REFER TO FINANCE COMMITTEE ESD Kristi Rowland Laura Pettitt Hannah Miller 7.e) CONSENT AGENDA AB - 3493 Parks & Recreation Department - PPNR recommended execution of the Capital Project Grant Agreement with King County to accept $800,000 in grant funds for the May Creek Trail South project. This project constructs a trail and trail bridge on the south side of May Creek between Lake Washington Blvd N and I-405 among other improvements. REFER TO FINANCE COMMITTEE Parks & Recreation MJ Van Cleave Erica Schmitz Roberta Graver 7.f) CONSENT AGENDA AB - 3491 Police Department recommended approval of an Interlocal Agreement with Puget Sound Regional Fire Authority, in the amount of $182,875, to implement an FDCARES pilot program in Renton. This agreement includes but is not limited to the de- escalation of non-violent community members in crisis with behavioral health disorders and connects them to appropriate resources. REFER TO FINANCE COMMITTEE Police Chief Schuldt Michelle Canzano 7.g) CONSENT AGENDA AB - 3502 Police Department recommended adoption of resolutions authorizing the execution of interlocal agreements with the cities of Auburn, Burien, Covington, and Tukwila for their utilization of Renton's electronic home monitoring program for eligible offenders sentenced by participant's municipal court. REFER TO FINANCE COMMITTEE Police Chief Schuldt Michelle Canzano 7.h) CONSENT AGENDA AB - 3508 Public Works Airport recommended approval of the Assignment and Assumption of Ground Lease LAG-99-006 and Assignment and Assumption of Sub Ground Lease LAG-99-002 with FBO Capital Group Management dba Dark Horse Aviation to transfer the leasehold interest in land, buildings, and facilities at the Renton Airport from Renton Gateway, LLC to Dark Horse Aviation. COUNCIL CONCUR Public Works – Facilities Martin Pastucha Jeff Minisci Jeannie Gabriel 7.j) CONSENT AGENDA AB - 3500 Public Works Transportation Systems Division recommended adoption of a resolution authorizing the full weekend closure of NE 44th St between N 43rd St and I-405 for the purpose of lowering NE 44th St to its final elevation west of I-405 and for the construction of infrastructure needed for the proposed Sound Transit Bus Rapid Transit System at NE 44th St. REFER TO TRANSPORTATION (AVIATION) COMMITTEE Public Works – Transportation Martin Pastucha Jim Seitz Jeannie Gabriel 7.k) CONSENT AGENDA AB - 3501 Public Works Transportation Systems Division recommended execution of the 2024-2025 ORCA Business Cards and Business Passports Products agreement with King County Metro, in the amount of $113,190.48, for public transit passes for up to 348 eligible employees. REFER TO TRANSPORTATION (AVIATION) COMMITTEE Public Works – Transportation Martin Pastucha Jim Seitz Jeannie Gabriel 8.a) UNFINISHED BUSINESS Utilities Committee: Chair Van presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the agreement with WSP USA, Inc., in the amount of $549,954 for design services for the Lind Ave SW Storm System Improvement project. COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION Public Works – Utilities Martin Pastucha Jim Seitz Jeannie Gabriel 8.b) UNFINISHED BUSINESS Transportation Committee: Chair McIrvin presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to sign the interlocal agreement with the City of Kent for the SW 43rd St Pavement Preservation project. The committee further recommended that a resolution regarding this matter be presented for adoption at tonight's Council meeting. COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION Public Works – Transportation Martin Pastucha Jim Seitz Jeannie Gabriel 9.a) Resolution: Resolution No 4518: A resolution of the City of Renton, Washington, authorizing an interlocal agreement between the City of Renton and the City of Kent for the SW 43rd Street Preservation project. COUNCIL ADOPT THE RESOLUTION AS PRESENTED Public Works – Transportation Martin Pastucha Jim Seitz Jeannie Gabriel 9.b) Ordinances for first reading: Ordinance No. 6131: An ordinance of the City of Renton, Washington, relating to the temporary waiver of parking fees for the City Center Parking Garage established by Ordinance No. 5997 and extended and amended by Ordinance Nos. 6018, 6039, and 6065, in response to the operational limits on businesses to extend the temporary waiver of parking fees for parking for periods of up to 10 hours within the city’s city center parking garage located at 655 South 2nd Street, providing for severability, and establishing an effective date.
