The structure houses the showroom area and a warehouse area on the first floor. An apartment is located on the existing second floor of the building. The applicant is requesting approval to construct a 2,100 sf addition onto the building that will be used for showroom and warehouse area. In addition the applicant would like to construct two new apartments on the second floor of the new building. The total structure after construction would provide for approximately 3,970 sf of showroom and storage area on the first floor and three apartment units on the second floor. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The only significant impacts of the proposed project would occur during the construction phase of the project when the soil is exposed and susceptible to erosion. The applicant will need to provide a temporary erosion control plan to the satisfaction of the Development Services Department. The temporary erosion control measures will need to be maintained during the entire construction phase of the project. Mitigation Measures: The applicant shall prepare and submit a Temporary Erosion Control Management Plan to the satisfaction of the Development Services Department prior to the issuance of construction/building permits. The erosion control measures contained within this plan shall be maintained to the satisfaction of the Development Services representative during the entire construction phase of the project. Policy Nexus: Mining, Grading, and Excavation Ordinance, Environmental Ordinance (2) Air Impacts: Air quality impacts will be limited to exhaust from construction equipment and vehicles during the construction phase of the project and to vehicles and heating sources during the operation phase of this development. State, regional, and federal standards already apply to the vehicles, equipment, and heating sources. No further regulations are required at the local level. Mitigation Measures: None required. Based upon the ITE Manual, it is estimated that the new construction will generate approximately 16.8 new trips per day. At$75.00 per trip it is estimated that the Transportation Mitigation Impact fee will be $1260. Mitigation Measures: The applicant shall provide a Transportation Impact Mitigation Fee of $75.00 per new trip generated by the proposed development. The applicant shall submit the fee prior to the issuance of construction/building permits. Policy Nexus: Transportation Mitigation Fee Resolution, Environmental Ordinance (4) Fire Prevention Bureau Impacts: The proposed addition to the building will place an additional burden on the existing fire services provided by the City of Renton. A fire mitigation fee of$0.52 per square foot of new construction will be required prior to the issuance of building permits. The fee is estimated at $2,558.92. Mitigation Measures: The applicant shall submit a Fire Mitigation Fee of$0.52 per square foot of new construction. This fee shall be submitted prior to the issuance of building permits. Saturday hours may be arranged in advance with written approval from the Development Services Division. No construction should occur on Sundays. Garbage and recyclable deposit areas and collection points shall be easily and safely accessible to hauling trucks. 2. The applicant will need to submit sign permit applications for all new signage. 3. The applicant will need to obtain easements for any off-site work on private property. Community Services Department 1. Recommend deciduous street trees along NE 4th Street in place of or along with Blue Carpet Juniper, species of the street tree will need to be coordinated with the Parks Division. Fire Prevention Bureau 1.The preliminary required fire flow is 3750 GPM. Water quality for the paved areas may be required if the low areas are considered sensitive or wetlands. PLAN REVIEW- GENERAL 1. All plans shall conform to the Renton Drafting Standards. 2. Discourage parking lots from locating between structures and street right-of-way. While this proposed project does not remove the existing parking between the building and the street, the proposed new parking area is located behind the building. Nothing in the policies or existing ordinance would require the applicant to remove or relocate the existing parking to achieve consistency with the Comprehensive Plan. Policy LU-123: In order to achieve a balanced mix, multi-family uses are intended to be integrated into the Centers. Residential density should be 10-20 dwelling units per acre. New residential only structures may be limited in order to encourage a 50% commercial/office mix within the Center. The three proposed apartment units on the site provide a density of 10.7 units per acre. This is within the range sought by the Comprehensive Plan for this area. The proposed project also includes a commercial component that will help to achieve the required commercial activity in this area. b. Conformance with existing land use regulations; The proposed site is designated as Center Suburban (CS). The home decorating service and the apartments are permitted uses within this zone. The applicant's existing building is located 38 feet back from the front property line along NE 4th Street. The CS zone establishes a maximum setback of 15 feet for the front setback unless through the site plan review process the requirement for the setback is modified. In this case the applicant is constructing an addition on to the rear of the building. This addition will not structurally change the front of the building. It would seem to be an unreasonable requirement to require the applicant to extend the building 23-feet closer to the roadway in order to met the maximum setback requirement. The applicant is providing 12 parking stalls in accordance with the Parking and Loading Ordinance requirements. If as noted above, the applicant was required to extend the front of the building in order to meet the maximum setback requirement, then the applicant would loose some of the existing parking stalls and would no longer be in compliance with this ordinance. Although the adjacent lot to the west is used for a single-family residence, the special landscape requirements are not applicable in this case as the adjacent lot is zoned as Center Suburban (CS) as is the applicants parcel. c. Conservation of area-wide property values; The proposed remodel/expansion of the building should assist with the conservation of area- wide property values. The proposed project will develop a previously vacant portion of the project site. The proposed landscaping and improvements to the building should raise the value of the subject property and have a positive influence on the surrounding area. d. Mitigation of noise, odors and other harmful or unhealthy conditions; During the construction phase of the project, noise