pipeline company prior to performing any construction or excavation activities. This requirement to consult with the
transmission pipeline company is in addition to the requirement to Call before You Dig as required in RCW 19.122.

TRAFFIC CONTROL PLAN (TCP) MUST BE SUBMITTED TO PUBLIC WORKS TRANSPORTATION DIVISION
FOR REVIEW/APPROVAL AT LEAST FIVE (5) WORKING DAYS BEFORE THE DATE OF WORK.
The City of Renton requires any contractor, firm, corporation, or other public/private agency to prepare a traffic control
plan (TCP) and obtain city's approval of that plan when construction, repair, or maintenance work is to be conducted
within the city's right-of-way.
1.Fill out the Traffic Control Plan (TCP) Application form and prepare required submittal documents.
2.The following items are all required for submittal of the TCP Application:
☐Electronic Copy of the TCP Application
☐Electronic Copy of the TCP Layout, on 11” X 17” paper size format, which shall:
Include map(s) showing the location of the project and work area.
Be legible lettering and clear, contrasting, symbols of viewing or printing.
Must indicate street names, and north arrow and scale.
Types of plans required:
o Work hour plan – show all mobility impacts during construction hours.
o Non-work plan - show all mobility impacts after work hours when limited or no work is
happening in the right-of-way (ROW), if applicable.
o Changing construction phases – show construction sequence and each construction phase
change even if the traffic control is not modified, if applicable.
o Pedestrian access/detour plan, if applicable.
-Shall conform to the Washington State Traffic Control Flagger Certification handbook, by the
Evergreen Safety Council.

PERMIT HOLDER AGREES TO ALL THE FOLLOWING:
Must have approved Traffic Control Plan (TCP) prior to commencing the work.
Maintain existing pedestrian access. The work on pedestrian facilities, shall be limited to one corner at a time,
with the least possible inconvenience or delay to pedestrians.
WORK TIME begins when any street or travel lane is fully or partially closed. This includes set up within the
traveled way.
Comply with all traffic regulations of the City of Renton and the State of Washington.
Prepare a traffic control plan and obtain City approval of that plan. That plan shall be implemented for all street
and lane closures, and the plan shall be performed in compliance with the Manual on Uniform Traffic Control
Devices.
Notify emergency services (253-852-2121) twenty-four (24) hours before any street or lane closures.
Contractor or entity must call Renton School District (425-204-4455) or any public/private agency, including public
transit, to be affected by a temporary lane or road closure a minimum of five business days (excluding weekends
and holidays) prior to starting any work.
Contractor or entity must notify King County Metro in writing at construction.coord@kingcounty.gov a minimum
of five business days (excluding weekends and holidays) prior to starting any work impacting bus stops, a
temporary lane or road closure. Work requiring removing a bus shelter or sign requires notification in writing a
minimum of 30 business days (excluding weekends and holidays). Please call King County Metro at 206-477-1140
with any questions.
Any lane or street closures not in conformance with the approved traffic control plan and/or without notification
of emergency services may result in receiving a citation for violation of R.C.W. 47.36.200 Signs or Flaggers at
thoroughfare work sites and R.C.W. 9A.36.050 Reckless Endangerment, and other applicable State and City codes.
Indemnify and hold harmless the City of Renton from any and all claims, actions, and judgments, including all
costs of defense and attorney’s fees incurred in defending against same, arising from and related to
implementation of the approved traffic control plans including claims arising from towing of private vehicles and
the acts of the Permit Holder’s agents and employees.
The City of Renton shall be entitled, in its reasonable discretion, to settle claims prior to suit or judgment, and in
such event shall indemnify and hold harmless the City for any such claims paid, including the City’s reasonable
attorney’s fees and litigation costs incurred resulting from such claim.
In the event any claim or suit is brought against City within the scope of this Agreement, Permit Holder will pay for
legal counsel chosen by the City to defend against same.
Flagger and sign placement are subject to revision by the City Inspector on site, if needed to address traffic or
pedestrian safety or travel.
All permit conditions shall be met.
NOTES:
Total road closure lasting more than twenty-four (24) hours is subject to the approval by the City Council.
Work Zone Traffic Control shall be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD)
and shown by a traffic control plan layout or reference to WSDOT.
Approved Temporary Traffic Control Plan must be at the work site during work hours.
Complete assistance and accommodation shall be provided to all kinds of pedestrian traffic when sidewalk or
walkway is impeded to safely redirect pedestrians around a work zone.
Signage shall be used to warn motorcyclists/bicyclists of the potential hazards on any uneven surfaced or slippery
road conditions during work and non-work hours.
Any vehicle, equipment, barricade, or portable tow-away sign used within the work area must display a company
logo or any legally acceptable sign showing the company name, address, and telephone number at a conspicuous
place on the vehicle or equipment.

