The proposed parking lot would be located approximately 60 feet to the west of the auto dealership parcel which includes the sales office building. The Sound Mazda auto dealership was previously evaluated for environmental impacts and received site plan approval (LUA-095-090, SA, ECF). The subject proposal would provide supplemental off- street parking so the auto dealership site may be devoted primarily to auto display and customer parking. The initial Sound Mazda proposal included 8 parking spaces in the right-of-way of SW 12th Street, requesting a street use permit for the use of the right-of-way for required parking. This street use permit was never approved. While the parking stalls will be constructed and striped in the right-of-way, it will be public parking and not considered to fulfill development standard parking code requirements. Therefore, the subject parking lot proposal would more than compensate for loss of the required parking. A 20 foot wide alley easement forms the east boundary of the subject property. This alley easement provides a connection between SW 12th Street and the alley which bisects the block between Grady Way and SW 12th Street. The alley easement/linkage was required as a condition for vacating the east portion of the alley between Grady Way and SW 12th Street as part of the initial proposal for the Sound Mazda Dealership. The proposed parking lot would be accessed via SW 12th Street and off the alley linkage. There is presently one single family residence on the site which would be demolished for the parking lot. ' There is an existing single family residence which is located between the proposed parking lot and the auto dealership site. The parking lot would result in covering 80.6% of the site with asphalt impervious surface and the remainder of the site area would be landscaped. The site plan proposes a 17 foot wide landscape strip in the north part of the right-of-way of SW 12th Street. The landscape strip would extend from the existing pavement edge of SW 12th Street to the north edge of the right-of-way. This improvement is consistent with the standards anticipated in the Automall Improvement Plan. A 3 foot high chainlink fence would surround the proposed parking lot. The proposed project is expected to begin construction April 1996 and be completed by approximately July 1996. The hours of operation during construction are anticipated to be 7:00 a.m. to 5:00 p.m. Monday through Friday. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: • 1) Earth Impacts: The site is basically flat. Grading will be necessary for stormwater drainage. The application materials do not specify the amount of cut and fill earthwork which would be necessary to prepare the site for development nor does it specify the source of fill material The applicant has submitted a Construction Mitigation Plan and a Temporary Erosion Control Plan would be required to mitigate for potential erosion impacts during the site preparation and construction of the project. Mitigation Measures No mitigation measure is required. Standard TESC methods will be required conditions of Building and Construction Permits. Policy Nexus N/A 2) Air Impacts: Impacts to air quality can be anticipated during construction, from exhaust associated with construction equipment and dust from exposed soils. Exhaust from construction vehicles is covered by existing State and City Codes. The applicant has submitted a Construction Mitigation Plan to ensure that dust does not become a nuisance on the site. After construction the impacts would be associated primarily with vehicle exhaust from employee and customer traffic. The site does not lie within a 100-year floodplain. The development proposal would result in covering approximately 80.6% of the site with an impervious asphalt surface. The applicant will be required to provide for stormwater detention and water quality treatment in accordance with the sections of the King County Surface Water Design Manual which have been adopted by the City of Renton. The vehicular trips associated with this project have been addressed in the previous development application for the Sound Mazda Dealership. Transportation impact fees were paid with the previous application to establish the dealership. The proposed parking lot will not generate any additional vehicular trips. A 20 foot wide alley easement forms the east boundary of the subject property. This alley easement provides a connection between SW 12th Street and the alley which bisects the block between Grady Way and SW 12th Street. The alley easement/linkage was required as a condition for vacating the east portion of the alley between Grady Way and SW 12th Street as part of the initial development proposal for the Sound Mazda Dealership. The alley has been designed with a sufficient width to maintain accessibility and circulation needs of service and utility vehicles serving residential properties which are accessed off the alley. Consistency with Site Plan Review Criteria: In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-31-33(D) of the Site Plan Ordinance, the following Issues have been identified by City Departmental / Divisional Reviewers: A. CONFORMANCE WITH THE COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES; The