SUMMARY OF ACTION:
Two water leaks were found by Renton Housing Authority(RHA) and City staff, which leaks
substantially increased RHA's utility bills. The water leaks resulted in utility bills totaling
$31,342.16 for February and March 2007. RHA requests an adjustment of$14,158.35, which
leaves $17,183.81. For the same two months in 2006, RHA's utility bills totaled $14,087.05.
The requested adjustment breaks down as follows: Water- $2,200.95; Sewer- $3,635.40; and
Metro - $8,322.
STAFF RECOMMENDATION:
Grant the requested adjustment in the amount of$14,158.35.

Finance: Utility Bill Finance Committee Chair Persson presented a report regarding the request for
Adjustment, Renton Housing utility bill adjustment from the Renton Housing Authority. Due to two separate
Authority leaks that took some time to locate, the Renton Housing Authority requested an
adjustment to their utility bills in the amount of$14,158.35. The Committee
recommended concurrence in the staff recommendation and approves the
request of the Renton Housing Authority. MOVED BY PERSSON,
SECONDED BY LAW, COUNCIL CONCUR IN THE COMMITTEE
REPORT. CARRIED.
Transportation (Aviation) Transportation (Aviation) Committee Chair Palmer presented a report
Committee recommending concurrence in the staff recommendation to authorize the Mayor
Transportation: 1-405, (I-5 to and City Clerk to execute a cooperative agreement with the Washington State
SR-169) Stage 1 Widening, Department of Transportation for a City of Renton project coordinator for the I-
WSDOT 405, I-5 to SR-169 Stage 1 Widening Project. The Committee further
recommended that the resolution regarding this matter be presented for reading
and adoption. MOVED BY PALMER, SECONDED BY BRIERS, COUNCIL
CONCUR IN THE COMMITTEE REPORT. CARRIED. (See page 222 for

Planning& Development Planning and Development Committee Chair Briere presented a report
Committee recommending concurrence in the staff recommendation to approve the animals,
Planning: City Code Amends cluster, and design ordinance. The Committee further recommended that the
re R-4 Zone &Animal ordinance be prepared for first reading. MOVED BY BRIERE, SECONDED

Planning: City Code Amends Responding to Councilmember Corman's inquiry, Economic Development
re Tree Retention Administrator Pietsch stated that the tree retention ordinance, which was
reported out of Planning and Development Committee on 6/11/2007, affects
every zone throughout the City.
Utilities Committee Utilities Committee Chair Clawson presented a report recommending
Utility: SW 34th St Culvert concurrence in the staff recommendation to transfer$150,000 to the 2007 SW
Replacement Project Fund 34th St. Culvert Replacement Project budget from the Surface Water Utility's
Transfer, Budget Amend approved 2007 budget for the Lake Ave. S./Rainier Ave. S. Storm System
Replacement Capital Improvement Program project. The Committee further

the best they can, he stressed that King County Metro needs to help Renton deal
with the safety problems and encouraged Council to pursue their assistance.
Mr. Clifford noted that in Everett, an affected bus run was rerouted away from
the transit center in efforts to curb the problems. He feared that problems at the
transit center will negatively affect the vitality of the downtown area.
Councilmember Clawson indicated that statistics are not showing an escalation
of violence at the transit center. He stated that the City, the school district, and
King County have been working together to reduce the problems, and he
emphasized that Renton is actively addressing the matter.

CRT-07-005 the alleged unlawful detention of Ms. Warden relating to a 3/16/2007 DUI

Court Case: Yakima County, Court Case filed by Yakima County claiming Renton was not entitled to
CRT-07-006 terminate the agreement for the housing of inmates by Yakima County
Department of Corrections for cause. Refer to City Attorney and Insurance
Services.
Finance: Utility Bill Finance and Information Services Department submitted request from the
Adjustment, Renton Housing Renton Housing Authority for a utility bill adjustment due to a water leak and
Authority recommended granting the adjustment in the amount of$14,158.35. Refer to
Finance Committee.
Fire: Hazardous Materials Fire Department recommended approval of the conversion of the Hazardous
Position Conversion Materials Specialist position (Local 2170) to a uniformed Lieutenant position
(Local 864) assigned as a Hazardous Materials Coordinator. Council concur.
CAG: 06-066, Airport Transportation Systems Division submitted CAG-06-066, Airport Entrance
Entrance Rehabilitation, Rehabilitation; and requested approval of the project, commencement of 60-day
Construct Co lien period, and release of retained amount of$19,133.42 to Construct Co.,
contractor, if all required releases are obtained. Council concur.

ISSUE
Should an adjustment be made to Renton Housing Authority(RHA) utility bills as a result of a water
leak?
BACKGROUND
Finance received a request for a leak adjustment from the RHA. Attached is their request and
documentation of the leaks along with their utility billing history.
RHA and City staff worked for some time to locate leaks. They were found in two places.
The requested adjustment covers two billing periods and breaks down as follows:
Water $2,200.95
Sewer $3,635.40
Metro $8,322.00
Total $14,158.35
Ordinance 5210 provides that the Finance Committee shall approve any utility account adjustment
over$2,000.
RECOMMENDATION
Staff recommends granting the adjustment in the amount of$14,158.35.