will be generated by the equipment and activities required for the construction. The hours of construction are already limited and no further conditions are necessary as part of the site plan review. It is not anticipated that the proposed development will create any noise, odors or other harmful or unhealthy conditions. The City has no record of complaints against the existing land use. e. Availability of public services and facilities to accommodate the proposed use;and Public services and facilities are available to serve this development provided that the applicant complies with existing ordinance and building code requirements. Prevention of neighborhood deterioration and blight. The proposed development will complete the potential development on the subject property. This development with the required landscaping should improve the appearance of the site and help to prevent neighborhood deterioration and blight that might otherwise have occurred on the vacant portions of the site. 2. MITIGATION OF IMPACTS TO SURROUNDING PROPERTIES AND USES: a. Mitigation of undesirable impacts of proposed structures and site layouts that could impair the use or enjoyment or potential use of surrounding uses and structures and of the community; The applicant is providing the required landscape buffers along the perimeter of the subject property. The landscaping will help to buffer the views of the development on the subject property especially in the area that is being developed for new parking area. b. Mitigation of undesirable impacts when an overscale structure, in terms of size, bulk, height, and intensity, or site layout is permitted that violates the spirit and/or intent of the zoning code and impairs the use, enjoyment or potential use of surrounding properties; The proposed project is not overscale for the proposed site. The proposed development will complete the build-out of the site at a level that is required for this area by the zoning code and the Comprehensive Plan. The three apartment units are at a density (10-20 du/acre) required for this area. The proposed building complies with the height and setback requirements while providing the required number of parking stalls. c. Provision of effective screening from public streets and residential uses for all permitted outdoor storage areas(except auto and truck sales), for surface mounted utility equipment, for rooftop equipment, and for all refuse and garbage containers, in order to promote a "campus- like"or"park-like"setting where appropriate and to preserve the effect and intent of screening or buffering otherwise required by the zoning code; The applicant is providing a ten foot landscaped area along NE 4th Street in accordance with existing development standards. This landscaped area will buffer the view of this lot from the street. The existing parking does intrude into this landscaping along the eastern side of the frontage. This project is not making any changes in this portion of the site. If the applicant is required to install landscaping in this area, it would reduce the number of parking stalls on- site to a level below that which is required by ordinance. If the applicant was demolishing the existing building and the parking area, then the-new development would be required to install the required landscaping. However, as this project is not improving this portion of the site, the existing parking arrangement may be retained. d. Consideration of placement and design of exterior lighting in order to avoid excessive brightness or glare to adjacent properties and streets. The applicant has not demonstrated any new exterior lighting on the project plans. Security lighting should be provided in the rear parking lot that will be used by the renters in the apartments. The applicant should submit a lighting plan for the project site. The security lighting will need to be provided in a manner that does not cause glare on the adjacent properties or roadways. 3. MITIGATION OF IMPACTS OF A PROPOSED SITE PLAN TO THE SITE: a. Building placement and spacing to provide for privacy and noise reduction; orientation to views and vistas and to site amenities, to sunlight and prevailing winds, and to pedestrian and vehicle needs; The new addition will be constructed on the rear of the existing building. The apartments are located on the second floor of the building and will be accessed from the rear of the site. This arrangement should provide for the degree of privacy that is available on the subject site. b. The site slopes downward away from NE 4th Street. A partial basement will be constructed under the new portion of the building to provide a first floor at the same level as the existing building. This design should not cause any unstable areas on the subject property. c. Design and protection of planting areas so that they are not susceptible to damage from vehicles or pedestrian movements; Planting areas will be protected from vehicles by the location of curbing and wheelstops in accordance with the Parking and Loading Ordinance. d. Consideration of building form and placement and landscaping to enhance year-round conditions of sun and shade both on-site and on adjacent properties and to promote energy conservation. The location of the proposed building is determined by the existing building. This location should allow for the sun to reach all portion of the development and the proposed landscaped areas. 4. CIRCULATION AND ACCESS: a. Provision of adequate and safe vehicular access to and from all properties; Due to the narrow confines of the site (70' width), circulation will be limited to one side of the site. Access (pedestrian and vehicular) will be limited to the western side of the property. If at a later date, the property to the west of the subject property is developed for commercial development, then it is possible that a joint driveway may be developed on the boundary of the two sites. b. Arrangement of the circulation pattern so that all ingress and egress movements may occur at as few points as possible along the public street, the points being capable of channelization for turning movements; There is only one point of access to this project site. c. Consolidation of access points with adjacent properties, when feasible; The adjacent parcel, although zoned commercial, only has a single-family home on it. In the future, it is possible that if the adjacent lot is developed for a commercial land use that a joint access could be developed with this lot. d. Separation of loading and delivery areas from parking and pedestrian areas; Most of the pedestrian traffic will be from the street to the front portion of the store. The loading area will be on the rear portion of the lot. When the residents of the apartments walk from the apartments to