In the case of Temporary No Parking Zones, all the following apply in addition to previous:
Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations for
vacate parking or curb lane usage.
Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block
seventy-two (72) hours in advance of effective date and time.
The cover sheet of this Traffic Control Plan form must be attached to each Temporary No Parking Sign on the
project site.
Temporary traffic control devices must be removed immediately when work is done or no construction activities
are going on. If deemed abandoned, City crews will remove and store them at the City’s maintenance shop (3555
NE 2nd Street).

specifications stated in the federal Manual on Uniform Traffic Control Devices
(M.U.T.C.D)
Cities and various municipalities may have also adopted specialized guidelines
for traffic control within their jurisdiction. It is the responsibility of the on-site
traffic control personnel to verify if any special conditions exist.

- Temporary "NO PARKING" signs to be placed at least 72 hours prior to work
- Driveway access will be maintained unless otherwise noted
- Sidewalk of 4' width will be maintained for pedestrian access unless

- All work will stop while pedestrians are escorted through work zones

TRAFFIC CONTROL
1. THE CONTRACTOR IS ADVISED THAT ALL LANE CLOSURES SHALL BE KEPT TO A MINIMUM. LOCAL JURISDICTIONS WILL APPROVE ONLY THOSE
LANE AND ROADWAY CLOSURES DETERMINED TO BE NECESSARY FOR THE CONTRACTOR TO ACCOMPLISH A SPECIFIC TASK. NO LANE OR
ROADWAY CLOSURES WILL BE PERMITTED WITHOUT PRIOR APPROVALS.
2. THE CONTRACTOR SHALL KEEP ALL TRAFFIC LANES AND SHOULDERS CLEAR OF EQUIPMENT AND MATERIALS DURING NON-WORKING HOURS.
EQUIPMENT AND MATERIALS SHALL NOT BE STORED ON THE STREETS. THE CONTRACTOR'S EMPLOYEES AND AGENTS SHALL NOT PARK
PRIVATE VEHICLES ALONG THE ROADWAY OR MEDIAN.
SITE PREPARATION
1. SOD AND LAWN TO BE REMOVED SHALL BE CUT TO A NEAT VERTICAL LINE 6" MINIMUM BEYOND THE TRENCH LINE. SOD SHALL BE EITHER
REMOVED FROM THE SITE, OR CAREFULLY STOCKPILED FOR REUSE.
2. SAW CUT PAVEMENT TO A NEAT VERTICAL LINE 8" TO 12" MINIMUM BEYOND THE TRENCH LINE. REPLACE PAVEMENT WITH LIKE MATERIAL
(I.E., ASPHALT WITH ASPHALT, CONCRETE WITH CONCRETE).

