Based on review of the checklist associated with this project, the Department of Ecology (Ecology) has the following comments: Section B. Environmental Elements, subsection 7. Environmental Health: The proposed project is located west of one site listed on the Model Toxics Control Act (MTCA) Confirmed and Suspected Contaminated Sites List - SDS Partners site (cleanup site ID 9972, facility site ID 63618514) at 307 Airport Way S. The SDS Partners site has petroleum hydrocarbon contamination confirmed in soil and groundwater. Groundwater in this area appears to be shallow at less than 20 feet deep. If contaminated groundwater from the SDS Partners site has reached the proposed project location, the project parcel will be considered part of the MTCA site. In this case, petroleum contamination at the proposed project location should be characterized to ensure protection of workers and future residents and mitigation of MTCA liability. The mitigation measure could include (1) removal and proper disposal of contaminated soil and/or groundwater from the proposed project location: (2) worker health and safety measure, including air monitoring.
