AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM PUBLIC
DISTRICT (P-1) TO BUSINESS DISTRICT (B-1) (R-001-86
BLENCOE)
WHEREAS under Chapter 7 , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances of the
City of Renton" , as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has hereto-
fore been zoned as Public District (P-1) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the Building and Zoning Department
on or about January 13 , 1986 , which petition was duly referred to the
Hearing Examiner for investigation, study and public hearing, and a
public hearing having been held thereon on or about February 18 , 1986
and said matter having been duly considered by the Hearing Examiner
and said zoning request being in conformity with the City' s Comprehensive
Plan, as amended, and the City Council having duly considered all
matters relevant thereto, and all parties having been heard appearing
in support thereof or in opposition thereto, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I: The following described property in the City
of Renton is hereby rezoned to Business District (B-1) as hereinbelow
specified; subject to the findings, conclusions and decisions of
the Hearing Examiner dated February 3 , 1986; the Building and Zoning
Director is hereby authorized and directed to change the maps of
ORDINANCE NO. 3985
the Zoning Ordinance, as amended, to evidence said rezoning, to-wit:
See Exhibit "A" attached hereto and made a part
hereof as if fully set forth herein.
(Said property being located on a vacant lot west
of 138 South Third Place. )
SECTION II: This Ordinance shall be effective upon its
passage, approval and five days after publication.

students in the Palm Springs area recently, making
the problem of the cruisers on the Renton Loop
seem minor in comparison. He also reported that
the llth District Democratic Organization had
passed a resolution calling for the City to do
more than it is currently doing to solve the Loop
problem. Mayor Shinpoch responded that, last
weekend, 171 citations were issued by City police
officers and 75 by State patrolmen. Traffic
appeared less congested and better managed, and
consensus by police officers was that more of the
cruisers were from outside the Renton area.
Outdoor Councilman Stredicke indicated need for enforce-

outdoor garage sales.
County Council Councilman Stredicke referred to a letter from
Redistricting Mayor Shinpoch to Steve Forman, Chairman,
Redistricting Commission, urging consideration for
reuniting Renton into a single council district,
noting the loss of identity as a community under
present configuration of division into three
county council districts. MOVED BY STREDICKE,
SECONDED BY KEOLKER, COUNCIL GO ON RECORD AS
ENDORSING MAYOR SHINPOCH'S LETTER TO THE COUNTY
COUNCIL REDISTRICTING COMMITTEE. CARRIED.
Park Property Councilman Stredicke questioned whether Council
Acquisition action was necessary regarding pending
negotiations to acquire property for park
purposes. Council President Mathews announced
Council would meet in Executive Session following
the meeting to discuss real estate dealings;
anyone wishing to know what action, if any, is
taken is welcome to return to chambers following
Executive Session.

SECONDED BY TRIMM, COUNCIL ADOPT THE ORDINANCE AS
READ. ROLL CALL: ALL AYES. CARRIED.
Ordinance #3986 An ordinance was read relating to incurring of
Limited Tax indebtedness of the City; providing for issuance
GO Bonds, 1986 of $9,220, 000 principal amount of Limited Tax
• General Obligation Bonds, 1986, of the City, for
the purpose of providing a part of the funds to:
(1) pay, redeem, and retire the City's outstanding
Limited Tax General Obligation Golf Course Bond
Anticipation Note, 1985; (2) expand the City
library; (3) purchase wetlands to control drainage
and provide and preserve wildlife habitat; (4)
acquire various equipment; (5) construct various
golf course improvements; and (6) construct a
community center; fixing the date, form,
maturities, interest rates, terms and covenants of
such bonds; establishing various funds; and
approving the sale and providing for the delivery
of such refunding bonds to Seattle-Northwest
Securities Corporation of Seattle, Washington.
Ways and Means Committee Chairman Hughes reported
the words "or acquire, construct, and equip public
safety and/or other municipal facilities" had been

