Comment_240221.pdfFebruary,2024DearMayorPavone,CityCouncilMembers,AlexMorganroth,andVanessaDolbee:IamwritingtoclearlycommunicatemyoppositiontotheproposedLogan6development.IplanonattendingandvoicingmyconcernsatanupcomingcouncilmeetingandwantedtoproactivelybriefyouontheconcernsI,andotherNorthRentonneighbors(whomyou’llalsobehearingfrom,alongwiththeNorthRentonNeighborhoodAssociation),havebeenvoicingsincethefirstpublicmeetingthattookplacevirtuallyduringCOVIDinSpringof2022.OurgoalandintentionsaretopreservetheNorthRentonNeighborhood.Wearelookingfortransparency,openlinesofcommunication,andthoughtfulconsiderationoftheneighborhoodanditsresidents.Wearedumbfoundedthatthisdevelopmenthasreachedthecurrentstageofconsideration.Betweenthepotentialofthis100-unitbuilding,plusthenegativeimpactwe’vealreadyseenandexperiencedregardingTopGolftraffic,anotherproposedmulti-unitbuildingwithin250yardsofthisproposeddevelopment(AirportWayandLoganAye),inadditiontoyetanotherproposedmulti-unitprojectonSWilliamsAvenueneartheCedarRiver-theimpactstotheadjoiningresidentialneighborhoodcannotbeabsorbedbytheinfrastructurecurrentlyinplace,withoutnegativeimpactstotraffic,parking,etc.YouwillalsoseementionedbelowtheimpactfromtheSartoriSchool,locatedintheheartoftheneighborhood.Concerns&Recommendations:•Thenegativeimpactthissizeofaprojectwillhaveontrafficandparkinginthesurroundingareas.Logan6isa100-unitbuildingwith1-,2-,and3-bedroomunits.However,theparkingallotteddoesnotaccountforthenumberofpotentialresidents/drivers.100spacesareabsolutelyinconceivableforthissizeofcomplex.TheinitialguidelinefortheratioofparkingtounitswasestablishedwhenRentonwasexpectingtohaveimprovedtransitsystemsalongtheLoganAvenueCorridor.Sincethosetransitsystemswerenotrealized(SoundTransit,etc),therationolongerservestheresidentsofNorthRentonandtheimpactonparkingwillbeadverse.•Traffic(withemphasisonN3St,N4thSt.andBurnett)adverselyimpactstheNorthRentonNeighborhoodandcreatesanunnecessaryburdenforhomesonBurnettandothernearbystreets(Williams,Wells,etc).The‘overflow’oftraffic/parkingwillbeespeciallyburdensomefortheseresidents.Ascurrentlyproposed,residentswouldaccessthebuildingoneithertheSouth(3dStreet)orNorth(4thStreet)boundariesoftheproperty,withnoaccessviaNorthLoganAvenue.ThisdrivesresidentsintotheNorthRentonNeighborhood,whichisnotthepurposeofintensifiedzoningalongNLoganAvenue.TheintensifieduseislinkedtotheNLogancorridor,andifthedevelopmentorthetrafficanalysisdoesnotprovideforaccessonNLoganAvenue,thenperhapstheproposeddevelopmentisnottherightlanduseforthisproperty.•Wearealsorequestinganincreaseto1.75parkingspacesperunit.Aonepackingspaceperunitisnotadequateforunitswithmorethanonebedroom.Moreover,formanyunitsitiscertaintherewillbemorethanoneperson,anditislikelymostunitswillhavemorethanoneperson.Thismeansmorethan150cars,andmorelikelymorethan200cars,willneedpackingfromtheproposeddevelopment.Asmentionedabove,havingoneparkingspaceperunitdoesnotseemrealistic,andthiswilldrivevehiclestoparkeastoftheproperty,intheNorthRentonNeighborhood,asthereisnoparkingonNLogan,N3rdStreet,orN4thStreet.Also,thisisnota“downtown”location,withamenities(stores,restaurants)withinwalkingdistance,sopotentialresidentswouldbeusingtheirvehiclestoaccesslocalservices.•WeareconcernedthatwhiletheCity,initsCityCenterCommunityPlan(2011,updatedin2017),callsforthecityto“protectandenhancetheneighborhoodsintheCityCenter”andto“enhancemeasures(suchassetbacks, buffers,landscapescreeningandheightrestrictions)toprotectedgesofsingle-familyareasfromadjacentdeveIopment’noactionhasbeentaken.•Wearerequestingthatanupdatedtrafficsurveybeconducted.Thisrequesthasbeenvoicedatmanymeetings.Itisourunderstandingthisisoccurring,butwerequestthatarevisedtrafficstudy/analysisbeprovidedasaprecursortoanyfurthercontinuationofthereviewprocess.•We’dliketounderstandwhytheCityofRentonResolution2708,relatingtothepreservationoftheNorthRentonneighborhood(andKennydale)assingle-familyneighborhoods,withthecitymakingprotectionoftheseneighborhoodsapriority,isnotbeingabidedby.•TheproposedcomplexonLogan,withtheuseoftrafficaccessingN3tdandN4thseemsquitecounterintuitivetoasettlementagreementsignedbyLarryWarren,attorney,andEarlClymer,thenRentonCityMayor,andagreeduponwithlegalcounselandrepresentativesfromtheNorthRentonneighborhood(includingformerCouncilmemberTheresaClymerandNeighborhoodPresidentMargeRichter)atthattime.•AfulldisclosureofinformationshouldbesharedwiththeHearingExaminer,alongwithanyrecordsprovidedatanyhearingonthistopicreferencedabove.•Conductretrospectives:ItwasevidentataNorthRentonNeighborhoodAssociationmeeting,thatthecitydidnotconductaretrospectiveontheimpactofSartoriSchoolredevelopment.Ibelievetherearevaluablelessons,especiallybecausethatdevelopmentcontinuestobeapointofcontentionfortheneighbors.We’reaskingthatasnewdevelopmentsareproposed,welookatcurrentstate,conductretrospectives,andthatbothlong-andshort-termimpactsbeconsidered.•SincetheRentonComprehensivePlaniscurrentlyunderreview,wewouldlikethecitytopresentthedetailofthisplantotheNorthRentonCommunityAssociationatanupcomingmeeting.Inclosing,IunderstandthattheLogan6projectisonceagainonhold,asitwasinSeptember2022andthenagaininSeptember2023andiscurrentlystillonhold.ItispossiblethattheCityPlanningteamputtheprojectonholdafterattendingourOctober2023NorthRentonNeighborhoodAssociationmeeting.WearehopefulthatcitystaffarelisteningtoconcernsexpressedbyneighborsintheNorthRentonneighborhood,andwealsoarehopefulthecitycouncilwilllistentoandhearourconcernsaboutthisproposeddevelopment,andactonbothourbehalfandonbehalfofthecity.Sincer9ly,AAcoernedciti4noftheNo)’fJlRntonNeighborhoodcVDrv\co/(Address/