TRENCH EXCAVATION AND BACKFILL
1. TRENCH BACKFILL - WHERE MATERIAL EXCAVATED FROM TRENCHES IS UNSUITABLE FOR BACKFILL, THE CONTRACTOR SHALL BACKFILL WITH
BANK RUN GRAVEL OR MAY ELECT TO USE CDF IN LIEU OF THE COMPACTION/PROCTOR PROCESS. STONEWAY MIX 351 IS ACCEPTABLE IN ALL

UTILITY DUCT
1. BURIED DUCT SHALL BE SCHEDULE 80 PVC OR EQUIVALENT, UNLESS NOTED OTHERWISE. MINIMUM CONDUIT COVER SHALL BE 36" WITH A
MINIMUM SLOPE OF 1/2 % TO VAULT.
2. THOROUGHLY CLEAN CONDUIT BEFORE USING OR LAYING. DURING CONSTRUCTION AND AFTER THE DUCT LINE IS COMPLETED, PLUG ENDS OF

To whom it may concern:
Cannon Construction has been contracted to design and engineer this project on behalf of
Comcast Cable Communications Management. Comcast is applying for a variance request in
order to upgrade their existing facilities.
Comcast proposes to PROOF & PULL CABLE THROUGH EXISTING RISER.DELASH & FLOAT
EXISTING FIBER. TIE INTO EXISTING AERIAL SPLICE CASE at 420 Sunset Blvd N Renton, WA 98057
Comcast is requesting that the City of Renton approve this variance request based on the fact
that the requirements for undergrounding this proposed over-lash on existing plant will cause
undue hardship.
1. Installation of undergrounding facilities will increase the total cost of construction
roughly 15-25 times the amount of an aerial over-lash on the existing Comcast strand.
2. Risk of potential damage to underground facilities will be increased.
3. Over-lash will not cause substantial adverse impact to other persons or entities in the
immediate area. Over-lashing the cable will be accomplished in a few days, and the
residents will not notice any impact. Comcast will clean up the over-lashed spans as
necessary and identify and remove any existing dead cables along this route.
4. The variance is necessary to prevent any undue hardship due to the increased
construction costs if forced to install the proposed extension underground.
5. The granting of the variance will not be materially detrimental to the public welfare.
Comcast does agree to participate in future underground improvements for its
proportionate share of the undergrounding costs, waiving the obligation into the future
when all other utilities are undergrounded to prevent an undue hardship against
Comcast currently.
Upon the granting of the variance, Comcast will coordinate construction and traffic control as
per your requirements. Comcast and their contractors want to cooperate at the highest level
and agree to adhere to all provisions and requirements set forth by the City of Renton to insure
safe installation and maintenance of the proposed facilities.

SUBJECT: Request for Undergrounding Exemption (JB#1387736, MFP23005359, 420 Sunset Blvd N)
Dear Mr. Standring:
The City of Renton has reviewed your request to grant Comcast an exemption from Renton Municipal
Code (RMC) 4-6-090(C) which states that all new electrical or communication facilities shall be required
to be installed underground, pursuant to the standards of the section of RMC.
Comcast proposes to have Cannon Construction Inc overlash new fiber for a total of approximately 425
lineal feet to existing Puget Sound Energy (PSE) poles along Sunset Blvd NE within the City. See the
enclosed Site Plan showing the proposed overlashing limits.
ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090. Ordinance 5720
grants Comcast, the right to install fiber optic cable and related appurtenances under, along, over, below,
through and across the streets, avenues and alleys of City of Renton within the right-of-way of Renton.
Section 3.4 of the franchise ordinance states that if all of the distribution lines all the wireline service
providers, such as telecommunications service providers, as defined in RCW 35.99.010, a utility service
provider or a Cable Operator (collectively “Service Providers”) in any portion of the Franchise Area are
underground, Grantee shall place its Cable System’s distribution cables underground within that area;
provided that such underground locations are actually capable of accommodating Grantee’s cable and
other equipment without technical degradation of the Cable Systems’ signal quality.
The proposal would utilize existing poles with other attached franchisee communication facilities and
overlash to the existing Comcast aerial path. As minimum vertical height clearance of 15’-6” would need
to be provided for, any existing obsolete cable will need to be removed; staff recommends these as
conditions of approval. Therefore, the City is granting an exemption with conditions, per the Comcast
franchise agreement which allows new overhead facilities to be placed overhead provided there are other
similar providers overhead as well. Comcast is required to obtain all necessary private utility easements
for work on private property.
DECISION: The requested exemption from underground utility installation requirements RMC4-6-090 (C)
as requested by the applicant is approved with conditions subject to the conditions below as the request
complies with the Comcast Franchise Agreement.