Comprehensive Plan designation for the project site is Employment Area - Commercial. An objective states that this designation should allow for commercial uses which require high visibility and access to large volumes of auto traffic. The proposed parking lot supports the auto dealership which is consistent with this objective. Other relevant policies are as follows: Policy LU-170. Individual development projects should be encouraged to: a. minimize curb cuts and share access points, b. provide for internal circulation among adjacent parcels, c. share parking facilities, d. centralize signing, e. create a unified style of development, and f. provide landscaping and streetscaping to soften visual impacts. Objective LU-BB: Ensure quality development in Employment Areas- Commercial. Policy LU-174. Parking areas should be landscaped (including street trees, buffers, berms), especially along the roadways, to reduce the visual impacts. Policy LU-181. Development should be designed to be compatible with adjacent, less intensive uses, e.g. lighting, fences, landscaping, setbacks should all be considered during site design. • '„ City of Renton P/B/PW Department Environmenttermination&Administrative Land Use Action SOUND MAZDA PARKING LOT LUA-96-012, SA,ECF REPORT AND DECISION OF MARCH 5, 1996 Page 6 of 12 The parking lot proposal associated with the Sound Mazda dealership is consistent with relevant Comprehensive Plan policies and policy directives of the draft Automall Plan. B. CONFORMANCE WITH EXISTING LAND USE REGULATIONS: The project site is designated as Commercial Arterial (CA) on the City zoning map. It is also included in "Area A" of the Automall overlay zone. Parking lots are not listed as a permitted, secondary or accessory use in the Commercial Arterial zone. The Automall Ordinance (No. 4500) states that secondary uses are permitted where determined by the Zoning Administrator to directly support auto dealerships. The proposed parking lot would provide supplemental off-street parking for the Sound Mazda auto dealership and is therefore directly supportive of the primary use of the auto dealership. The parking lot proposal meets the applicable provisions and development standards of the Zoning Code. Many of the CA development standards pertain to buildings (i.e. building setbacks, height, lot coverage) and are not considered applicable to this proposal. The proposal does not meet the existing landscape requirements of the CA zone, which requires a 15 foot wide on-site landscape strip along public street frontages. However, the CA zone allows for a modification to the landscape requirement specifically for auto dealerships, granted by the Zoning Administrator [Section 4-31-10.4, D. 6. c. (2)]. The existing Automall Ordinance allows a reduction in the required frontage landscaping if it can be relocated and clustered at site or building entries while also maintaining a 15 foot wide landscape strip between the street sidewalk and curb. However, the draft Automall Improvement Plan anticipates applying the landscape _frontage requirement only to those streets along the perimeter of the Automall area, with reduced and flexible standards for landscaping on-site. Approval of a code modification from the existing landscape requirements in the code is necessary to approve the project as proposed, until the revised standards of the Automall Plan are adopted. Landscape modifications have been previously approved for the Sound Mazda, Good Chevrolet, and Jamie Pierre Used Car Lot, all auto dealerships located in the Automall area. The applicant is proposing landscaping 7.5% of the interior parking lot area which is beyond the 5% required for parking lots in the Code. The applicant is also proposing a 17 foot wide landscape strip in the right-of-way of SW 12th Street. Staff recommends a condition to require the applicant to maintain the landscaping proposed in the SW 12th Street right-of-way. The proposed site plan does not comply with existing City standards for street and right-of-way improvements (i.e. curb, gutter and sidewalks) along SW 12th Street. The proposal anticipates the implementation of the draft Automall Plan which includes reduced street widths and as presently drafted would not necessarily require curb, gutter, and sidewalk improvements on internal streets. The draft Automall Plan anticipates a continuous sidewalk along the north side of SW 12th Street. However, according to the draft Plan the sidewalk does not appear to extend to the subject property and provision of sidewalks may depend on how properties are consolidated for development in the area. The initial Sound Mazda proposal included 30 parking spaces, which met parking code requirements. The proposal included 8 parking spaces in the right-of-way of SW 12th Street, requesting a street use permit for the use of the right-of-way for required parking. This street use permit was never approved. While the parking stalls will be constructed and striped in the right-of- way, it will be public parking and not considered to fulfill development standard parking code requirements. Therefore, the subject parking lot proposal would more than compensate for loss of the required parking. There is no maximum parking standard that