NARRATIVE
23-6179
On 05/31/2023 at approximately 1119 hours, I was dispatched to an injury and blocking vehicle
collision in the 900 block of Duvall Ave NE, within the City Limits of Renton, County of King, State of
Washington.
While en route, Dispatch advised that the collision involved a vehicle versus motorcycle with the rider
down and reportedly injured. Dispatch advised that the Renton Regional Fire Authority (RRFA) would
be simultaneously dispatched.
Upon arrival, I noticed heavy mechanism to the involved motorcycle with the involved rider being
attended to by RRFA on the sidewalk. Both vehicles remained blocking both of the northbound lanes
of travel on Duvall Ave NE. The driver of the involved vehicle was standing by at the scene but
declined having suffered any injuries to himself.
The driver of Unit#1 was positively identified via pictured WADL with a Motorcycle Instruction Permit
endorsement and was the sole rider of the motorcycle registered to Brian Fife.
The driver of Unit#2 was positively identified via pictured WADL and was the sole occupant of the
vehicle which was registered to a family member.
I contacted the driver of Unit#1 in the back of the RRFA Ambulance. The driver of Unit#1 stated that
he was changing lanes, "trying to get around another car that was not signaling" when he noticed Unit
#2 stopped at the intersection. The driver of Unit#1 stated he tried to rock his motorcycle so that Unit
#2 could see him riding northbound and believed he was going "40-45 mph" at the time of collision.
The driver of Unit#1 stated that Unit#2 pulled out into the roadway and that Unit#1 was unable to
stop his motorcycle in time, subsequently colliding with the rear of Unit#2. The rider of Unit#1 was
then ejected from the motorcycle and landed in the roadway. Unit#1 suffered significant damage as a
result of the collision
The driver of Unit#2 said he was traveling westbound on NE 9th Street approaching the intersection
of Duvall Ave NE. The driver of Unit#2 stated that he stopped at the stop sign-controlled intersection
and spotted Unit#1 traveling several hundred feet away from the intersection and believed that had
Unit#1 been going the speed limit, his turn onto the roadway would not have caused a collision. The
driver of Unit#2 stated that he proceeded to make a right turn to proceed northbound onto Duvall Ave
NE. The driver of Unit#1 stated that he proceeded turn into lane 2 of 2 to make a left turn ahead
when he felt the impact of Unit#1 colliding into the rear of Unit#2. The driver of Unit#2 stated that he
believed Unit#1 was traveling too fast on the roadway. Unit#2 suffered moderate damage to the rear
of the vehicle, specifically the rear bumper and trunk of Unit#2.
There were several witnesses at the scene. Three of the four witnesses included in this repport; Kirk
Lupkes, Jason Phelps, and Alison Lupkes explained that they had witnessed Unit#1 "racing"
northbound on Duvall Ave NE with a black sedan. The three witnesses stated that Unit#1 had
passed them and was weaving in and out of traffic, traveling at a high rate of speed. The three
witnesses believed that Unit#1's actions were extremely reckless and led to the collision. The fourth
witness, Shawna Lasso, stated that she was traveling southbound on Duvall Ave NE and saw the
collision occur. Lasso also believed that Unit#1 was traveling at a high rate of speed prior to the
collision.
Based on the above statements, several witnesses detailing the driving displayed by Unit#1, and
after examining the heavy mechanism from both the motorcycle and involved vehicle, I believe that

the driver of Unit#1 is the predominant factor for the cause of collision due to traveling at unsafe
speeds. I believe that the driver of Unit#1 violated RCW 46.61.525-Negligent Driving in the second
degree. This RCW is defined as a person being guilty of negligent driving in the second degree if,
under circumstances not constituting negligent driving in the first degree, he or she operates a motor
vehicle in a manner that is both negligent and endangers or is likely to endanger any person or
property. "Negligent" means the failure to exercise ordinary care, and is the doing of some act that a
reasonably careful person would not do under the same or similar circumstances or the failure to do
something that a reasonably careful person would do under the same or similar circumstances.
I believe that Unit#1 did not exercise ordinary care and that it was reasonable to believe Unit#2 was
entering the roadway under a reasonable belief that it was safe to do so. A reasonable driver would
not have expected Unit#1 to have been traveling at a high rate of speed nor weaving in and out of
traffic. I cited the driver of Unit#1 (C. Fife) via mail for Negligent Driving in the second degree.
Unit#1 had to be impounded due to extensive damage and the rider having been medically
transported to Valley Medical Center (VMC). Unit#2 was able to be driven away from the scene
without further incident. An exchange of information and case number were provided to all involved
parties. I delivered the driver of Unit#1's driver's license and proof of insurance, as well as the
impound form for the motorcycle to VMC Room #39 when the driver was being treated at. The
parents and the rider of Unit#1 did not wish to make any further comments about the incident.