ORDINANCES AND RESOLUTIONS
The Ways and Means Committee recommends the following ordinances for second
and final reading:
Blencoe Rezone (R-001-86) - Lot West of 138 S. Third Place - 0.24 acre
from P-1 to B-1
Issuance of $9,220,000 Principal Amount of Limited Tax General Obligation
Bonds, 1986, for the Purpose of Providing a Part of the Funds To: (1 )
$4,055,000 into the account established for redemption of the Outstanding
Note in Fund No. 404 (Golf Course Operations) to be used to pay and redeem
the Outstanding Notes; (2) $1 ,200,000 into the Library Expansion Account
to be used to pay a part of the cost of expanding the City library; (3)
$100,000 into the Wetlands Purchase Account to be used to purchase
wetlands: (4) $515,000 into the Equipment Acquisition Accounts to be used
to acquire equipment; (5) $850,000 into the Golf Course Improvements
Account to be used to construct improvements to the Golf Course; and (6)
$2,500,000 into the Community Center Construction Account to be used to
construct a community center.
The Ways and Means Committee recommends the following ordinances and summary
ordinance for first reading:

Planning and Planning and .Development' Committee .Chairman Keolker presented
Development a report recommending approval of the Parking and Loading
Committee Ordinance as revised., Following several meetings, the
Parking and Committee has recommended 33 modifications of the ordinance.
Loading Revision was initiated by The Boeing Company in its request
Ordinance for consideration of a higher, ratio of compact automobile
spaces in parking lots, and by Richard Wagner who requested
consideration of parking stall dimensions. MOVED BY KEOLKER,
SECONDED BY CLYMER, COUNCIL CONCUR IN THE COMMITTEE REPORT
AND REFER THE. ORDINANCE TO WAYS AND MEANS COMMITTEE. Chairman
Keolker expressed thanks to Zoning Administrator Roger Blaylock
and staff in that department for impressive contribution in
completing the project. Upon inquiry by Councilman Stredicke
regarding percentage increase allowed for compact cars, it was
noted that the increase to 40% . is allowed in designated employee
parking lots, with a ratio of 30% reflected in other categories.

Committee recommending concurrence in the Mayor's appointment of Mr.
Board of Ethics Thomas E. Hellene to the Board of Ethics, representing the

PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearing was opened on February 18, 1986, at 9:00 A.M. in the Conference Room
located on the 4th floor of the Renton Municipal Building. Parties wishing to testify were
affirmed by the Examiner.
The following exhibits were entered into the record:

Exhibit #3 - Site Plan.
The Zoning Administrator, Roger Blaylock, placed the above Exhibits into the record and
continued with a review of the background information on this proposal. The applicant is
requesting this rezone to permit the construction of a professional office building on
approximately 0.24 acre of property. He stated the requested B-1 zoning is more
appropriate for this property as it will permit the applicant to include certain functions in
the office building that would not be permitted under the P-1 zoning. It was pointed out
that the P-1 zoning came into effect when the area was housing the old Renton Hospital.
When the hospital was moved to another site, zoning on the property south of the hospital
remained the same. The P-1 classification no longer supports any public facilities in the
area. When zoning in the area was changed in 1953 the language referred almost
exclusively to medical office uses. The surrounding uses such as a bank, medical office
and a K-Mart store would support the requested rezone change, and Mr. Blaylock stated it
is felt the two remaining lots to the west of the subject site, currently zoned P-1, should
also be rezoned to the B-1 classification as they are also in a transition area; the P-1
zone has become more restrictive since the Comprehensive Plan was amended, and the
surrounding uses are commercial.
A review of staff comments was presented with suggestions such as the parking lot
containing 'no trespassing' signs, or be gated or chained to discourage young people from
gathering in that part of the "loop", and curtail vandalism that may result; conduit for a
street light should be placed under the sidewalk as part of the off-site improvements;
storm water retention system to be required at the time of development, and approved
water and sewer plans as well as approved hydrant locations be provided. Reviewing other
information, Mr. Blaylock said the P-1 classification no longer supports public facilities,
and considering the other developments in the area, the applicant's request is considered
timely. Referring to traffic impacts, Mr. Blaylock stated staff felt there would be less
traffic generated from an office building of this size than would be from retail uses. It
was recommended that this request be approved.

The Hearing Examiner called for testimony from the applicant or their representative.

