PROJECT NARRATIVE
EDMONDS @ 4TH
This is a building permit application for construction of a SFR on a vacant lot. The triangular
shaped configuration and slope of the lot make it a challenge to meet the City design
standards. The property is bordered by City ROW on all 3 sides with NE 4th St on the
southwest, Edmonds Ave on the west and a vacant ROW bordering the north property line.
Attempts were initially made to apply for a ROW vacation of the vacant portion bordering the
north PL. However, the adjoining neighbors north of this ROW were not interested so the
vacation concept was dropped.
Through discussions with City staff, a revised and updated Roadway/Drainage Determination
dated 10/12/23 was issued providing conditions for development of the site. The proposed site
plan follows the City’s recommendation to locate the driveway in the unimproved ROW with
connection to the existing Edmonds Ave NE sidewalk.
We understand as part of the building permit, improvements may be required in the ROW,
including streetlights, undergrounding overhead utilities and replacement of the ADA ramps at
the Edmonds Ave NE and Ferndale Ave NE intersection. See attached copy of email from
CED Development Engineering for details of improvements. As noted in the email, the Civil
Construction Permit is considered a ‘light’ civil permit with modifications to the permit
process. The Civil Construction Permit application will be under a separate cover which has
been reserved as Civil Permit C23005235.

Hello Cliff,
Yes, you can submit all the documents together.
In order to simplify this, I have created the Civil Construc on permit as a place holder in the computer.
This way, you can refer to this Civil Permit and project number when you apply for the Building Permit.

All the other required elements and the building permit application documents are completed and ready for submittal. Since some
of the 'Civil Light' elements involve other parties, we respectfully request permission to submit the other building permit application
documents at this time. This will allow us to address any review comments in a timely manner. To adhere to the
Roadway/Drainage Determination requirements, issuance of the building permit could be conditioned upon approval of the 'Civil
Light' permit.

Hello Cliff,
Those are excellent ques ons.
We are using the Civil Permit template, but we are doing it as a “civil light ” permit.
Meaning it will have a Civil Work Class, but will not be the full review and fees.
It does s ll allow us to have the improvements turned over to the City via the Bill of Sale Process.
1. Revising the existing ADA ramp at the Edmonds/Ferndale intersection.
This would include both the north and south side of Ferndale and possible relocating curb openings to pedestrian side west
of Edmonds.
This will need engineered drawings.
2. Installing the driveway cut.
This new driveway will be in the current dirt, unimproved shoulder.
From the driveway north – a short sidewalk will be needed to connect to the existing.
3. Installing 1 new street light on Edmonds Ave.
Correct
4. Undergrounding the existing overhead power line.
Yes, the one pole on the east side of Edmonds will go away and all power, phone and cable will be underground.

Thank you for providing the updated Roadway/Drainage Determination. I see that offsite improvements are limited to the
following:
1. Revising the existing ADA ramp at the Edmonds/Ferndale intersection.
2. Installing the driveway cut.
3. Installing 1 new street light on Edmonds Ave.
4. Undergrounding the existing overhead power line.
Is it not possible to handle these improvements with a ROW permit rather than requiring a Civil Construction Permit Application?
