The Longacre Site is approximately 158 acres and includes approximately 850,000 square feet of office space, maintenance buildings, and landscaped area. For the purposes of this application the Project Site is defined to be approximately 85 acres of the main campus area. The current uses of the site are Commercial Office (CO) and industrial (IM) which would be kept. The master plan proposes to add additional commercial office, residential, retail, day-care, restaurants and breweries, and associated parking, outdoor spaces. Unico Properties is planning to submit a Site Plan Permit and PUD for the Longacres Campus Master Plan to the City of Renton. An environmental review is a requirement of the Site Plan Permit submission. Given the size, existing physical features and proposed future development of the Site, significant impacts are likely, and the applicant is requesting a determination of significance for the Environmental Impact Statement (EIS) process to commence. As a part of this application, a project application and four site plans are attached. These concept plans describe in further detail the current site conditions, the current allowed zoning and two options for future development. The applicant is requesting an environmental review of the environmental impacts for the proposed future development. Additional description of the site plans is below: Existing Conditions Site Plan: The Existing Conditions Site Plan is an illustration of the current buildings, parking lots and roadways that exist on the Site today. The current allowable uses include arts-related schools, offices, Conference centers, retail sales, mobile food vending, eating & drinking establishments, hotel, day care, adult day care, medical institutions & offices, parking garages, breweries/distilleries, outdoor performance venue. The Sounder’s Soccer Fields are currently under construction, with anticipated completion in the Spring of 2024. Buildings 25-01 (approximately 603,740 gsf) and Buildings 25-20 (approximately 311,982 gsf) are commercial office buildings to remain. Building 25-02 (approximately 25,416 gsf) is the Central Utility Plant for the Campus and is to remain. The Lot around Building 25-01, The Sounders FC Fields (which completed a SEPA review with the CUP received in November 2022). The plan also shows the areas of the Longacres Campus that are excluded from the EIS study which are Lot 3 located South of the North Building and Lot 7 located on the East side of Oakesdale. Alternative 1 – Existing Zoning: Existing Zoning describes the possible build out of the site if the current Commercial Office (CO) and Industrial (IM) is maintained without any changes to the zoning code. The plan shows the pattern of commercial office and related non-industrial and non-manufacturing improvements on the Longacres Campus adjacent expanding across the Campus in a similar manner as Building 25-01 and Building 25-20 that are existing. In this version there would be an additional approximately 1,149,244 square feet of office space and approximately an additional 2,644 parking stalls. Associated infrastructure, streets, storm drainage systems and landscaping as required would be a part of this version of future development too. See attached plan and chart for additional details. Alternative 2 Site Plan: This version shows the development of the Site that keeps the current allowed use of Commercial Office (CO) and Industrial (IM) and adds Residential and Mixed-Use Buildings. The build-out of the master plan would add more office and industrial, new retail, residential and restaurants to create a full mixed-use site. The Plan would add approximately 1,483,910 square feet of office and approximately 236,942 square feet of industrial and approximately 3,744 parking stalls. Approximately 2,787 new units in the residential and mixed-use buildings. Additionally, there would be approximately 67,357 square feet of retail, approximately 42,683 square feet of amenity space, and approximately 3,014 parking spaces. Alternative 3 Site Plan: This version shows the development of the Site that keeps the current allowed use of Commercial Office (CO) and Industrial (IM) and adds Residential and Mixed-Use Buildings. The build-out of the master plan would add more office and industrial, new retail, residential and restaurants to create a full mixed-use site. The Plan would add approximately 2,715,810 square feet of office and approximately 236,942 square feet of industrial and 5,559 parking stalls. Approximately 2,800 new units would be in the residential and mixed-use buildings. Additionally, there would be approximately 58,000 square feet of retail, approximately 40,000 square feet of amenity space, and approximately 2,500 parking spaces.