Mrs. Blencoe said she and her husband want to build an office building on the site that will
consist of approximately 3000 sq. ft., and include approximately 35-40 employees. She
stated the areas surrounding this property are B-1 uses which demonstrates the requested
rezone would be compatible with the neighborhood, as well as conforming to the
Comprehensive Plan. It is also the feeling of Mrs. Blencoe and her husband that there is a
need for office space in the area, and noted that a retail use would generate much more
traffic in the area as compared to a building of this size used for offices. She closed
stating this site is too small to be used for retail purposes, and requested approval of the
rezone.
There was no one else in attendance to speak in favor of or in opposition to this
application, and no further comments offered from staff. The hearing closed at 9:25 A.M.
FINDINGS, CONCLUSIONS & RECOMMENDATION:
Having reviewed the record in this matter, the Examiner now makes and enters the
following:
FINDINGS
1. The applicants, H.A. and Janet Blencoe, have requested approval of a
reclassification of approximately .24 acres of property from P-1
(Public/Quasi-Public) to B-1 (Business/Commercial).
2. The application file containing the application, the State Environmental Policy Act
(SEPA) documentation, the Building and Zoning Department Report, and other
pertinent documents was entered in the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.2IC,
1971, as amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), the responsible
official.
4. Plans for the proposal have been reviewed by all City departments affected by the
impact of this proposal.
5. There was no opposition to the subject proposal from any member of the public.
6. The subject site is a vacant lot located immediately west of 138 South Third
Place. The site is directly north of the K-Mart complex and approximately 4 lots
east of Rainier Avenue South.
7. The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of commercial and
public/quasi-public uses, but does not mandate such development without
consideration of other policies of the plan.
8. The subject site was part of the original town site of Renton. The current P-1
zoning was applied with the adoption of the original zoning overlay for the City in
1953.
9. As indicated above, the site is located across from K-Mart. Valley General
Hospital had been located on the site of the K-Mart store when the zoning was
adopted. The hospital has since moved to its present location at Talbot and S.W.
43rd. Various smaller clinics and offices are located in the general vicinity, and
did not follow the hospital when it moved. St. Anthony's School is also located in
the area.
10. The P-1 district in which the subject site is located is an 'L' shaped area containing
some of the smaller offices and St. Anthony's. It no longer supports the hospital.
11. The subject site is level. The site is almost, but not quite square, as the front lot
line follows the gentle curve of S. 3rd Place. The lot is approximately 98.92 feet
wide by approximately 110 feet deep (varies with the curve).

12. A medical office building is located east of the site and a parking lot serving a
former health spa is located west of the site.
CONCLUSIONS
1. The proponent of a rezone must demonstrate that the request is in the public
interest, it will not impair the public health, safety and welfare and in addition,
complies with at least one of the three criteria found in Section 4-3010, which
provides in part that:
a. The subject site has not been considered in a previous area-wide rezone or
land use analysis; or
b. The subject site is potentially designated for the new classification per the
Comprehensive Plan; or
c. There has been a material and substantial change in the circumstances in
the area in which the subject site is located since the last rezoning of the
property or area.
The requested reclassification is justified and should be approved.
2. While the map element of the Comprehensive Plan designates the site for public
and quasi-public uses, the site is on the edge of the area so designated. In all
directions from the site except east, the map designates property for commercial
uses. The designation on the map therefore, should be judged against other
elements of the plan as well as the particular location of the site and the overall
reasons for the map designation.
3. At one time the site was across the street from Valley General Hospital, and as
such, the site and adjacent sites provided locations for supportive services like the
clinic next door. That narrow focus is no longer applicable, the hospital has long
since moved, and restricting the site to P-1 zoning unreasonably restricts the
applicant's development potential. K-Mart is located south of the site. A bank
and former health spa are located north and west of the site. The location is not
exactly the focal point of a governmental complex like that along N.E. 2nd, the
location of the district court, nor does it appear that the site will be the location
of an emerging health or governmental complex.
4. Restricting the site, therefore, to governmental services or medical facilities is no
longer justified, and the City Council should reclassify the subject site to B-1.
5. Staff indicated that retail uses might be acceptable, although the application
proposes office use for the subject site, the B-1 zoning would permit a wide range
of choice. The single B-1 zone which the City offers does not restrict uses and
provides wide latitude for development, some might say too wide a latitude.
6. This Office generally does not comment on the policy aspects of the
Comprehensive Plan, but as this recommendation indicates, the designation of this
area for P-1 uses may no longer be appropriate and the City Council and Planning
Commission may want to review the designation. For now at least, any requests
will, as usual, be handled on a case-by-case basis, comparing the site, the map
designation and the policies and goals of the Comprehensive Plan.
7. As indicated above, the City Council should approve the request.
RECOMMENDATION
The City Council should approve the reclassification of the subject site from P-1 to B-1.

