Subject: Special Fill and Grade Permit – 5 Year Review Response Letter

Dear Ms. Segale:
The Planning Division of the City of Renton (“City”) has received a copy of the 5-Year Review Request Letter,
dated November 27, 2023 (enclosed).
The 5-year administrative review allows the City to administratively alter conditions as reasonably necessary to
respond to new impacts associated with the fill operation or to respond to significant risks to public health,
safety and welfare. Since the special fill and grade permit was approved with conditions, no complaints have
been received. In addition, the City will be constructing a permanent stormwater infiltration facility within the
Upper Balch Pit property. Filling activity is anticipated to resume after construction of the regional Monroe Ave
NE Infiltration Facility (LUA23-000284, ECF). Therefore, the City finds no reason to add any further limitations to
the 2018 special fill and grade permit.