Conditions of Approval:
1. Any existing height violations within the Project Reach must be resolved at the time of
construction. New aerial lines within the Project Reach must have a minimum vertical clearance
of 15’-6”.
2. Any abandoned or unused lines within the Project Reach must be removed at the time that
construction is taking place.
3. A traffic control plan must be separately submitted to the City, and no construction may take
place until the City has approved a traffic control plan.
4. The new aerial fiber lines within the Project Reach must be converted to underground facilities in
the future, at the Applicant’s cost, when any one of the following events occurs: (1) any other
utilities are undergrounded within the Project Reach, (2) a joint use trench is proposed by a
franchisee within the Project Reach, in which case the Applicant shall participate in the joint use
trench installation for the purpose of undergrounding its aerial lines, or (3) a conduit is made
available within the Project Reach that will accommodate the aerial lines. The new aerial lines
must be undergrounded within one year, or approved otherwise by the City of Renton Community
and Economic Development Administrator or designee, from the first event triggering the
requirement to underground the aerial lines.
This decision to approve the exemption with conditions is subject to a fourteen (14) day appeal period
from the date of this letter per RMC 4-8-110. Any appeals of the administrative decision must be filed
with the City Clerk, along with the required appeal fee, by 5:00 pm, December 5, 2023. Appeals must be
submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor
Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will
be collected at a future date if your appeal is submitted electronically. The appeal submitted in person
may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed
by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City
Clerk’s Office, cityclerk@rentonwa.gov.