would apply to the auto dealership. C. MITIGATION OF IMPACTS TO SURROUNDING PROPERTIES AND USES; The proposed parking lot would not in and of itself negatively impact surrounding properties. Staff recommends a condition to require exterior lighting to enhance security on the site. There is a single family residence directly east of the proposed parking lot, located between the parking lot and the auto display/sales office area of the Sound Mazda dealership. Impacts of traffic, truck loading and unloading, and other impacts associated with an auto dealership may be expected to impact the residence. However, the impacts would not be beyond what would be normally anticipated for commercial uses expected to locate in the primary commercial zone of the City. The applicant has submitted a Construction Mitigation Plan which addresses hours of construction, hauling and transportation routes and construction mitigation measures. This would serve to minimize impacts on the existing residential and commercial properties in the immediate area during construction of the project. In addition,the applicant will be required to provide erosion and sedimentation control which would prevent pollutants from impacting surrounding properties during the construction phase of the project. The applicant has not indicated a lighting plan for the proposed development. In order to ensure that exterior lighting does not result in a illumination/glare impacts onto adjacent properties, any on-site lighting should be directed inward on the site. D. MITIGATION OF IMPACTS OF THE PROPOSED SITE PLAN TO THE SITE; The proposed site is within the Green River Valley Planning Area. An environmental mitigation agreement between the City and the U.S. Soil Conservation Service (SCS) requires that 2% of a site area be provided as a natural landscaped area for wildlife habitat. The applicant is proposing to provide this landscape area together with the wildlife landscape area required on the Sound Mazda dealership site just east of the subject proposal. The approach of providing for the natural landscape area off-site is supported by the code which encourages aggregating the natural landscape area to be contiguous with adjacent properties, thereby increasing habitat values and functions. The applicant has provided a separate landscape plan which shows that 350 square feet (17,173 s.f. of site area X .02 = 343.5 s.f.) of natural landscape area would be added to the wildlife landscape area on the Sound Mazda site. However, upon review of the landscape plan for the Sound Mazda site, it appears that the proposed parking lot natural landscape area completely overlaps with the required natural landscape area for the initial Sound Mazda proposal. The applicant should provide a revised landscape plan for the Sound Mazda site which clearly indicates the natural landscape area provided for both the Sound Mazda site and the proposed parking lot. E. CONSERVATION OF AREA-WIDE PROPERTY VALUES; The proposed parking lot would support the Sound Mazda auto dealership and thereby assist the transition of the area to auto sales uses as anticipated in the Automall zone. This is expected to enhance property values in the vicinity. F. SAFETY AND EFFICIENCY OF VEHICLE AND PEDESTRIAN CIRCULATION; The proposed parking lot would be accessed via SW 12th Street and off the alley linkage which bisects the block between Grady Way and SW 12th Street. The 20 foot wide alley easement forms the east boundary of the subject property. This alley easement provides a connection between SW 12th Street and the alley which bisects the block between Grady Way and SW 12th Street. The alley has been designed with a sufficient width to maintain accessibility and circulation needs of service and utility vehicles serving residential properties which are accessed off the alley. There is no pedestrian circulation provided on the site plan. The proposed parking area would be not be utilized by customers or the public but is reserved for employees and for holding customer service vehicles. The draft Automall Plan anticipates a continuous sidewalk along the north side of SW 12th Street. However, according to the draft Automall Plan, the sidewalk does not extend to the subject property. The provision of pedestrian circulation should be determined as properties are consolidated for development. G. PROVISION OF ADEQUATE LIGHT AND AIR; Not applicable to proposal. H. MITIGATION OF NOISE, ODORS AND OTHER HARMFUL OR UNHEALTHY CONDITIONS; The proposed parking lot would not create any harmful or unhealthy conditions. The mitigation of noise, odors, and other harmful or unhealthy conditions was previously addressed in the environmental review and site plan approval for the Sound Mazda auto dealership site. 1. AVAILABILITY OF PUBLIC SERVICES AND FACILITIES TO ACCOMMODATE THE PROPOSED USE;AND The project site is adequately served by utilities and roads to accommodate the proposed land use. See the Advisory Notes section of this report for detailed information concerning utilities and public services. J. PREVENTION OF NEIGHBORHOOD DETERIORATION AND BLIGHT. The proposed project would serve to prevent neighborhood deterioration and blight by improving a vacant site within a commercial zone. The proposed parking lot would.provide supplemental parking for the auto dealership,thus assisting the area in transitioning to a cohesive automall zone. Copies of all Review Comments are attached to this report FINDINGS, CONCLUSIONS & DECISION Having reviewed the written record in the matter, the City now makes and enters the following: D. Findings 1) Request: The Applicant, Dennis Boone, has requested Environmental Review & Site Plan Approval for development of the Sound Mazda Parking Lot. 2) Environmental Review: The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment, and other pertinent documents was entered as Exhibit No. 1. 