ED61375 CASE# 23-5034 OF COLLISION 05/04/23 09:33 OF CbLLI510N NARRATIVE wht rear a brake gry porsche h/r kent CC On 5-4-2023 at about 0933 hours within the city limits of Renton/King/WA I was dispatched to a hit and run crash that occurred near the intersection of Talbot Rd S at S Grady Way. While enroute the RP/Unit 2 said the suspect driver/Unit 1 was now leaving the scene and he was following. He later reported he had been hit again by the same driver/car and refused to stop following the car. Unit 2 followed the car into the city limits of Kent. Kent PD was notified. Kent PD notified Renton PD the suspect and victim vehicle were located at an elementary school off of S 240th in Kent (9825 S 240th St). This was miles away from the initial crash location. I contacted the driver of unit 2 who told me he was stooped on S Grady Way to go left/SB onto Talbot Rd S when he was hit from behind. When the light changed he motioned for unit 1 to pull over at a near by parking lot, she did not. Unit 2 told me he pulled along side to motion to unit 1 to stop and then pulled in front of her to encourage her to pull over. Unit 2 said it unit 1 hit him again and pulled away without stopping. Unit 2 followed her to the elementary school where they were both contacted by a Kent PD Officer/SRO-Blake. Blake told me that unit 1, DUNBAR, KARRISA DANIELE. DATE OF BIRTH: 10-25-1994 said she did not stop because she had a medical emergency ref a child at the school. Blake told me that Dunbar denied Medical Treatment by Kent Fire two times. 1 confirmed with her that her childes medical emergency was resolved and she told me no, but did not want Fire to respond. Blake also told me that Dunbar was DWLS 3rd confirmed via Dispatch and his MDC. I contacted Unit 1/Dunbar ID'd by matching picture WA-ID. She told me she did not have a drivers license, but because of her current employer telling her if she didnt drive a car, even without a license she would be fired. Dunbar told me that her brakes did not work correctly. She said what she would do if put the car in low gear and apply the emergency brake in order to stop. Dunbar said on this occasion of Talbot and Grady it did not work and she hit the Porsche. I asked her why she left the scene and she told me because of the medical emergency. I asked her if this was the same one she refused any/all medical treatment for and she said yes. I asked Dunbar when she hit the Porsche a second time why she didnt stop and she told me for the medical emergency and that her brakes didnt work is why she hit him. I clarified with Dunbar that she continued to drive her car for miles from where the initial crash took place. And that she it putting a young child in the car putting herself, the child and the motoring public at risk knowingly driving a car with failed brakes. She confirmed this and told me she has things to do. Damage to unit 2 did not require a tow truck, but bases on the uniqueness of this particular car I knew damages were going to be very expensive. Dunbar told me she did not have insurance either. impounded Dunbar's vehicle. I provided an info exchange for Unit 2 driver and he left the scene. Dunbar told me she would tend to the rest of her errands on foot since her car was being impounded. She confirmed again she did not need medical for her child. I cited Dunbar via complaint ref RCW 46.37.360 Defective Brakes, causing crash, RCW 46.30.020 No Insurance, RCW 46.20.342 Driving While License Suspended 3rd Degree and RCW 46.52.020 Hit and Run Attended via mail and Renton Prosecutors Office.
