NARRATIVE
On 08/24/2023 at about 1432 hours I was working uniform marked patrol as 1 R15 when I was
dispatched to a motor vehicle collision on Monster Rd SW near 68th Ave S located within the city
limits of Renton, King County, Washington. When 1 arrived I saw a Ford F650 dump truck (Unit 2) in
the middle of the roadway and an unoccupied Hyundai Sonata 4 door sedan (Unit 1) in the ditch just
off the roadway. There were no reported injuries and both vehicles had to be towed from the scene.
A witness (Troy S. Tice) approached me and said he was driving northbound on Monster Rd SW
when the collision happened. Troy did not see what led up to the collision, but he saw what
happened immediately after. After the two vehicles collided Troy saw a black colored four door sedan
(possibly a Hyundai) stop in front of Unit 1. The driver of the sedan got out and physically helped the
driver of Unit 1 exit the vehicle. Both individuals got into the sedan and were last seen headed
northbound on Monster Rd SW. Troy followed the car a short distance and was able to get the
license plate to the sedan (Washington plate BWH3256). That license plate came back clear (not
stolen) to a 2020 Kia Forte sedan registered out of Kent, Washington.
Troy described the driver of Unit 1 as a black male, about 25 years old, thin build, wearing a black
colored runner's style jacket and black colored jeans. Troy described the driver of the sedan as a
Hispanic male, about 25 years old, heavier build, wearing all black clothing. Troy would not be able
to recognize either of them if he saw them again.
Vaivelata Pakileata Vao was the driver of Unit 2 and headed southbound on Monster Rd SW when he
saw Unit 1 attempt to pass a vehicle while headed northbound. Vaivelata was surprised and unable
to move out of the roadway. The front end of Unit 1 collided into the front end of Unit 2. Unit 1 drove
off the roadway and into the ditch. Unit 2 stopped in the southbound lane partially blocking traffic,
and he was not injured. Unit 1 had significant damage to the front driver side area and was not able
to be driven from the roadway. Unit 2 also had significant damage to the front driver side area of the
vehicle and was unable to be driven. Both vehicles were towed from the scene; however, Vaivelata
called for his own tow. Vaivelata was unable to provide a description of the driver of Unit 1.
Upon closer look at Unit 1 it appeared the ignition on the steering wheel column was damaged which
was a good indicator that the vehicle may have been stolen. I requested dispatch send Kent PD to
the registered owner's home to find out. Dispatch later advised the vehicle was an unreported stolen
vehicle out of Renton, Washington. A stolen vehicle report was taken (reference Renton PD Case
#23-9762), and permission from the registered owner was given to search the vehicle. I requested a
tow truck and followed as it towed Unit 1 to the Gene Meyer tow lot. I then requested King County
AFIS to respond and search Unit 1 for latent fingerprints while I remained with the vehicle. Justin
Bernitt (Process Technician for King County AFIS) responded and processed Unit 1 for latent
fingerprints.
I completed a Tow/Impound form for Unit 1.
