HomeMy WebLinkAboutPN_Project_Narrative_240104_v2Longacres Campus Lot Line Adjustment Project Narrative page 1 Longacres Campus Lot Line Adjustment – Project Narrative #1: Project Narrative Unico Properties is in the process of developing the Master Plan for the Longacres Campus in Renton WA. As a first step in this effort, Unico is submitting a Lot Line Adjustment application for portions of the Longacres Site. The lot line adjustment will create 21 new lots and 3 new tracts from the existing 28 lots and tracts that comprise a portion of the Longacres Campus. As part of this lot line adjustment the area that is the site for the Sounders (4) Soccer Fields will now be on New Lot 5. The two lots, New Lot 1 and New Lot 2 that are part of the Unico Longacres North Building Site, are intended to both be sold as part of the North Building Sale. Lot 1 is a maintained and currently used surface parking lot for Building 25-01. Lot 2 has the existing Building 25-01 on it and the immediate maintained landscaping around the building perimeter. Building 25-01 is currently owned by Unico Longacres North Building LLC and Alaska Airlines is a current tenant in the building. In addition to this Longacres Campus Lot Line Adjustment Unico Properties is preparing CC&R’s for the Longacre Campus Site. Easements on the Longacres Campus will be addressed in the CC&R’s for the Longacres Campus Site. The anticipated completion of these documents is the end of 2024 and prior to the sale of the North Building (New Lot 1 and New Lot 2). As part of the CC&R’s the area of Wetland A and the wetland buffer of Wetland A will be in an Easement to be controlled and maintained in the CC&R’s. As part of the Binding Site Plan the Wetlands and Wetland Buffers on the Longacres Campus as shown in the Lot Line Adjustment Plan will be placed in a native growth protection tract. In addition to the Longacres Campus Lot Line Adjustment a Reciprocal Temporary Access Easement Agreement is to be put in place for the Longacres Way. This will allow for access for New Lots 1, 2, 3, 4 and 18 and New Tract 1 to have access along Longacres Way from the other parties and be able to connect to SW 16th Street and Oakesdale Avenue SW. These Temporary Easement will be terminated when the CC&R’s are put in place and in the CC&R’s all lots within the Longacres Campus will have access and the benefit of using Longacres Way. a. Project name, size and location of site: The project name is Longacres Campus and the size of the entire Campus is a 154.86 acre (6,745,857 SF) area in Renton WA. The Lot line adjustment applies to a portion of the Longacres Campus that is North of the Kaiser Permanente Campus and is 130.37 acres (5,678,873 SF). This site area is located between SW 16th Street, Oakesdale Avenue SW, BNSF Railway Line and the Kaiser Permanente Campus to the South in Renton WA. The application is for a Lot Line Adjustment of 28 existing lots and tracts into 21 new lots and 3 new tracts located at the Longacres Campus. b. Zoning designation of the site and adjacent properties: The zoning designation of the site is Commercial Office (CO), and Industrial Medium (IM). The zoning designation of the adjacent properties are Commercial Office (CO), Industrial Heavy (IH), Industrial Medium (IM) and Industrial Light (IL). The Comprehensive Plan Land use designation for the Site is Employment Area (“EA”). The Sounders FC Center at Longacres is a recreation use (RC) that obtained Site plan and building permit approval in 2023 and is currently under construction. The Site includes Building 25-01 which is a 3-story (617,238 SF) office building located at 1301 SW 16th Street. Currently a portion of this building is leased to Alaska Airlines. Building 25-02 is a 1-story (34,946 SF) building located at 1300 SW 16th Street and is the location of the Central Utility Plant. Building 25-03 located at 1302 SW 16th Street is a 1 story (12,100 SF) building and is a maintenance building. Building 25-10 located at 1900 Oakesdale Avenue SW is a 1-story (21,083) building which is leased to Bright Horizons daycare. Building 25-20 is a 5-story office building (311,982 SF) and is partially leased to the Sounders FC Center at Longacres and houses Unico Property Management offices. Additionally, adjacent to Building 25-20 are 4 soccer fields under construction for The Sounders FC. d. Special site features (i.e. wetlands, water bodies, steep slopes. The Site includes the following features: high seismic hazard areas, wetlands, regulated shoreline and special flood hazard areas. Seismic: GeoEngineers have prepared geotechnical analysis (March 23, 2022) for a portion of the site near Building 25-20). Additional analysis is to be performed. Wetlands: The Site includes a portion of Tract A of the BSP, where Wetland A is located, this lot is now adjusted to Tract 1, which encompasses all of wetland. Tract 1 also includes Wetland F and the wetland G to the East of Oakesdale. A Critical Areas Existing Conditions Letter Report, by Talasaea Consultants dated April 29, 2022 is attached to this application for further details regarding Wetland A. Talasaea also prepared a Wetland Mitigation Report for the CUP application for the Sounders FC Center at Longacres which is located at the Longacres Campus. Regulated Shoreline: A portion of existing Lots and New Tract 1 is in the Black River/Springbrook Creek Reaches and a regulated shoreline. Special Flood Hazard Area: The majority of the Longacres Campus is located in the 100 year flood plain. Steep Slopes: The Site does not include steep slopes. e. Statement addressing soil type and drainage conditions Subsurface soils are anticipated to consist of surficial fill from past grading activities overlying recent alluvial deposits. The fill generally consists of very soft to still silt and loose to medium dense sand with varying amounts of silt and gravel and range up to approximately 6 feet thick. The alluvial deposits generally consist of loose to medium dense sands and gravels with varying amounts of silt and very soft to medium still silt. The sand and silty deposits are generally interbedded with lenses of soft to medium stiff organic silt. The alluvial deposits in the vicinity of the site range up to approximately 45 feet deep. The ground water levels in the vicinity of the site will fluctuate as a function of season, precipitation, and water levels in the Green River. Based on review of the available subsurface information, the regional groundwater table in the site vicinity varies seasonally at the site and is near the ground surface elevation during extended periods of wet weather. f. Proposed use of the property and scope of the proposed development (i.e., height, square Longacres Campus Lot Line Adjustment Project Narrative page 3 footage, lot coverage, parking, access, etc.): No change of use or change in parking to the property. See Survey. g. Proposed off-site improvements (i.e. installation of sidewalks, fire hydrants, sewer main, etc.): No off-site improvements proposed in the lot line adjustment. h. Total estimated construction cost and estimated fair market value of the proposed project. No construction costs for the lot line adjustment. i. Estimated quantities and type of materials involved if any fill or excavation is proposed. No Fill or Excavation proposed in the lot line adjustment. j. Number, type and size of trees to be removed. No tree removal proposed in the lot line adjustment. k. Explanation for any land to be dedicated to the City: No land to be dedicated in the lot line adjustment. l.