:decision of the Examiner is based on erroneous procedure, errors of law or fact, error in
judgment, or the discovery of new evidence which could not be reasonably available at the
i prior hearing may make a written request for review by the Examiner within fourteen (14)
days from the date of the Examiner's decision. This request shall set forth the specific
errors relied upon by such appellant, and the Examiner may, after review of the record,
i take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection or
purchase in the Finance Department, first floor of City Hall.
The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a
land use decision may not communicate in private with any decision-maker concerning the
proposal. Decision-makers in the land use process include both the Hearing Examiner and
members of the City Council.
All communications concerning the proposal must be made in public. This permits all
interested parties to know the contents of the communication and would allow them to
openly rebut the evidence. Any violation of this doctrine would result in the invalidation
I of the request by the Court.

The Doctrine applies not only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.
For purposes of these decisions and recommendations the terms "Should" and "Shall" are
to be considered mandatory. The term "May" will be considered discretionary. When the
' report is a recommendation to the City Council the terms "should" and "shall" are
intended to inform the City Council that if they approve the recommendation the items
should be mandatory to preserve the intent of the decision.

II SUBJECT: PROPOSED BLENCOE REZONE
The Policy Development Department supports the proposed Blencoe Rezone, from P-1 to
I B-1. We believe that B-1 zoning is more suitable for the future development of the area
because the P-1 zone is so restrictive as to exclude appropriate uses for the area.
The Comprehensive Plan Land Use Element designates the east side of Shattuck Avenue
north of the railroad tracks and part of the north side of South Third Place as appropriate
for Public/Quasi-Public uses. These areas are also zoned P-1. The reason that P-1
zoning exists in this area is that the old Renton Hospital was formerly located across the
street on what is now the K-Mart site. The hospital moved to another site in the late
1960's. The zoning has not been revised since that time.
The Comprehensive Plan designation, however, was reviewed and the Public/Quasi-Public
designation retained in the Central Area Plan adopted March 9, 1983. This designation
corresponds with the underlying zoning and with the actual land uses, including St.
Anthony's School, and various professional offices along Shattuck Avenue and a church
and medical offices along South Third Place.
There are two reasons that we would pp
argue in support of the rezone and in apparent
g
contradiction to the Comprehensive Plan. First, the subject site is at the northwest edge
of the area designated P/QP. Plan designations are not precise. Therefore, we suggest
that the site is also potentially suited for Commercial uses, which is the adjacent
designation. The P/QP designation appears to have been intended for the areas already
developed with public uses. The subject site is undeveloped and not within the area of
developed quasi-public uses.
Second, at- the time that the Central Area Plan was' adopted, the P-1 zone permitted
"professional services" as principal uses. This, is the proposed use for the Blencoe site.
Since March of 1983, the City has revised the P-1 zone to narrow professional services to
I only allow "medical" uses. This revision makes a number of the uses along Shattuck
Avenue nonconforming and prevents the proposed development of the Blencoe site.
Without getting into the merits of the current P-i zone, we do believe that the proposed
Blencoe 'rezone .is consistent with the City's intent in the Comprehensive Plan as adopted
in 1983.

Tjhe rezone is further supported by the nature of the surrounding uses. There is a bank and
a_-former_health_club_to_the_nor_th,_a_medical office to the east, the K-Mart store (where
Metro is considering a transit center) to the south, and parking for a commercial building
and a doughnut shop to the west. B-1 zoning seems appropriate in the midst of these
existing uses. Our only concern is that the two lots to the west (#3 and #4) will remain
F-1 We-would=prefer=to=see=all-of--the undeveloped P-1 lots on South Third Place rezoned
to B-1.
In summary, we support the proposed rezone because the site is located in a transition
area between Public and Commercial on the Comprehensive Plan, the P-1 zone has
become more restrictive since the Plan was amended, and the surrounding uses are
commercial in nature.

