SUMMARY OF ACTION:
The City of Renton currently participates in the King County Consortium, as a joint agreement city, for
the purpose of receiving and allocating Community Development Block Grants. The three year interlocal
agreement for 2015-2017 is up for renewal. The joint agreement outlines the uses of the funds,
responsibilities and powers of King County and the City, general terms and the establishment and
functions of the interjurisdictional Joint Recommendations Committee (JRC). The JRC makes
recommendations to the King County Executive as to how the funds are spent. The joint agreement
cities of Renton, Shoreline, and Redmond have two rotating representatives on the JRC, and Terry
Higashiyama, the Community Services Administrator, is currently serving on it.
STAFF RECOMMENDATION:
Approve the Joint Interlocal Agreement for the Community Development Block Grants and authorize the
Mayor and City Clerk to sign .

SUBJECT:Interlocal Cooperation Agreement with King County for Community
Development Block Grants (CDBG)
ISSUE:
Should the City of Renton continue to participate in the Interlocal Cooperation Agreement with
King County for Community Development Block Grants (CDBG)?
RECOMMENDATION:
Authorize the Mayor to execute the proposed Interlocal Cooperation Agreement.
BACKGROUND SUMMARY:
The City has three choices as to how to receive CDBG funds starting in 2015. The choices are as
follows:
1)Receive funds directly from Housing and Urban Development (HUD);
2)Receive funds as a member of the King County CDBG Consortium; or
3)Renew the Joint Agreement with King County.
In 2014 the City contracted with the National Development Council to do an analysis as to the
benefits of becoming a direct entitlement city, which is option one. One of the primary benefits
is the ability of the City to access Section 108 loans. Section 108 is the loan guarantee provision
of the Community Development Block Grant (CDBG) program. It is a source of financing for
economic development, housing rehabilitation, public facilities, and large-scale physical
development projects. The loans are secured by future CDBG allocations (i.e. defaults on such
loans can reduce future CDBG funding availability.) The amount of funds available for CDBG
purposes to Renton would remain about the same (in 2014 the total funds available to Renton

is $664,905). As a direct entitlement city, there will be an increase in what the City is
responsible for, combined with other uncertainties, an interdepartmental team of City staff is
recommending that the City continue how it receives CDBG funds for the duration of this
agreement, 2015-2017.
Because there are certain economic development activities the CDBG funds can be used but the
city cannot undertake otherwise, the interdepartmental team recommended that we
repurpose the City’s portion of CDBG funds (around $250,000 per year) for such economic
development purposes, and use General Fund one-time money to support human services
agencies and the City of Renton Housing Repair Assistance Program in 2015 that are historically
funded by the CDBG. Community and Economic Development staff has until August 2014 to
identify projects for use in 2015. We are anticipating one-time audit settlement money will be
available in 2014 to allow General Fund to backfill human services contracts and housing repair
programs in 2015. But funds will need to be identified for it to be continued for 2016 and 2017,
assume the city is not allowed to do this on a one-year trial basis and must continue to use
General Fund for the duration of this agreement.
CONCLUSION
The City should continue the existing partnership with King County for the next three years, so
how we receive the funds will remain the same for 2015-2017. The City shall plan to become a
direct entitlement community in 2018.
What the funds will be used for will change in 2015, and this will give the City an additional tool
for economic development. This will also give the City time to develop a plan as to how to best
use the tool of Section 108 loans, how to use the funds for economic development, complete
the human services strategic plan, complete the housing and human services element of the
comprehensive plan, and budget for doing the required consolidated plan, and fair housing
action plan in 2017.

RESOLUTION NO. ________
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE
MAYOR AND CITY CLERK TO ENTER THE CITY OF RENTON INTO AN INTERLOCAL
AGREEMENT WITH KING COUNTY ENTITLED “JOINT INTERLOCAL AGREEMENT
REGARDING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM”.
WHEREAS, the federal government, through adoption and administration of the
Housing and Community Development Act of 1974 (the “Act”), as amended, will make available
to King County Community Development Block Grant funds (“CDBG”), for expenditure during
the 2015, 2016 and 2017 funding years; and
WHEREAS, King County, Renton and other participating jurisdictions agree that it is
mutually desirable and beneficial to enter into a consortium arrangement pursuant to and
authorized by the National Affordable Housing Act of 1990, as amended, 42 USC 12701 et. seq.
and 24 CFR Part 92 for purposes of the HOME Investment Partnerships Program (“HOME
Program”) and to cooperate in undertaking HOME Program activities; and
WHEREAS, King County and Renton are committed to targeting CDBG and HOME
Program funds to ensure benefits for very low to moderate‐income persons as defined by the
United States Department of Housing and Urban Development (“HUD”); and
WHEREAS, the interlocal agreement will be entered into pursuant to and in accordance
with the Interlocal Cooperation Act, RCW Chapter 39.34, for planning the distribution and
administration of CDBG, HOME Program, and other federal funds received from HUD, and for
execution of activities in accordance with and under authority of the Act;

SUMMARY OF ACTION:
The construction contract for the Emergency Power for CCTF 2013 project was awarded to High
Mountain Electric, Inc., on April 15, 2013. Construction started May 20, 2013, and was completed on
June 3, 2014. The original contract amount was $131,838 and the final contract amount is $137,659.24.
The increase of $5,821.24 (4%) is for the installation of a propane gas detection, shutdown and alarm
system, and for extending the generator exhaust piping, both designed to increase safety for City
maintenance staff and the general public.
The project included the installation of a propane gas operated electrical generator to run the Water
Utility’s Corrosion Control Treatment Facility and Fluoride Building during a power outage. Two 500
gallon propane tanks were installed to supply the generator with a three day supply of fuel. The project
also included some minor electrical upgrades at water well PW-9.
STAFF RECOMMENDATION:
Accept the project, approve the final pay estimate in the amount of $5,475.00 and release the
retainage in the amount of $6,285.81 after 60 days, subject to the receipt of all required authorizations.