1. THE LOCATIONS OF UTILITIES SHOWN ON THE PLANS ARE APPROXIMATE. ALL UTILITY LOCATIONS SHALL BE VERIFIED PRIOR TO CONSTRUCTION.
THE CONTRACTOR, AT HIS OWN EXPENSE, SHALL MAKE EXCAVATIONS AND BORINGS AHEAD OF THE WORK, AS NECESSARY, TO DETERMINE
THE EXACT LOCATIONS OF UTILITIES AND UNDERGROUND STRUCTURES. IT IS UNDERSTOOD THAT THERE WILL BE INTERFERING UTILITIES AND
OTHER UNDERGROUND PIPES, DRAINS OR STRUCTURES ENCOUNTERED THAT ARE NOT SHOWN OR AREAS SHOWN INCORRECTLY ON THE
PLANS OR THAT HAVE NOT BEEN PREVIOUSLY DISCOVERED IN THE FIELD. THE CONTRACTOR AGREES THIS IS A NORMAL AND USUAL
OCCURRENCE IN THE CONSTRUCTION OF UNDERGROUND IMPROVEMENTS. FURTHERMORE, CONTRACTORS UNDERSTAND AND AGREE THAT
WORK IN SOME CASES PROPOSED PATH MAYBE IN CLOSE PROXIMITY TO SAID UTILITIES AND UNDERGROUND PIPES, DRAINS AND STRUCTURES
NOT SHOWN ON THE PLANS WHICH MAY REQUIRE A CHANGE IN OPERATIONS AND MAY CAUSE SLOUGHING OF THE TRENCH, ADDITIONAL
TRAFFIC CONTROL, ADDITIONAL PAVEMENT AND BACKFILL COSTS AND TIME. THE CONTRACTOR AGREES THAT A REASONABLE NUMBER OF
THESE OCCURRENCES IS USUAL AND ORDINARY, AND ARE REFLECTED IN THE BID AND PLAN OF OPERATION. THE CONTRACTORS AGREES TO
PROVIDE FOR THESE CONFLICTS AND AGREES TO PROVIDE FOR A REASONABLE AMOUNT OF TIME FOR DESIGN CHANGES AND/OR UTILITY
RELOCATIONS DUE TO SAID CONFLICTS.
2. CALL THE UTILITIES UNDERGROUND LOCATION CENTER AT 811
3. INSPECTIONS - THE CONTRACTOR SHALL NOTIFY LOCAL JURISDICTIONS FOR REQUIRED INSPECTION SERVICES.
4. EXCESS WATER - SHOULD WATER BE ENCOUNTERED DURING CONSTRUCTION, IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO DEWATER,
AS PER LOCAL JURISDICTIONS STANDARD SPECIFICATIONS, BEFORE CONSTRUCTION CONTINUES.
5. NO SILT LADEN WATER IS TO BE DISCHARGED FROM THE SITE WITHOUT PASSING THROUGH AN EROSION CONTROL SYSTEM.
6. THE CONTRACTOR SHALL SCHEDULE AND CONTROL HIS/HER WORK SO AS TO COMPLY WITH ALL APPLICABLE ORDINANCES TO PREVENT ANY
HAZARDS TO PUBLIC SAFETY, HEALTH AND WELFARE.
7. ALL STREETS SHALL BE KEPT FREE OF DIRT AND DEBRIS ON A CONTINUOUS BASIS.
8. AN APPROVED COPY OF THESE PLANS WILL BE ON THE JOB SITE WHENEVER CONSTRUCTION IS IN PROGRESS.
9. THE CONTRACTOR SHALL BE SOLELY AND COMPLETELY RESPONSIBLE FOR THE CONDITIONS OF THE JOB SITE, INCLUDING SAFETY OF ALL
PERSONS AND PROPERTY DURING THE PERFORMANCE OF THE WORK. THIS REQUIREMENT WILL APPLY CONTINUOUSLY AND NOT BE LIMITED
TO NORMAL WORKING HOURS.
10. PEDESTRIAN AND VEHICULAR ACCESS TO ADJACENT PROPERTIES SHALL BE MAINTAINED AT ALL TIMES EXCEPT WHERE PRIOR WRITTEN
APPROVAL FROM THE PROPERTY OWNER HAS BEEN OBTAINED.
11. BARRICADE OPEN DEPRESSIONS AND HOLES OCCURRING AS PART OF THIS WORK, AND POST WARNING LIGHTS ON ADJACENT PROPERTIES
WITH PUBLIC ACCESS. OPERATE WARNING LIGHTS DURING HOURS FROM DUSK TO DAWN EACH DAY AND AS OTHERWISE REQUIRED.
12. PROTECT STRUCTURES, UTILITIES, PAVEMENTS, AND OTHER FACILITIES FROM DAMAGE CAUSED BY SETTLEMENT, LATERAL MOVEMENT,
UNDERMINING WASHOUT AND OTHER HAZARDS CREATED BY OPERATIONS UNDER THIS SECTION.
TRAFFIC CONTROL
1. THE CONTRACTOR IS ADVISED THAT ALL LANE CLOSURES SHALL BE KEPT TO A MINIMUM. LOCAL JURISDICTIONS WILL APPROVE ONLY THOSE