Central Area Plan was adopted in 1983 the P-1 zone permitted
"professional services" as principal uses.)
4. The Hearing Examiner must review four specific criteria under Section
4-3014(C) to determine that the circumstances surrounding the rezone
request are adequate to recommend approval of the reclassification to the
City Council. The following evidence demonstrates that the rezone request
is appropriate:
a. That substantial evidence was presented demonstrating the subject
reclassification appears not to have been specifically considered at the
time of the last area land use analysis and area zoning.
The subject site was part of the original township of the City of
Renton. The site itself has not been specifically considered by rezoning
since the P-1 zone was placed on the property with the adoption of the
zoning ordinance in 1953. Therefore, it would appear to comply with
this criteria.
b. That the property is potentially classified for the proposed zone being
requested pursuant to the policies set forth in the Comprehensive Plan
and conditions have been met which would indicate the change is
appropriate.
The Comprehensive Plan suggests this area be a border between the
commercial land use designation along Rainier Avenue South and the
public/quasi-public classification that was applied adjacent to the old
Renton Hospital. In 1983 after the Comprehensive Plan for the Central
Area was adopted, the P-1, Public Use, zoning classification was
modified in function by the elimination of "professional offices." The
language was changed to be directed specifically towards medical
offices for doctors and dentists.
c. That since the last previous land use analysis of the area zoning of the
subject property, authorized public improvements, permitted private
development or other circumstances affecting the subject property
have undergone significant and material change.
The area has gradually been redeveloped into commercial uses that
have extended both from the south with a development of the K-Mart
shopping center and from smaller developments along Rainier Avenue
South. The P-1 classification no longer supports any public facilities.
St. Anthony's school and the adjacent church are allowed by conditional
use in any zone within the City. It does not appear that there is a need
to continue the P-1 zoning on the subject site.
If the property was used to either support the school or the church it
might be appropriate to remain in that classification. However, the
development of a professional office will create an additional use
buffer between the highly commercialized Rainier Avenue South
corridor and the school and church to the east.
d. Timeliness: The final test to determine whether the rezone is
appropriate is to address the question of timeliness.
Public services and changes in the general development pattern in the
vicinity suggest that it is appropriate and timely to consider the rezone
request.

It can be argued that since the term professional has a variety of
meanings the City should anticipate that general offices could occupy
the site. In fact, this may be more appropriate in consideration of
traffic impacts. It has been proven that medical offices generated as
many 40 vehicle trips per 1,000 square feet of floor area while general
offices generate only approximately 12 vehicle trips or 70 percent less.
H. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the Hearing Examiner
recommend to the City Council approval of the rezone request, file number
R-001-86, by H. A. and Janet Blencoe.

SUBJECT: PROPOSED BLENCOE REZONE
The Policy Development Department supports the proposed Blencoe Rezone from P-1 to
B-1. We believe that B-1 zoning is more suitable for the future development of the area
because the P-i zone is so restrictive as to exclude appropriate uses for the area.
The Comprehensive Plan Land Use• Element designates the east side of'Shattuck Avenue
north of the railroad tracks and part of the north side of South Third Place as appropriate
! for Public/Quasi-Public uses. These areas are also zoned P-i. The reason that P-1
zoning exists in this area is that the old Renton Hospital was formerly located across the
street on what is now the K-Mart site. The hospital moved to another site in the late
1960's. The zoning has not been revised since that time.
The Comprehensive Plan designation, however. was reviewed and the Public/Quasi-Public
designation retained in the Central Area Plan adopted March 9. 1983. I This designation
corresponds with the underlying zoning and with the actual land uses, including St.
Anthony's School, and various professional offices along Shattuck Avenue and a church
and medical offices along South Third Place.
There are two reasons that we would argue in support of the rezone and in apparent
contradiction to the Comprehensive Plan. First, the subject site is at the northwest edge
of the area designated P/QP. Plan designations are not precise. Therefore, we suggest
that the site is also potentially suited for Commercial uses, which is the adjacent
designation. The P/QP designation appears to have been intended for the areas already
developed with public uses. The subject site is undeveloped and not within the area of
developed quasi-public uses.
Second, at the time that the Central 'Area Plan was adopted, the P-1 zone permitted
"professional services" as principal uses. This is the proposed use for the Blencoe site.
Since March of 1983. the City has revised the P-1 zone to narrow professional services to
only allow "medical" uses. This revision makes a number of the uses along Shattuck
Avenue nonconforming and prevents the proposed development of the Blencoe site.
Without getting into the merits of the current P-1 zone, we do believe that the proposed
Blanco° rezone is consistent with the City's intent in the Comprehensive Plan as adopted
in 1983.
•The rezone is further supported by the nature of the surrounding uses. There is a bank and
a former health club to the north, a medical office to the east, the K-Mart store (where
Metro is considering a transit center) to the south, and parking for a commercial building
and a doughnut shop to the west. B-1 zoning seems appropriate In the midst of these
existing uses. Our only-concern is that the two lots to the west (03 and 04) will remain
P-1. We would prefer to see all of the undeveloped P-1 lots on South Third Place rezoned
to B-1.
In summary, we support the proposed rezone because the site is located in a transition
area between Public and Commercial on the Comprehensive Plan, the P-1 zone has
become more restrictive since the Plan was amended, and the surrounding uses are
commercial in nati.rn

