The site is presently developed with the Seattle Lumber Company, consisting of three buildings, an open-air shed, and storage yards. The proposal would result in the installation of a 150-foot high antenna support structure (monopole) which would support an antenna array. The array includes 9 panel antennas which are approximately 6-feet long by 6-inches wide by 3-inches deep. The facility would be located on the northwest corner of the site, abutting existing Building "E". An overall height of 150 feet would result from the installation of the monopole plus antenna arrays. The existing ground height is 16.5 feet above sea level, therefore, the elevation of the facility above sea level would be 166.5 feet. The monopole would be fabricated of galvanized steel and placed on a concrete slab located in the northwest corner of the Seattle Lumber site. Two equipment cabinets, which are described as one being similar in height to a tall file cabinet (90"L x 32"W x 52"H), and the other being a pedestal cabinet (36"L x 36"W x 48"H) would also be installed. The project application describes a 6-foot fence surrounding the leased compound area. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The applicant proposes to construct the monopole on the northwest corner of the Seattle Lumber site. The only soil disturbance would occur when the foundation for the monopole is constructed. No erosion is expected to result from site preparation and construction of the 650 square foot equipment compound area. Mitigation Measures: No additional mitigation measures required. Policy Nexus: N/A (2) Air Impacts: Air quality impacts are limited to the fugitive dust during the construction phase of the project and exhaust fumes from construction equipment. Construction of this project will occur in a limited time frame, which is expected to last no more than two weeks. Fugitive dust will be controlled through compliance with the methods required by the City, such as sprinkling the site and the use of erosion control measures. Exhaust from construction equipment is regulated by state and federal standards. Mitigation Measures: No further mitigation measures required. Policy Nexus: N/A (3) Water Impacts: There would be a slight increase the surface water runoff resulting from the project. The project will be add approximately 120 square feet of new impervious surface material in order to construct the base of the platform for the base station equipment. The amount of additional surface water runoff would be slight, and no mitigation will be required. Mitigation Measures: None required. Policy Nexus: N/A (4) Aesthetics Impacts: The proposal would introduce an additional man-made vertical element to the landscape. The proposed monopole plus antenna array would be a maximum of 150 feet above the existing ground surface. Photosimulations provided by the applicant illustrate before and after views of the facility as modeled for several locations: from Springbrook Trail looking northeast, from Talbot Hill residential area at S.R. 515 and South Puget Drive looking west, from Seneca Avenue SW near SW Grady looking south, and from East Valley Highway near SW 16th Street looking northwest. The photosimulations demonstrate that the monopole would be highly visible, but they do not show that the facility would block existing views. This is not considered to be a significant impact though, nor, is it one that can be easily diminished or eliminated without denying the applicant's request, or decreasing the height of the pole. The City's goal is to require collocation to ultimately reduce the number of monopoles in the City. This facility would allow another purveyor to collocate at this location, thus eliminating the need for an additional monopole of equal or less height. The applicant is proposing a monopole with a finish that would not produce glare. The applicant is not proposing landscaping around the equipment compound, and have stated in the application that a six-foot high security fence would surround the compound. In order to mitigate visual impacts of the equipment compound, staff recommends that the applicant be required to provide landscaping or a similar method of screening the equipment compound such as a wall, wood fence, or slatted chain-link fence to screen this portion of the site from off-site areas. Mitigation Measures: The applicant shall provide either: 1) a landscape plan • with dense ornamental plantings to screen the equipment compound; or, 2) a wall; wood fence; or slatted chain-link fence of an appropriate height to screen the equipment cabinets from off-site areas. The applicant shall submit a drawing and written description of the design solution to meet this mitigation measure to Development Services Division project manager, prior to the issuance of a building permit. Policy Nexus: Environmental Ordinance (Code Section 4-6), Wireless Communications Ordinance (4666). (5) Transportation --Airport Impacts: The proposal for a 150-foot high monopole mounted on a foundation 16.5 feet in height resulting in an overall height of 166.5 feet above sea level. The structure would be located within the 10,000 foot Horizontal Surface of the Renton Airport, which has a height limitation of 179 feet above sea level. The proposed monopole is approximately 7,000 feet from the nearest point of the airport runway. This is an area that is also defined as within the