Dear Mrs. Sumpter:
There is a master meter that is controlling 27 buildings with a 100 units and the M & M
Building. The utilities are vintage 1959. All the copper plumbing is the original piping.
We are aware that the water system definitely needs to be upgraded. We are continually
watching for indications of excess water usage and new leaks.
The first leak was located in front of A-2612 Sunset Lane NE by Mr. George Stahls and his crew
on March 1, 2007. A hole measuring 3/8"x 1/4" was located in a 1 1/2 inch copper tree five feet
under ground. Renton Housing Authority completed the required repairs March 5, 2007. We
have provided photos for your files. Please see photos 1 & 2.
On the morning of March 8, 2007, a second leak was discovered in front of D-2715 NE 10th
Street by Mr. Stahls and his crew. A hole measuring '/4"x 3/16" was in a water line about five
feet below the ground in a 2 inch reducing tee. Renton Housing Authority repaired this leak on
the same day. Please see photos 3 &4.
We had noted that the water usage had been increasing significantly. It is difficult to determine
of how much water is used or may be leaking when you are on one master meter.
I hope that I have provided adequate information for you to determine the amount of water that
was lost over the past couple months to determine the amount of the credit due Renton Housing
Authority.

CERTIFICATE OF MAYOR APPROVING PLAN OF FINANCING
AND RELATED OBLIGATIONS TO BE ISSUED BY
THE HOUSING AUTHORITY OF THE CITY OF RENTON
WHEREAS, the Housing Authority of the City of Renton (the "Authority") has advised
the City of Renton (the "City") that the Authority intends to issue certain obligations (the
"Obligations") in a maximum aggregate principal amount of not to exceed $9,000,000 pursuant
to chapter 35.82 RCW and a plan of financing (the "Plan of Financing") with respect to the
acquisition, construction and equipping of a 92-unit apartment complex to provide housing for
low-income persons (the"Project"), and
WHEREAS, the Authority has advised the City that, following timely notice thereof
being published in a newspaper of general circulation throughout the City, a public hearing was
held on December 22, 2006, in accordance with the requirements of Section 147(f) of the
Internal Revenue Code of 1986, as amended (the "Code"), on the proposed issuance of the
Obligations pursuant to the Plan of Financing for the Project; and
WHEREAS, I have received a written summary of the public testimony and written
comments received at such public hearing; and
WHEREAS, the Mayor is a city wide elected official and the Authority's bond counsel
has advised that the Mayor represents the City for the purposes of the approval of the issuance of
the Obligations pursuant to the Plan of Financing as required by Section 147(f) of the Code; and
WHEREAS, the Authority has advised the City that the Obligations to be issued by the
Authority for the Project pursuant to the Plan of Financing (a) may consist of a line of credit
and/or one or more issues (including refunding issues) of revenue bond anticipation notes to
provide interim financing for the Project and one or more issues (including refunding issues) of
long-term revenue bonds to provide permanent financing for the Project; (b) will be issued in
accordance with a schedule such that the first issue of Obligations for the Project will be issued
no later than one year after the date of this approval and any subsequent issue for the Project will
be issued no later than three years after the issue date of the first such issue for the Project; (c)
will not exceed a maximum principal amount of$9,000,000; and (d) in calculating the maximum
principal amount of Obligations issued for the Project pursuant to the plan of financing, the
principal amount of any issue of Obligations used to currently refund a prior issue of Obligations
will be disregarded to the extent that the principal amount of such refunding issue does not
exceed the outstanding principal amount of such prior issue; and
WHEREAS, the Authority has further advised the City that the proceeds of the
obligations will be used to make a loan or loans to Renton Fifth and Williams Limited
Partnership, a Washington limited partnership, the general partner of which is or will be a
Washington limited liability company of which Downtown Action to Save Housing, a

Washington nonprofit corporation, is the sole member, to finance housing in the City for low-
income persons;

I approve each issue of Obligations that is timely issued by the Authority for the Project

A public hearing was held on Friday, December 22, 2006, at 10:05 AM, at the offices of the
Housing Authority of the City of Renton (the "Authority") located at 2900 NE 10th Street, Renton,
Washington, on the proposed issuance by the Authority pursuant to chapter 35.82 RCW and a plan
of financing with respect to the project described below (the "Project") of certain obligations the
interest on which will be excluded from gross income for federal income tax purposes pursuant to
Sections 103 and 142 of the Internal Revenue Code of 1986, as amended.

The public was invited to attend the hearing and present oral or written testimony regarding
the project, or to submit written comments to the Authority at the above address to be received
no later than the time of the hearing. The hearing constituted the public hearing required by
Section 147(f) of the Code.
The public hearing was opened at 10:05 AM to accept oral or written testimony regarding the
Project. No members of the public appeared to present oral or written testimony. The Authority
prior to the public meeting received no written testimony. No request for accommodation to
participate in this hearing or to obtain information subject to the notice of the public hearing was
received.
There being no person requesting to submit oral or written testimony, the hearing was used to
discuss the project budget and timelines. The hearing was adjourned at 10:25 AM.

Everything appears to be in order. I am relying, in part, on the statement in the certificate that the
Authorities bond counsel has advised that you must sign the certificate.
I hope that you have been kept advised about this project.
I am not bond counsel and do not pretend to understand the intricacies of this financing. If you
have not done so, I would double check with Alex Pietsch and Mike Bailey about the advisability
of this project and whether the city has any exposure should the project fail and the Housing
Authority default. If they cannot provide you with satisfactory answers, I would suggest that we
have our bond counsel review this transaction.
Because of the "rush" on this certificate, I have limited my review to the mechanics of the process
and not involved anyone outside my office.