SUBJECT: PROPOSED BLENCOE REZONE
The Policy Development Department supports the proposed Blencoe Rezone from P-1 to
B-1. We believe that B-1 zoning is more suitable for the future development of the area
because the P-1 zone is so restrictive as to exclude appropriate uses for the area.
The Comprehensive Plan Land Use Element designates the east side of Shattuck Avenue
north of the railroad tracks and part of the north side of South Third Place as appropriate
for Public/Quasi-Public uses. These areas are also zoned P-1. The reason that P-1
zoning exists in this area is that the old Renton Hospital was formerly located across the
street on what is now the K-Mart site. The hospital moved to another site in the late
1960's. The zoning has not been revised since that time.
The Comprehensive Plan designation, however, was reviewed and the Public/Quasi-Public
designation retained in the Central Area Plan adopted March 9, 1983. This designation
corresponds with the underlying zoning and with the actual land uses, including St.
Anthony's School, and various professional offices along Shattuck Avenue and a church
and medical offices along South Third Place.
There are two reasons that we would argue in support of the rezone and in apparent
contradiction to the Comprehensive Plan. First, the subject site is at the northwest edge
of the area designated P/QP. Plan designations are not precise. Therefore, we suggest
! that the site is also potentially suited for Commercial uses, which is the adjacent
designation. The P/QP designation appears to have been intended for the areas already
developed with public uses. The subject site is undeveloped and not within the area of
developed quasi-public uses.
Second, at the time that the Central Area Plan was adopted, the P-1 zone.permitted
"professional services" as principal uses. This is the proposed use for the Blencoe site.
Since March of .1983, the City has revised the P-i zone to narrow professional services to
only allow "medical" uses. This revision makes a number of the uses along Shattuck
Avenue nonconforming and prevents the proposed development of the Blencoe site.
Without getting into the merits of the current P-1 zone, we do believe that the proposed
Blencoe rezone is consistent with the City's intent in the Comprehensive Plan as adopted
in 1983.

The rezone is further supported by the nature of the surrounding uses. There is a bank and
a former health club to the north, a medical office to the east, the K-Mart store (where
Metro is considering a transit center) to the south, and parking for a commercial building
and a doughnut shop to the west. B-1 zoning seems appropriate in the midst of these
existing uses. Our only concern is that the two lots to the west (#3 and #4) will remain
P-1. We would prefer to see all of the undeveloped P-1 lots on South Third Place rezoned
to B-1.
In summary, we support the proposed rezone because the site is located in a transition
area between Public and Commercial on the Comprehensive Plan, the P-1 zone has
become more restrictive since the Plan was amended, and the surrounding uses are
commercial in nature.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals
with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.

environmental impacts of your proposal are significant, requiring preparation of an EIS.

Dear Sirs:
We are the property owners of the parcel of vacant land located
west of 138 So. 3rd Place. We also own the Medical-Dental Building of
Renton located at 138 - 200 - 206 So. 3rd Place just east of the vacant
parcel. The current zoning of the vacant parcel is P-I dating back to
-Le/et. /95 3 and the current comprehensive plan designation is P-I
revised January, 1980.
It is our desire to build a professional office building on this
presently vacant parcel of land. To do so, we must request that the
property be rezoned from P-I to B-I for this purpose. It is our contention
that this proposed zoning better reflects the existing development of
the area. As you are aware, the P-I zoning in that area stems from the
fact that the old Renton Hospital was located south of this location
across the street years ago. The hospital relocated in 1968. The P-I
zoning on this property no longer remains appropriate. The surrounding
properties, K-Mart south, Interstate Bank and Spa on the north, Dunkin
Donuts on the west are zoned B-I. The type of professional office
building we intend to erect is suitable for this area and will have
approximately 3,000 square feet. Interest in this building is already
substantial and it will enhance the area.
In view of the fact that our request for re-zone:
1) conforms with the Renton current comprehensive plan
2) is in keeping with the changed circumstances in the
area
3) serves a need for this type of building in the