Airport Turning Zone, where objects over 150-feet in height are considered to be an obstruction. No height limit is established in the IM Zone, and the Wireless Communications Ordinance (Ord. 4666) permits Monopole II structures to be up to 150 feet in height with an additional 15 feet for antennas extending above the top of the monopole. Therefore, at this location, and under Ordinance 4666 the applicant could have a combined monopole/antenna array that reaches 165 feet combined with the foundation elevation of 16.5, or a total of 181.5 above sea level. In fact, any object over 150 feet in height would violate the Airport Turning Zone as defined in Code Section 4-31-17 B.3. In order to mitigate potential impacts to the operation of the Renton Municipal Airport, the monopole in combination with any attached objects (antennas, lights, etc.) would be limited to a maximum height of 150 feet, and in no case could the monopole plus ground elevation exceed the height of 179 feet above sea level. Mitigation Measures: The applicant shall restrict the height of the monopole plus any attached appurtenant structures such that the total height is below 150 feet above the ground surface, or 179 feet above sea level, whichever is less. Policy Nexus: Code Section 4-31-17 Airport Zoning, Environmental Ordinance (Code Section 4-6). B. Project Description/Background: The applicant, Western Wireless is proposing to install a wireless communications facility consisting of a150-foot high monopole, with 9 antennas (in three arrays of three panels each), and two equipment cabinets. The facility would occupy a 650 square foot area of the existing Seattle Lumber business at 500 SW 16th Street in the south-central portion of the City. This area is located just west of the 1-405 and S.R. 167 interchange, in the Green River Valley portion of the City. The overall height of the facility would be 150 feet, and the monopole would be visible from off-site areas. The existing ground elevation is 16.5 feet above sea level. The applicant has stated that the height of the monopole was determined in order to meet engineering requirements and to provide an opportunity for other purveyors to collocate, while allowing adequate separation of facilities. The site is zoned IM (Medium Industrial). This facility is considered to be a Monopole II facility based on definitions in the City's recently adopted Wireless Communications Ordinance. FINDINGS, CONCLUSIONS & DECISION Having reviewed the written record in the matter, the City now makes and enters the following: D. Findings 1) CONSISTENCY WITH CONDITIONAL USE CRITERIA Section 4-31-36 lists 11 criteria that the decisionmakers are asked to consider, along with all other relevant information, in making a decision on a Conditional Use application. These include the following: A. CONSISTENCY WITH THE COMPREHENSIVE PLAN,ZONING CODE& OTHER ORDINANCES: The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. ACUERC.DOC1 City of Renton PB/PW DepartmentAdministrative Conditional Use Permit.dz ERC Staff Report Seattle Lumber PCS LUA-97-120, CU-A,ECF REPORT AND DECISION OF SEPTEMBER 16, 1997 8 (1) COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES The proposed telecommunications facility is consistent with the following Comprehensive Plan policies: Policy U-I: Utility facilities and services should be consistent with the growth and development concepts directed by the Comprehensive Plan. The City of Renton's business, industrial, and residential development is growing. The expansion of the Personal Communication System within the City is to ensure that a high quality of service can be offered to the local and regional community. Policy U-5: Encourage the appropriate siting, construction, operation, and decommissioning of all utility systems in a manner that reasonably minimizes impacts on adjacent land uses. The applicant has stated that the proposed facility has been located and designed to minimize aesthetic impacts of the community while providing a valuable communication service. The design of a 150-foot high monopole with antennas would allow for the collocation of an additional carriers, thus reducing the total number of monopoles that would likely occur in the vicinity over time. There are no residentially zoned properties in the surrounding area. Policy U-100: Require that the siting and location of telecommunications facilities be accomplished in a manner that minimizes adverse impacts on the environment and adjacent land uses. The monopole has been proposed for location on an existing developed industrial property in the Medium Industrial (IM) Zone. No environmentally sensitive areas would be disturbed to construct or operate the facility. The 150-foot monopole height with antennas was determined to satisfy engineering requirements of the applicant and to provide an opportunity for an additional purveyor to collocate on the monopole, consistent with City policy. ti Photosimulations provided by the applicant show the monopole location from several vantage points: from Springbrook Trail looking northeast, from Talbot Hill residential area at S.R. 515 and South Puget Drive looking west, from Seneca Avenue SW near SW Grady looking south, and from East Valley Highway near SW 16th Street looking northwest. Thus far, the photosimulations show that the facility would be visible from all of the off-site areas modeled, including