LANE AND ROADWAY CLOSURES DETERMINED TO BE NECESSARY FOR THE CONTRACTOR TO ACCOMPLISH A SPECIFIC TASK. NO LANE OR
ROADWAY CLOSURES WILL BE PERMITTED WITHOUT PRIOR APPROVALS.
2. THE CONTRACTOR SHALL KEEP ALL TRAFFIC LANES AND SHOULDERS CLEAR OF EQUIPMENT AND MATERIALS DURING NON-WORKING HOURS.
EQUIPMENT AND MATERIALS SHALL NOT BE STORED ON THE STREETS. THE CONTRACTOR'S EMPLOYEES AND AGENTS SHALL NOT PARK
PRIVATE VEHICLES ALONG THE ROADWAY OR MEDIAN.
SITE PREPARATION
1. SOD AND LAWN TO BE REMOVED SHALL BE CUT TO A NEAT VERTICAL LINE 6" MINIMUM BEYOND THE TRENCH LINE. SOD SHALL BE EITHER
REMOVED FROM THE SITE, OR CAREFULLY STOCKPILED FOR REUSE.
2. SAW CUT PAVEMENT TO A NEAT VERTICAL LINE 8" TO 12" MINIMUM BEYOND THE TRENCH LINE. REPLACE PAVEMENT WITH LIKE MATERIAL
(I.E., ASPHALT WITH ASPHALT, CONCRETE WITH CONCRETE).
3. EXCEPT AS NOTED HEREIN, ALL MATERIAL REMOVED SHALL BE TAKEN FROM THE SITE AND DISPOSED OF BY THE CONTRACTOR.
TRENCH EXCAVATION AND BACKFILL
1. TRENCH BACKFILL - WHERE MATERIAL EXCAVATED FROM TRENCHES IS UNSUITABLE FOR BACKFILL, THE CONTRACTOR SHALL BACKFILL WITH
BANK RUN GRAVEL OR MAY ELECT TO USE CDF IN LIEU OF THE COMPACTION/PROCTOR PROCESS. STONEWAY MIX 351 IS ACCEPTABLE IN ALL
LOCATIONS. QUICK SETTING MIX 1004 IS ACCEPTABLE IN NON-TRAFFIC AREAS. MIX 1121 IS TO BE USED IN TRAFFIC-BEARING LOCATIONS.
2. COMPACTION, WHEN NECESSARY, SHALL BE PERFORMED IN ACCORDANCE WITH LOCAL JURISDICTION REQUIREMENTS.
UTILITY DUCT
1. BURIED DUCT SHALL BE SCHEDULE 80 PVC OR EQUIVALENT, UNLESS NOTED OTHERWISE. MINIMUM CONDUIT COVER SHALL BE 36" WITH A
MINIMUM SLOPE OF 1/2 % TO VAULT.
2. THOROUGHLY CLEAN CONDUIT BEFORE USING OR LAYING. DURING CONSTRUCTION AND AFTER THE DUCT LINE IS COMPLETED, PLUG ENDS OF
CONDUITS TO PREVENT WATER WASHING INTO CONDUIT OR MANHOLES, TAKE PARTICULAR CARE TO KEEP CONDUITS CLEAR OF CONCRETE,
DIRT AND ANY OTHER SUBSTANCE DURING THE COURSE OF CONSTRUCTION.
3. AFTER DUCT PLACEMENT HAS BEEN COMPLETED, PROOF AND CLEAN DEBRIS FROM EACH DUCT, ITS ENTIRE LENGTH. INSTALL PULL ROPE AND
PLACE WATERTIGHT COMPRESSION PLUGS AT BOTH ENDS. ANY CONDUITS CONTAINING FIBER CABLE WILL REQUIRE SIMPLEX COMPRESSION
PLUGS SEALING THE CONDUITS AROUND THE CABLE.
4. OUTSIDE INNERDUCT SHALL BE 1-1/4" OPTIC-GUARD NON-METALLIC FLEXIBLE, IN COLOR SUCH AS RED OR ORANGE, WITH PULL ROPES AND
PLUGS. EXPOSED INNERDUCT INSIDE OF BUILDINGS SHALL BE PLENUM-RATED.
CEMENT CONCRETE PAVEMENT
1. ALL CONCRETE PAVEMENT REMOVED OR DAMAGED BY THIS WORK SHALL BE REPLACED ACCORDING TO THE STANDARD SPECIFICATIONS OF
EACH JURISDICTION.
ASPHALT CONCRETE PAVEMENT
1. ALL ASPHALT CONCRETE PAVEMENT REMOVED OR DAMAGED BY THIS WORK SHALL BE REPLACED WITH CLASS B ASPHALT CONCRETE
ACCORDING TO THE REQUIREMENTS OF EACH JURISDICTION.
GRAVEL AREAS
1. ALL GRAVEL AREAS DAMAGED OR REMOVED BY THIS WORK SHALL BE REPLACED WITH CRUSHED SURFACING TOP COURSE IN ACCORDANCE
WITH THE REQUIREMENTS OF EACH JURISDICTION.
SITE RESTORATION
1. ALL DISTURBED OR DAMAGED AREAS SHALL BE RESTORED TO A CONDITION EQUAL TO, OR BETTER THAN, THAT WHICH EXISTED PRIOR TO