the streets they will have to walk past the delivery area. Due to the narrow confines of the property it is impossible to provide them with a different means of access. However, due to the nature of this business, deliveries are made by a small van. Thus, this should not cause a significant problem where it might be one if deliveries were by large tractor trailers. e. Provision for safe and attractive pedestrian connections between parking areas, buildings, public sidewalks and adjacent properties. On this project site the pedestrian access onto the site will be through the driveway or over the curb and into the parking stalls. Due to the existing layout of the front parking lot there is not enough room to provide for a separate pedestrian path to the building. The applicant will be providing a walkway along the edge of the building. In some projects with a higher traffic volume the City has required the applicant to provide a painted walkway across the driveway. In this case, due to the narrow confines of the site, the painted walkway would be right along the parking spaces. This would cause more confusion with the movement of vehicles on-site then it would resolve. SIGNAGE: a. Employment of signs primarily for the purpose of identification; The applicant has shown the location of the identification signs for the proposed project. Management of sign elements, such as size, location and arrangement so that signs complement the visual character of the surrounding area and appear in proportion to the building and site to which they pertain; The proposed signs will be on the front face of the building. The signs have been sized and located in accordance with the existing sign code. c. Limitation of the number of signs to avoid visual clutter and distraction; Two wall signs will be located on the front of the building. This should not cause visual clutter or distraction for the passing motorist. d. Any and all building materials and tools will need to be locked up when not in use, especially during the hours of darkness. The use of a private security patrol of of duty officers is recommended as auxiliary security if you experience problems. Lighting: Proper lighting is recommended at all entries to the building from the outside. All stairwells inside of the addition leading to each floor needs to be properly lit throughout the stairwell. Adequately light all exterior sides of your business (including ramp areas) and the parking lot using vandal-resistant fixtures. Lighting serves as one of the most important deterrents to burglars. Locks/Security Devices: All doors need to be solid core (preferably metal)with single cylinder deadbolts on each with no less then a 1" throw when bolted. Peepholes should also be provided on each door. It's suggested that latch guards be installed on the exterior of all doors leading into the building. This will help deter burglars from attempting to pry open the doors. Stairwells: Not only is proper lighting needed for theses areas, but it's suggested that the stairwells themselves be constructed of metal railings or lattice - not a solid panel type construction that would hinder surveillance of someone using the stairs. Kittrick, Plan Review Subject: McClincy's Addition LUA-97-035, SA, ECF EXISTING CONDITIONS WATER - There is an existing 12-inch diameter water line located in NE 4th Street. One hydrant is within 150 feet of the existing building. One additional hydrant may be located within 300 feet, subject to verification. Fire flow is modeled at approximately 4000 gpm, with a static pressure of 75 psi. SEWER- The East Renton Interceptor is located in NE 4th Street along the entire frontage of the proposed project. The site is currently not connected to sanitary sewer. STORM - The existing site drainage is to the rear of the property into natural channels picked up in the street system downstream. The front drainage for the parking areas and roof drains are to the city system. STREETS - Street lighting, paving, curb and gutter, and sidewalk exist along 'NE 4th Street, but may require repair during the construction project. CODE REQUIREMENTS WATER 1. The System Development Charge (SDC) shall be at the current rate of $0.113 per square foot of property (12,258 square feet). This fee is subject to a redevelopment credit. 2. Individual meters for the additional apartments is required. SANITARY SEWER 1. The System Development Charge shall be at the current rate of $0.078 per square foot of property (12,258). 2. The property is required to be connected to sanitary sewer. A manhole is available for connection within the property frontage. • MCCLINGF.DOC SURFACE WATER 1. The System Development Charge shall be at the current rate of $0.129 per square foot of new impervious area of property (6758 per plans). 2. Water quality for the paved areas may be required if the low areas are considered sensitive or wetlands. TRANSPORTATION 1. A Traffic Mitigation Fee of $75.00 per Average Daily Additional Trip shall be assessed. This fee has been calculated in accordance with the ITE Trip Generation Manual for a fee of$1260. PLAN REVIEW- GENERAL 1. All plans shall conform to the Renton Drafting Standards. 2. A construction permit is required. When plans are complete three copies of the drawings, two copies of the drainage report, a construction estimate, application and appropriate fee shall be submitted to the fourth floor counter. A fee worksheet is attached for your use. However, it is recommended to call 235-2631 to verify the fees as generated by the permit system prior to issuing a check. RECOMMENDED CONDITIONS 1. Temporary Erosion Control shall be installed and maintained to the satisfaction of the representative of the Development Services Division for the duration of the project. 2. Construction hours shall be limited to between 7:00 a.m. and 7:00 p.m., Monday through Friday, Saturdays as arranged but no hours in excess of the weekday hours, and no Sunday construction. The site, 70 ft. by 175 ft. , 12,258 sq. ft. in area, is improved with a two story wood frame building, McClincy's occu- pies the ground floor of 1,872 sq. ft. ; an apartment unit, 884 sq.ft. occupies the second floor. Paved offstreet parking for five cars is located in front of the existing building with access by driveway from N E 4th St. The property is served by watermains, sanitary sewer, storm drain and a gas main. The proposed expansion is a two story and basement wood frame struct- ure with a footprint of 2,100 sqo ft. , including overhangs . The basement will provide storage for materials related to the business. The first floor will serve as an extention of the existing showroom. Two additional apartment units will be located on the second floor. The resulting structure will have a total footprint of 3,970 sq. ft.