the residential areas on Talbot Hill, and the Springbrook Creek Trail. Policy U-101: Require that cellular communication structures and towers be sensitively sited and designed to diminish aesthetic impacts, and be collocated on existing structures and towers wherever possible and practical. The applicant states that the specific location was selected as it allows for digital wireless coverage for the immediate Renton area as well as the 1-405 and S.R. 167 corridors. Additionally, extensive groundcover in the form of existing structures, trees, shrubs, and mature tree growth help to diminish visual impacts. Adjoining property is zoned IM and surrounding development is of a commercial/industrial nature. The proposal would allow the collocation of an additional purveyors on the monopole, which would meet the intent of the Comprehensive Plan policies for collocation. (2) ZONING CODE The project site is zoned Medium Industrial (IM). The IM Zone allows for the construction of medium utilities (wireless base stations) providing that an administrative conditional use permit is approved. However, the recently adopted Ordinance 4666 - Wireless Communications Facilities supersedes the use portion of the Zoning Code, and also allows this type of structure -- a Monopole II -- in the IM Zone with an administrative Conditional Use Permit. The IM Zone does not specify a height limit for structures. However, Code Section 4-31-17 Airport Zoning B.3. Airport Turning Radius considers any object over 150 feet in height to be an obstruction. As proposed at 150 feet, the project appears to comply with the IM Zone, and Code Section 4-31-17. Ordinance 4666 regulating Wireless Communications Facilities permits Monopole II structures (freestanding structures up to 150 feet in height) in the IM Zone subject to an Administrative Conditional Use Permit. The permitted height for a Monopole II structure shall be 35 feet higher than the regular permitted maximum height for the applicable zoning district, or 150 feet, whichever is less. Given this criteria, the height of the monopole at this site would be limited to be no higher than 150 feet, consistent with the proposal. Ordinance 4666 does allows antennas to extend 15 feet above the support structure, but that is not part of this proposal, the additional panel antennas would be no higher than the top of the monopole. As proposed, the 150 foot high monopole meets the height requirements of Ord. 4666, the Airport Zoning portion of the Code, and the IM Zone. The IM Zone requires a minimum front yard setback of 15 feet from the surrounding streets. The applicant is providing a 18.5 foot setback from the property line abutting the 1-405 right-of-way, and 9-foot 7-inch setback from the Seneca Avenue S.W. frontage. The fence surrounding the equipment compound would be within the required setback area. Staff will recommend that the applicant be required to move the fence back to allow the minimum 15-foot setback requirement from Seneca Avenue S.W. The property is located within the Green River Valley area and development projects are generally subject to the requirements of the City's agreement with the Soil Conservation Service to provide an additional two percent of natural landscaping on developed sites. However, since this is a limited lease area of an already developed site, the project would not trigger the requirement. (3) ORDINANCE 4666--WIRELESS COMMUNICATIONS FACILITIES The proposal is regulated by the recently adopted Wireless Communication Facilities Ordinance. Monopole facilities of greater than 60 feet but up to 150 feet in height are considered to be Monopole II facilities. The proposed structure would is permitted in the IM Zone, subject to an Administrative ACUERC.DOC\ City of Renton PB/PW DepanmentAdministrative Conditional Use Per ERC Staff Report Seattle Lumber PCS LUA-97-120, CU-A,ECF REPORT AND DECISION OF SEPTEMBER 16, 1997 10 Conditional Use Permit, provided it is set back a minimum of 300 feet from any adjacent residentially zoned parcel. The monopole would be not located near any residentially zoned parcels. B. COMMUNITY NEED: There shall be a community need for the proposed use at the proposed location. In the determination of community need, the Hearing Examiner shall consider the following factors, among all other relevant information: (1) The proposed location shall not result in either the detrimental over concentration of a particular use within the City or within the immediate area of the proposed use. There are presently no other wireless communications facilities in the immediate vicinity of this proposal. The Wireless Communications Facilities Ordinance encourages collocation of facilities, and a 150-foot high monopole would allow collocation of at least one additional carrier, based on service area and equipment separation requirements. The applicant maintains that the customer demand for wireless communications facilities demonstrates the need at this location. The design of this facility would enable additional purveyors to collocate without necessity of constructing additional monopole sites in the immediate vicinity. (2) That the proposed location is suited for the proposed use. The proposed location is part of an industrial area with zoning that permits primarily manufacturing, processing assembling and warehousing. Wireless base stations are defined as medium utilities, which are permitted in the IM Zone with an Administrative Conditional Use Permit. The site appears to be suitable for a wireless communications facility. C. EFFECT ON ADJACENT PROPERTIES: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) Lot Coverage: Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. The proposal would occur on a portion of the site that is existing impervious surface. The equipment compound would be a leased area approximately 650 square foot in size and would not measurably increase lot coverage of the 3.31 acre site. Permitted lot coverage in the IM Zone is not specified. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The applicant is proposing a 9- foot 7-inch setback and the requirement is for a 15-foot setback. Staff will recommend that the applicant move the proposed fence to the east to comply with the setback requirement. (3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Spires, belltowers, public utility antennas or similar structure may exceed the height requirement upon approval of a variance. Building heights should be related to surrounding used in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. No height limit is specified in the IM Zone. The Wireless Communications Facilities Ordinance (4666) permits Monopole II facilities to achieve a height of up to 150 feet, depending on restrictions of the applicable zone. Ordinance 4666 allows Monopole II structures to exceed the height of the zoning by 35 feet, plus an additional 15 feet for antennas. Airport Zoning portion of the Code limits structures in the Airport Turning Area (of which this site is within) to 150 feet. As proposed, the facility would meet the height requirements of the Wireless Communications Ordinance and Airport Zoning portion of the Code. D. COMPATIBILITY: The proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) The applicant states that the proposal is located in a developed industrial/commercial area, is a commercial enterprise, and is intended to avoid impacts to residential neighborhoods. The facility would be located on an existing lumber business, and is at least 300 feet from the nearest residential use. Staff concurs that the proposed use as a wireless communications facility is generally compatible with the industrial commercial area. E. PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent(75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord. 3903,4-22-85) The proposed facility would not displace parking or require additional parking. Maintenance of the facility would require a visit to the site approximately once each month, and existing parking would be utilized to accomplish the maintenance. The occasional service vehicle should not require the addition of any additional on-site parking. F. TRAFFIC: ACUERC.DOC\ City of Renton PB/PW DepartmentAdministrative Conditional Use Permit&ERC Staff Report Seattle Lumber PCS LUA-97-120, CU-A,ECF REPORT AND DECISION OF SEPTEMBER 16, 1997 12 Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. Not applicable. Use of the facility would generate only one trip to and from the site each month for maintenance. The occasional service vehicle trip would not adversely affect the traffic on the adjacent roads. G. NOISE, GLARE: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage areas. The monopole, antennas and equipment cabinet are not expected to generate noise, light or glare. The facility would have a small fan which would generate negligible noise. The Federal Aviation Administration (FAA) will need to be consulted to determine whether or not lighting or marking of the proposed 150-foot high monopole is needed. If lighting is required, glare could occur. Staff will recommend that approval of the Condtional Use Permit be subject to the receipt of the FAA Notice of Proposed Construction or Alteration, and a written statement from the applicant indicating their intent to comply with, install, maintain, and operate any required lighting or marking. Glare from the monopole itself is not expected to result, as it would be painted with a non-glare finish. H. LANDSCAPING: Landscaping shall be provided in all areas not occupied by building or paving. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. The applicant has not provided a landscaping plan as part of the proposal. Staff will recommend that the approval of the conditional use permit be conditioned upon the provision of acceptable screening around the base of the equipment compound. Acceptable screening includes either: a wall, chain-link fencing with slats, wood fencing, or landscaping as prescribed in the Wireless Communications Facilities Ordinance. 1. ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents,preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. Not applicable. J. CONVERSION: No existing building or structure shall be converted to a conditional use unless such building or structure complies, or is brought into compliance, with the provisions of this Chapter. Search rings were then released for each site with RF engineering design parameters (i.e. height, type of antenna, ground elevation etc...). The radius of a cell is dependent on the required signal strength at the mobile and surrounding morphology.Also,worth noting is our frequency band (1900 MHz)being higher than cellular(800 MHz)has higher attenuation or loss, making the radius of our cell sites smaller. The morphology of the local area also affects the attenuation of our signal. For example, sites in heavy urban areas will be closer together due to building loss as opposed to sites in rural areas.The height of the antennae is critical in determining the radius of the cell. The higher the site, the greater the coverage radius. To insure overall coverage and call quality,Western Wireless is looking to secure the following sites in the city of Renton. The proposed sites meet all of the Western Wireless engineering requirements. Computer analysis and measurements are used to determine whether the site will provide the required level of coverage to insure system call quality. In order to mitigate this a minimum height of 100 ft is required and the pole must be located with a good line of sight with the freeway. Western proposes to install a one-hundred fiftyfoot(150') monopole and support equipment on P P P PP the northwest corner of the lumber company storage yard. The monopole is designed to be collocated, should another provider desire this location. A total of nine(9) PCS antennas are planned to be mounted atop the support structure. The ground mounted radio support equipment consist of one large file cabinet-style unit approximately 90"Lx32"Wx52"H and one power pedestal approximately 36"Lx36"Wx48"H. Greater detail of the equipment can be reviewed in the attached site plan. The location of this site is ideal because it allows digital wireless coverage for the immediate Renton area as well as the 1-405 and State Road 167 corridors. Additionally, extensive ground cover in the form of existing structures, trees,shrubs, and mature tree growth make this an ideal wireless communications location. All adjoining land uses of this IM zoned property are also of a commercial nature. The lumber company is bordered on the north by 1-405. Western Wireless' proposal is consistent with the City of Renton's Comprehensive Plan. The plan notes on page V-43, "When new antenna structures are required for the cell site, monopoles or lattice structures are often utilized. Monopoles generally range in height from 60 feet to 150 feet. " Our proposal is consistent with this statement in that our monopole will be 150 feet high. The Comprehensive Plan's discussion of monopoles continues by saying, "Monopoles are generally more aesthetically acceptable, but changes in the system such as lowering antennas is not possible without major changes." The proposed facility is a monopole capable of accommodating two wireless carriers. RCZ 4-31-36.C.2 "Community Need: There shall be a community need for the proposed use at the proposed location... The proposed location shall not result in either the detrimental over concentration of a particular use within the City or within the immediate area of the proposed use. b. That the proposed use is suited for the proposed site." According to the Consumer Electronics Manufactures Association(1996) the most important reasons customers cited for purchasing a wireless phone were as follows: Able to communicate in an emergency 46% Be more available away from home or office 28% Protect your personal safety 12% Be able to make calls when in a rush 4% Other 6% Western Wireless Corp.-Administrative CUP Seattle Lumber Company(SE3588-B) Page 2 Additionally, Peter D. Hart Research Associates (March 1997) found in their research that 70% of wireless users say that cost per minute and monthly charges for their service were extremely important points when selecting a wireless service. Western Wireless entry into the Washington market will have a positive competitive impact on pricing of wireless services. There are no viable collocation possibilities in the area. Our antenna will not result in a concentration or detrimental affect on this part of Renton. Our service design is similar in nature to our competitors and therefore it is likely that we will choose similar locations. However, there does not appear to be any evidence to show that we will be detrimental in any way to any part of the City of Renton. The site is a fully developed lumber company in a medium industrial (IM) zoning district. The site is industrial in appearance and use and is therefore very suitable for this proposed use. RCZ 4-31-36.C.3 "Effect on Adjacent Properties: The proposed use at the proposed location shall not result in substantial or undue effects on adjacent property." The site is well suited for this type of use in that it is far removed from residences. None of the surrounding land uses will be detrimentally affected by the operation of an antenna array at this site. Adjacent properties already experience the effects from Seattle Lumber • Company. The additional use at this site will not have any further effect on neighboring properties that they are not already experiencing. The principal effect on neighboring properties will be visual. This impact has been minimized to the extent possible in that a monopole as opposed to a lattice tower is proposed. The area of the site chosen for the monopole is as far from adjacent line of site views as possible. RCZ 4-31-36.C.4 "Compatibility: The proposed use shall be compatible with the residential scale and character of the neighborhood." The proposed facility is not located in an area of the City that is used or zoned for residential use. Industrially zoned properties are ideal for this type of use. 0 • Western Wireless Corp.