additional
compensation shall be paid based upon Work actually performed
3.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.
