Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. Mr. VanValey reported the Equity Commission members strongly support advocating for funds allocated for Renton, and the commission would like to be involved in the legislative session process. He then introduced David Foster with Foster Governmental Relations. Mr. Foster highlighted the 2024 Legislative session timeline and agenda and noted that 2024 is also an election year with 25 Senate and all 98 House seats up for election. He reported that in addition to reviewing the operating, capital, and transportation budgets the session will also review housing, homelessness, behavioral health, and local revenue areas. He then reviewed Renton's legislative priorities for 2024 and issues that need to be monitored. Concluding, Mr. Foster and Mr. VanValey responded to several inquiries from Council. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City's recent progress towards goals and work programs adopted as part of its business plan for 2023 and beyond. Item noted was: • Information about preventive street maintenance, traffic impacts projects, and road closures happening this week can be found at http://rentonwa.gov/traffic. All projects are weather permitting and unless otherwise noted, streets will always remain open. AUDIENCE COMMENTS • Kent McClearly, Renton, spoke on behalf of the Renton Rowing Center noting that it is now a 501(c) Charitable Organization. He reviewed the group's mission and urged Council to continue to support the program. • Kai Powers, Renton, spoke about the positive effects being a member of the Renton Rowing Center has had on his life. • Ellie Anderson, Renton, also spoke about the positive impact the Renton Rowing Center has had on her life. • Audrey Stoughton, Renton, spoke about the positive impacts the Renton Rowing Center has had on her life and urged Council to continue to support the organization. • Imami Ford, Renton, spoke about the positive impacts the Renton Rowing Center has had on her life and urged Council to continue to support the organization. CONSENT AGENDA The following items are distributed to Councilmembers in advance for study and review, and the recommended actions will be accepted in a single motion. Any item may be removed for further discussion if requested by a Councilmember. December 11, 2023 REGULAR COUNCIL MEETING MINUTES a) Approval of Council Meeting minutes of December 4, 2023. Council Concur. b) AB - 3480 Mayor Pavone recommendeds confirmation of reappointments of Lisa Davis and Celina Kershner to the Equity Commission with terms expiring December 31, 2026. Council Concur. c) AB - 3471 Community & Economic Development Department submitted the 2024 Lodging Tax Advisory Committee allocation of funding recommendation, in the amount of $447,500, and requested authorization to execute contracts with the successful applicants for the implementation of proposed marketing initiatives. Refer to Committee of the Whole. Committee reports on any topics may be held by the Chair if further review is necessary. a) Transportation Committee: Chair McIrvin presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute a professional services agreement with Shea Carr and Jewell Inc (dba SCJ Alliance) to design engineering services totaling $165,657.05 for the 116th Ave SE Sidewalk Project. MOVED BY MCIRVIN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Transportation Committee: Chair McIrvin presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute Change Order No. 9 to CAG-22-163 with Pivetta Brothers Construction Inc. in the amount of $103,853.14 that PSE, Lumen, and Comcast will reimburse for the Rainier Ave S Corridor Improvements - Phase 4 project. CARRIED. e) Planning & Development Committee: Chair Prince presented a report recommending concurrence with the staff and Planning Commission recommendation to amend the Bicycles and Trails Master Plan and that a resolution adopting the amendment be prepared and presented for adoption when it is complete. December 11, 2023 REGULAR COUNCIL MEETING MINUTES f)Finance Committee: Chair Pérez presented a report recommending approval of the following payments: 1.Accounts Payable - total payment of $24,171,676.16 for vouchers 10726-10732, 10733- 10739, 412627-412628, 412637-412958, 412959-412984, 412993-413213; payroll benefit withholding voucher 7256-7266, 7267-7277, 412629-412636, 412985-412885 and 6 wire transfers. 2.Payroll - total payment of $3,760,284.59 for payroll vouchers that include 1,341 direct deposits and 18 checks. (10/16/2023-10/31/2023 and 11/01/2023-11/15/2023 pay periods). 3.Kidder Mathews vouchers 1424-1548 totaling $42,191.42. 4.Municipal Court vouchers 018398-018423 totaling $20,356.00. CARRIED. g)Finance Committee: Chair Pérez presented a report recommending concurrence in the staff recommendation to approve an interagency agreement with the Organized Crime Drug Enforcement Task Force Program to accept $5,000 in grant funds for the use of the State & Local Overtime and Authorized Expense/Strategic Initiative. MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. h)Finance Committee: Chair Pérez presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the 2-year Transportation Demand Management Implementation Agreement with WSDOT that provides a cost reimbursement to the city of $155,400. MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. i)Finance Committee: Chair Pérez presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the professional services agreement with Risk Solutions Unlimited, LLC for a total of $774,919 for the safety agent services pilot project. The agreement with be funded by HB 1590 contracted services funds. The required budget adjustment will be included in the first quarter/carry forward budget ordinance to occur in early 2024. CARRIED. j)Finance Committee: Chair Pérez presented a report recommending concurrence in the staff recommendation to approve the 2024 Liability Insurance policies through the city's broker, Alliant, and authorizes the Mayor and City Clerk to sign the implementing documents in order to bind the insurance policies. The total premium cost for 2024 will not exceed $915,000. The binder agreement will be transmitted by the broker for execution prior to January 1, 2024. CARRIED. k)Finance Committee: Chair Pérez presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute Agreement for Puget Sound Energy to Waive and Release Cash Surety for Deferral Permit DEF18006311 and add the funds to the 116th Ave SE sidewalk improvements (located near the Family First Community Center).
