In our designated zoning area, a regulatory requirement mandates an upper-story setback for buildings with living room windows
integrated into their facades. The relevant code sections explicitly use the term "facade," indicating that this requirement specifically
applies to the primary building facade facing Airport Way. However, strict adherence to a 15-foot setback from each property line would
render our site practically undevelopable, leaving insufficient usable space for construction.
Despite our disagreement with the code's interpretation, we've taken a proactive approach by intentionally designing all units to avoid
placing living rooms on exterior walls so we can add windows. Additionally studio units feature a 6’-6”partition built within the unit to
separate the public zone living area from the private zone, specifically the sleeping area.
Drawing A300, provided with the submittal, includes enlarged unit plans with furniture layout and dimensions.
STUDIO UNITS 101 & 102:
In these units, the kitchen wall faces the North exterior wall. The remaining length 5' x 5' corner space,window has been added that serves
as an extension of the kitchen area, providing enough space for adding two chairs and a table for dining. There is no room for a couch and
living traditional living room arrangement. There is however room carved out in the public zone for providing a living room furniture layout.
The corner placement provides sufficient light and ventilation, meeting building code requirements.
The other window in this unit's exterior wall serves the sleeping area of the studio.
The sleeping area is separated from the living area with the 6'-6" high partition wall.
Studio Unit 103:
This unit is compartmentalized into the public and private zones. The layout, with the kitchen and bathroom placement, automatically
assigns the area most likely used for sleeping. We've provided a window at the living room facade facing Tillicum, where the exterior wall is
offset 32’from the property line, exceeding the required setback for placing a window at the living room facade.
Studio Units 104 & 105:
For these units, our design incorporates windows into the exterior walls. On the East and West walls, we've purposefully positioned the
kitchen, complete with a countertop that extends to create an island. This strategic placement of the partition wall divides the area into
sleeping and public zones, leaving an 8’length, just enough to accommodate a small dining table but not a traditional living room
arrangement with a couch. Both units offer ample living space to comfortably arrange living room furniture, including couches, love seats,
side tables, and entertainment centers or wall-mounted TVs.
In conclusion, our design for the studio units and their layout have been meticulously crafted to comply with the code requirements in the
CD zone. The deliberate placement of kitchen counters, partition walls, adjustments to sill heights, and area allocations ensure that there's
no alternative arrangement for dividing space within each unit, meeting the code's intent while simultaneously creating functional and
aesthetically pleasing living spaces for the development's residents.
