Please refer to the enclosed ERC Report and Decision for more details. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on January 2, 2024. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the Environmental Determination is appealed, a public hearing date will be set and all parties notified. In addition, this matter is tentatively scheduled for a Virtual Public Hearing on January 23, 2024 at 11:00AM, by means of the Zoom video conferencing web application which includes a phone-in option. Newell, Roger H Newell AIA, 1102 – 19th Ave E, Seattle, WA 98112 Project Location: 99, 101 & 107 Williams Ave S Project Description: The applicant is requesting a Conditional Use Permit, Site Plan Rev iew, Environmental Threshold Determination (SEPA), a modification to roadway standards and a modification to residential mixed -use standards to construct a multi-family residential building at 99, 101 and 107 Williams Ave S. The project includes 72 dwelling units with 72 on -site parking spaces. Fifty-six (56) studio units, 14 two (2) bedroom units and two (2) three (3) bedroom units are proposed. All parking spaces are within on-site structured parking. Alley access is proposed. The total project area is 17,262 square feet (0.39 acre). The project is within the Center Downtown (CD) zone, Urban Design District A and the City Center Sign Regulation Area. The City's mapping system indicates the site is within a high seismic hazard area and the Downtown Wellhead Protection Area Zone 1. Lead Agency: City of Renton Environmental Review Committee Department of Community & Economic Development Date of Decision: December 18, 2023 Mitigation Measures: 1. The project shall comply with the recommendations of the geotechnical report, prepared by Geotech Consultants, dated May 24, 2022, and any updated report(s) associated with the building and construction permits to ensure compliance with the intent of the initial reports. 2. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to verify compliance with the geotechnical reports. The geotechnical engineer shall submit a sealed latter stating that they reviewed the construction and building permits and in their opinion the plans and specifications meet the intent of the reports. 3. The applicant shall complete an archaeological survey by a qualified professional on the site prior to ground disturbing activities and an Inadvertent Discoveries Plan prepared by a qualified professional. A report identifying the results and any needed next steps shall be submitted with the Inadvertent Discoveries Plan at the time of the civil construction permit application for review and approval by the Current Planning Project Manager prior to permit issuance. Ground disturbing activities include but are not limited to geotechnical testing, concrete removal, utility removal and replacement, and building excavation. Notice shall be provided to Concerned Tribes to have a tribal monitor on-site if archaeological work or monitoring is performed. The City of Renton Environmental Review Committee has determined that probable significant environmental impacts from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