PLACEMENT OF THE CONDUIT AND STRUCTURES.
2. VEGETATION REMOVED FOR THIS WORK SHALL BE REPLACED WITH IN-KIND PLANT MATERIAL AND SHALL BE PROPERLY PLANTED AND
WATERED IN TO ENSURE ITS SURVIVAL.
3. SITE RESTORATION SHALL INCLUDE REPLACING EXISTING CABLING AND PULL ROPES IN EXISTING CONDUITS AS THEY EXISTED PRIOR TO
CONSTRUCTION.
WATER QUALITY
1. CONSTRUCTION ACTIVITIES OCCURRING ADJACENT TO STORM DRAINAGE STRUCTURES SHALL COMPLY WITH THE STATE OF WASHINGTON'S
WATER QUALITY STANDARDS
2. THE CONTRACTOR SHALL LIMIT THE USE OF PETROLEUM PRODUCTS ON THE SITE.
DIRECTIONAL BORING
1. WHEN BORING ROADWAYS, INSTALL (1) 4" SCHEDULE 40 PVC CONDUIT WITH PULL ROPES AND PLUGS.
2. PROTECT EXISTING UTILITIES -- COORDINATE WITH LOCAL JURISDICTIONS TO POTHOLE AS REQUIRED TO LOCATE EXISTING UTILITIES.
FIRE PROTECTION
1. ALL INSTALLED BACKBOARDS SHALL BE PAINTED WITH FIRE-RESISTANT PAINT.
2. ALL FIRE SEALED DUCT ENDS AND CORES SHALL BE 2 HOUR FIRE-RATED. ALL FIRE SEAL IN EXISTING LOCATIONS SHALL BE REPAIRED OR
REPLACED UPON DUCT OR CABLE PLACEMENT.
AERIAL INSTALLATION
1. ALL AERIAL CONSTRUCTION IS TO BE PERFORMED TO INDUSTRY ACCEPTABLE STANDARDS.
2. ALL NEW AERIAL (AND EXISTING) CABLE HEIGHTS OF ATTACHMENT TO BE DOCUMENTED AT TIME OF CONSTRUCTION.
3. 6.35 MM STRAND TO BE USED WITH STANDARD 1/4" POLE LINE HARDWARE UNLESS OTHERWISE SPECIFIED. BOND STRAND TO POWER MAIN
WHERE APPLICABLE.
4. ALL ANCHORS TO BE USED WILL BE 3/4" SCREW TYPE.
5. IT IS THE CONTRACTOR'S RESPONSIBILITY TO MAINTAIN AND FOLLOW ALL NESC CODES ALONG WITH APPLICABLE LOCAL AND REGIONAL
GOVERNING AUTHORITIES. ANY DISCREPANCIES BETWEEN THESE AUTHORITIES AND OR THE CONSTRUCTION PERMITS IS TO BE VALIDATED
WITH THE DESIGNER OR ENGINEER PRIOR TO CONSTRUCTION.

Conditions for Permit MFP23005359
Engineering
1 Any abandoned or unused lines within the Project Reach must be removed at the time that construction is taking
place.
2 The new aerial fiber lines within the Project Reach must be converted to underground facilities in the future, at the
Applicant’s cost, when any one of the following events occurs: (1) any other utilities are undergrounded within the
Project Reach, (2) a joint use trench is proposed by a franchisee within the Project Reach, in which case the
Applicant shall participate in the joint use trench installation for the purpose of undergrounding its aerial lines, or
(3) a conduit is made available within the Project Reach that will accommodate the aerial lines. The new aerial
lines must be undergrounded within one year, or approved otherwise by the City of Renton Community and
Economic Development Administrator or designee, from the first event triggering the requirement to underground
the aerial lines.
3 A traffic control plan must be separately submitted to the City, and no construction may take place until the City
has approved a traffic control plan.
4 Any existing height violations within the Project Reach must be resolved at the time of construction. New aerial
lines within the Project Reach must have a minimum vertical clearance of 15'-6".
