HomeMy WebLinkAboutLUA02-141 FILE FILE TITLE (-- , ,.• , ‘- , • I rcY -SOYP CITY OF RENTON ADDENDUM TO ENVIRONMENTAL DETERMINATION OF SIGNIFICANCE (DS) AND EIS Pursuant to WAC 197-11-600 (4) (c) and WAC 197-11-625 Addendum to Boeing Renton Comprehensive Plan Amendment EIS as Addended by the City of Renton —The Boeing Company (LUA-02-141 ECF) Determination of Non-Significance (DNS) Date of Addendum: September 10, 2007 Date of Original Issuance of SEPA Threshold Determination: March 4, 2003 Proponent: The Boeing Company Application File: LUA-02-141, CPA, R, ECF Project Name: Boeing Linear Park Renovation Proposal / Purpose of Addendum: The Boeing Company is proposing to renovate a private linear park located along the west side of Logan Avenue North within the Boeing Renton Plant property. This linear park, constructed during the mid-1970's, is presently a combination of open lawn areas, ornamental shrub plantings, and an 8-foot wide asphalt walking path. There are also areas for active and passive recreation opportunities, including basketball, horseshoe and volleyball courts, and seating areas. The recent realignment of Logan Avenue North by the City of Renton requires a corresponding relocation of portions of the linear park, and renovation of the park's landscaping, pedestrian walkways, and recreational facilities. The project site is approximately 2,700 feet long, and varies in width. The park area is approximately 5.9 acres in size. The proposed project includes demolition of the existing asphalt path and replacement with pervious asphalt paving, restoring and redesigning lawn areas, and restoring and updating passive and active recreational areas. Approximately 4,000 cubic yards of material will be imported both from another on-site Boeing source. Temporary erosion and sedimentation control will be installed and maintained for the duration of the project. Construction is anticipated to begin in September 2007 and be. completed at the end December 2007. In 2003, the City conducted an Environmental Impact Statement (EIS) process that reviewed the Boeing Company's "Move to the Lake" proposal. In that analysis, it was determined that several manufacturing buildings would become surplus buildings as the Boeing Company consolidated its properties throughout the Renton area. The DS and subsequent EIS were based on consolidation of the Boeing properties, and amending the City's Comprehensive Plan and zoning associated with those properties. The proposed project requires a building (demolition) permit from the City of Renton and an annual grading license. Issuance of these permits is reliant upon successful completion of the SEPA Addenda process. It has been determined that the environmental impacts of the new proposal are adequately addressed under the analysis of significant impacts contained within the previously adopted EIS. Based on WAC 197-11-600(4) c, the addendum process may be used if analysis or information is added that does not substantially change the analysis of significant impacts and alternatives in the existing environmental document. Therefore, the SEPA addendum process has been utilized for the necessary Environmental Review of the proposed development.