-Administrative CUP Seattle Lumber Company(SE3588-B) Page 3 RCZ 4-31-36.C.5 • "Parking..." No additional parking is proposed. The facility is unmanned and will be briefly visited by a technician once a month. RCZ 4-31-36.C.6 "Traffic..." The proposed facility should have no traffic impacts in that the facility is unmanned and will be briefly visited by a technician once a month. RCZ 4-31-36.C.7 "Noise, Glare: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse areas." The facility will have a small fan(not an air conditioning unit)which will generate very little noise. Noise levels will be well below the City of Renton's maximum permissible noise levels. The pole will be painted with a none glare finish and we will be happy to paint the facility any color desired by the City of Renton. RCZ 4-31-36.C.8 "Landscaping..." No landscaping is proposed, in that the extensive vegetative growth exist in the area. Western Wireless has no plans to remove any existing trees or shrubs. The ground mounted equipment will be additionally screened by a six foot(6') opaque fence. The ground mounted equipment will not be visible from adjoining properties or Lind Avenue. It is fair to mention this site is proposed in an industrially zoned area, an area designed for these types of uses. No existing building or structure conversion is being proposed. RCZ 4-31-36.C.11 "Public Improvements: The proposed use and location shall be adequately served by and not impose an undue burden on any public improvements, facilities, utilities, and services..." The site is fully serviced by public services. No additional services beyond that which already serve the site should be necessary. Therefore, there should be no impact to public improvements or services. Additional Conditional Use Criteria per Ordinance 4260. 4-38-14.B "Conditional Use Criteria: The governing authority shall consider the following factors in determining whether to issue a conditional use permit, although the governing authority may waive or reduce the burden on the applicant of one or more of these criteria if the governing authority, concludes that goals of this ordinance are better served." 4-38-14.B.1 "Height of the proposed tower." The proposed tower is 150 feet high which is the maximum permitted height for this zone under the requirements of the Wireless Communications Facilities Ordinance. Any lower Western Wireless Corp.-Administrative CUP Seattle Lumber Company(SE3588-B) Page 5 height would significantly impair the ability to operate this facility and would result in the proliferation of more monopole facilities in the City of Renton. 4-38-14.B.2 "Proximity of the tower to residential structures and residential district boundaries." The proposed facility has been sited in a manner as to have no impact on residential uses. The facility is in close proximity to the I-495, State Road 167 corridor. 4-38-14.B.3 "Nature of uses on adjacent and nearby properties." According to City of Renton zoning staff all adjacent properties are zoned Industrial - Medium (IM) or Commercial Office(CO). Presently, adjacent uses are either industrial, commercial or the property is vacant and unused. 4-38-14.B.4 "Surrounding Topography" The immediate area is relatively consistent in terms of topography. 4-38-14.B.5 "Surrounding tree coverage and foliage." Significant stands of trees exist immediately around the site. Further north, east, and west of the site, trees and foliage exists and will provide screening of the site from those directions. South of the site property very few trees exist to provide screening,however a number or exiting buildings will aid in screening the monopole. 4-38-14.B.7 "Proposed ingress and egress" The Seattle Lumber site is fully developed and presently has ingress and egress via 16th Street. Western plans to access its site via the proposed entrance on the west side of the lease area. A small fan(not an air-conditioning unit)will be installed in the cabinet containing the communications equipment. The fan will emit noise well below the City of Renton's maximum permitted noise limit. The facility will be painted with a none glare paint. No portion of the facility should emit glare. 4-38-14.B.9 "Availability of suitable existing towers and other structures" As a matter of corporate policy Western Wireless always seeks to collocate antennas with other carriers or use existing structures. In doing so our costs are considerably reduced and as evidenced by the City of Renton's zoning code, collocation is usually the preferred option among local jurisdictions. Unfortunately we were unable to find an existing structure or tower in this area for our use. There are no available structures or towers in the immediate vicinity which would be able to provide sufficient height to meet our needs. 4-38-18.1 "No existing towers or structures are located within the geographic area required to meet applicant's engineering requirements." The attached letter from Western Wireless' engineering division explains the geographical area being served and the lack of existing support structures for our antennas. As mentioned previously as a matter of corporate policy Western Wireless always seeks to collocate antennas with other carriers or use existing structures. Using structures at their present height within this geographical area would certainly have required the proliferation of antennas and monopole structures.