3) Site Plan Review: The applicant's site plan application complies with the requirements for information for site plan review. The applicant's site plan and other project drawings are entered as Exhibits No. 2 through 5. 4) Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan designation of Employment Area - Commercial. Approval of building permits for the proposal is contingent upon approval of proposed changes to existing landscaping and street improvement requirements. 6) Automall Plan: The proposed project and improvements are consistent with the draft Automall Plan. 7) Administrative Code Modification: The applicant has requested approval of an administrative code modification from landscape requirements. 8) Existing Land Use: Land uses surrounding the subject site include: North: single family residences; East: a single family residence, Sound Mazda auto dealership; South: single family residences; and West: vacant land. E. Conclusions 1) The subject proposal complies with the policies and codes of the City of Renton, assuming approval of the draft Automall Plan and/or approval of modifications from existing standards, and with the conditions set by staff. 2) Specific Land Use (e.g. Site Plan Approval) issues were raised by various City departments. These issues were addressed in the body of this report. 3) The proposal complies with the Comprehensive Plan designation of Employment Area - Commercial; and the Zoning designation of Commercial Arterial, with the Automall Ordinance overlay. ADMINISTRATIVE CODE MODIFICATIONS The applicant for Sound Mazda Parking Lot File No. LUA-96-012, SA, ECF is requesting administrative approval of the following administrative modification from Title IV Building Regulations of the Renton City Code: 1. Existing Code Requirements- Landscaping Section 4-31-10.4.d.6.: Lots abutting public streets shall have a minimum landscaping strip of fifteen feet(15). Section 4-31-10.4.F.2.a.: The required frontage landscaping along public streets in section D.6 can be relocated and clustered at site or building entries if there are minimum sidewalk dimensions and a 15 foot landscaped strip between street sidewalks and curbs. Section 4-31-10.4.D.6.c.(2): Modifications: Whenever there are practical difficulties in carrying out the required landscaping provisions of this Section on automobile sales, the Zoning administrator may grant modifications for individual cases provided that he/she shall first find that a special individual reason makes the strict letter of this code impractical and that such modification: (A) Is in conformity with the intent and purpose of the Comprehensive Plan and this Code; and (8) Will not be injurious to other property(s)in the vicinity. 2. Proposal: The applicant proposes a 17 foot wide landscape frontage strip using the north side of the right-of-way of SW 12th Street, rather than providing the required landscape frontage strip on- site. The draft Automall Plan anticipates the future vacation of SW 12th Street where fronting the site. However, this cannot occur while existing residences require access off SW 12th Street. The draft Automall Plan anticipates retaining only the 25 foot existing pavement width during the interim transition to Automall uses. The applicant is not proposing vacating the right-of-way, but rather improving the right-of-way with landscaping during the transition of the area. The applicant is providing interior parking lot landscaping (7.5% of the parking lot area) which exceeds the 5% required in the code. 3. Staff Recommendation: Staff recommends approval of the applicant request for a code modification from landscape requirements. REVISED 2/95 • PROJECT NARRATIVE The Sound Mazda Parking Lot project is a parking lot for customer service and employee vehicles. The site is 17,173 S.F. in area and is located on the north side of S.W. 12th St. The site is currently occupied by one single family residence which will be demolished. The site is basically flat and has no special features. The project will be'a 42 space parking lot for customer and employee parking with 25 standard stalls and 17 compact stalls. Access to the project will be from S.W. 12th St. and from the alley to the north via the new alley connection between them. The new project will be an asphalt paved lot with a total impervious surface area of 13,843 S.F. (80.6% lot coverage) including the alley connection and a landscape area of 3,330 S.F.