We have discussed your e-mail below to Brian Wilson with SCWSD concerning the SCWSD - Contract #03-2017W - Cascade Hills, Phase 3 AC Pipe Replacement (#12-864) project.
Our responses:
1. The District will continue to maintain ownership of the abandoned asbestos cement pipes.
Understood. It is not necessary to have this note on the plans or Contract documents.
2. Provide the City with a copy of the project record drawings with all abandoned pipelines clearly marked.
SCWSD will provide a copy of the final project water construction record drawing (CRD) once completed to the City of Renton. It is not necessary to have this note on the plans or Contract
documents.
3. If and when required by the City, the District shall remove the abandoned asbestos pipes and restore the roadways and rights-of-way to the same or better condition at its own expense.
The District shall follow all State and Federal regulations and guidelines regarding the removal and disposal of the abandoned asbestos pipes.
SCWSD is in agreement with the City of Renton that the District shall remove the abandoned asbestos pipes and restore the roadways and rights-of-way to the same or better condition at
its own expense, if and when the abandoned pipe conflicts with a City of Renton project. The District will follow the current State and Federal regulations and guidelines regarding
the removal and disposal of the abandoned asbestos pipes as they apply to Special Purpose Districts.
But, SCWSD believes that the note above is not appropriate on a District Contract water main replacement project plan. The District Contract water main replacement project will be constructed
by a Contractor, as chosen and awarded by SCWSD, through the public bidding process. It has been noted in the project Contract documents if any abandoned asbestos concrete pipe is
to be removed.
The note above is an agreement and understanding between SCWSD and the City of Renton. Not SCWSD, project Contractor, and the City of Renton. SCWSD and the City of Renton should prepare
an agreement regarding the removal and abandonment of AC pipe. An interlocal agreement for these instances should be adequate, and cover both parties should the situation arise when
the removal and abandonment of AC pipe is warranted.
SCWSD is willing to have a meeting with the City of Renton to discuss further.
4. All abandoned AC pipes shall be completely filled with controlled density fill (CDF).
This comment is noted on the plans on Sheet 5, Construction Note #1.

Please send me an email saying that the District agrees with the following conditions ( these were mentioned previously). I hope to place the conditions in the plans and permit. Will
placing it on the plans be a concern to you during the bidding process?