(19.4%), 7.5% of which is interior. City approvals required on this project are Environmental Review, Site Plan Approval and Building and public works Permits. CONSTRUCTION MITIGATION DESCRIPTION The proposed project is expected to begin construction April 1996 and be completed approximately July 1996. The hours of operation during construction are anticipated to be 7:00 A.M. to 5:00 P.M. Monday through Friday. Site access during construction will be from S.W. 12th St. The site will be watered on an as needed basis during construction to control dust. References 2 L PROJECT OVERVIEW This project is a new parking lot for the Sound Mazda-Suzuki-Hyundai Mitsubishi dealership. The site is bounded on the north and east by an alleys, by the south by SW 12th Street and to the west by single family residence. The project encompasses development of the entire 0.4 acre site. The work shall include the construction of a paved parking area. See Appendix A for a vicinity map. II. EXISTING CONDITIONS SUMMARY SOILS Soils on the site are identified by the SCS Soil Survey for King County' as Urban Land (U)- see Appendix B for SCS Soils information. The SCS description is as follows: Urban land(U) is soil that has been modified by disturbance of the natural layers with additions of fill material several feet thick to accommodate large industrial and housing installations. In the Green River Valley the fill ranges from about 3 to more than 12 feet in thickness, and from gravelly sandy loam to gravelly loam in texture. The erosion hazard is slight to moderate. No capability or woodland classification. , We will assume.;that a hydrologic soil group C soil is present on the site. . EXISTING DEVELOPMENT AND DRAINAGE The site currently is comprised of a single family residence, driveway, sidewalk and grass. The site generally slopes to the south, with a total vertical relief of about 2 feet. Surface drainage on site is sheet flow to an existing catch basin located near the southwest corner of the property. That flow enters the existing City storm system located in SW 12th Street. See the Predeveloped Basin Map, Appendix C. OFF-SITE AND DOWNSTREAM DRAINAGE There is no off-site drainage onto this site. See the Predeveloped Basin Map, Appendix C. Water leaving this site generally sheet flows to the catch basin located near the southwest corner of the property. The storm system flows west in a 12" IMP pipe to the intersection of SW 12th St. and Maple Ave. SW. At this point it continues south in an 18" CMP pipe. Per the Preliminary Drainage Report for Renton Dodge Dealerships the 18" line turns into a 24" line turns and continues west along I-405 in a 24" culvert. The culvert discharges to a ditch and then flows back into a 24" line. The flow continues west and the pipe changes to a 30" pipe at the intersection of Lind Ave and I-405. The flow passes under I-405 where is discharges to a ditch which flows west. It continues flowing west to the pumping station at Oaksdale Ave SW. The pumped water is discharged to a • 3 system which outlets to Springbrook Creek. Springbrook Creek flows northwest to the Green River. III. DEVELOPED CONDITIONS SUMMARY ON-SITE DEVELOPMENT AND DRAINAGE The new parking lot will be approximately 13,850 square feet. Storm drainage for the site will be as follows: The site will be graded to sheet flow to two catch basins. The system will discharge to the existing storm system in SW 12th Street, where it will enter a water quality oil/water separator (see Section WI for sizing).. The increase in run-off from the Pre-developed condition to the Developed condition is 0.10 cfs, which is less that 0.50 cfs, therefore no detention is proposed for this site. Water quality for those areas subject.to vehicular traffic will be by use of a coalescing plate oil/water separator. Due to the small area on the site and. the extremely flat topography, a biofiltration swale is not possible. See the Postdeveloped Basin Map, Appendix D. OFF-SITE IMPROVEMENTS AND DRAINAGE No off-site improvements are proposed: The existing 12" line has capacity for the increased flow of 2.0 cfs for the 100-year storm event. IV. DISCUSSION OF CORE REQUIREMENTS Core Requirement#1 -Discharge at the Natural Location As discussed in EXISTING CONDITIONS SUMMARY above, the site drainage currently drains to the catch basin located near the southwest corner of the property. The proposed storm system will connect to this same storm system. Core Requirement#2 - Off-Site Analysis No offsite drainage enters the site. See Appendix C- Predeveloped Basin Map. A Level One Downstream Analysis is described in the Existing Conditions Summary. There are no known drainage problems in this system. Core Requirement#3 -Runoff Control This site is exempt from On-site Peak Rate Runoff Control because the increase in the peak runoff is less than 0.5 cfs more than the peak runoff rate for the existing site conditions. 4 Core Requirement#4 - Conveyance System The project storm system will convey the site 100 year design storm. Core Requirement#5 -Erosion/Sedimentation Control Plan 'An Erosion and Sedimentation Plan has been developed for this site as outlined in the King County Surface Water Design Manual. CB inlet protection and CB inlet sediment trap will be installed. Core Requirement#6 -Maintenance and Operation Maintenance and operation of all of the stormwater system on this site will be the responsibility of the Renton Mitsubishi Subaru Dealership.
