*This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized. *
On 02.16.2024, at approximately 1814 hours, I was dispatched to assist with a vehicle collision vs a
pedestrian, with injuries, at the intersection of Hardie Ave SW and SW 5th PL., in the City of Renton,
WA, the County of King.
I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was
operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead
exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully
equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton
Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with
"POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious
to any reasonable person I was a police officer. I was assigned as 304.
At the time of this incident, it was clear, the roadways were dry, and it was dark with streetlights
illuminated. The temperature was approximately 46 degrees.
Prior to my arrival, dispatch updated the notes in the call with the following:
`RP STATES A VEH HAS STOPPED - LINK IF IS SAME VEH THAT HIT PED, UNK
CONSC/BREATHING FOR PED, LINE DISCON BEFORE FURTHER, NO ANSWER ON CR CB
(1814:59 hours).'

Renton Fire Authority and Medics had been upgraded and were er.
I arrived on scene at approximately 1815:39 hours and observed a dark green in color Toyota Tercel
bearing WA/ BWW0329 (later identified as Unit 01) parked on the west side of the roadway, just
south of the marked crosswalk. Directly on the side of the vehicle, laying in the grass with injuries to
his face, I observed the victim, a pedestrian who had been walking in the marked crosswalk, walking
from east to westbound. The pedestrian/victim was later positively identified by Officers on scene as
REDMON, ELVIS JUDGES (DOB: 01.15.1983; ). Redmon was bleeding from the
face, was lying in the fetal position and I was unable to determine if any of his limbs appeared broken.
Redmon was speaking very softly, and I attempted to obtain what happened, but he was unable to
articulate. I reassured Redmon medical personnel were on their way, and I tried to get him to stay
still, it was unknown the extent of his injuries.
I observed the involved vehicle, license plate listed above, had extensive damage to the front
passenger side windshield, which was splintered, most likely from Redmon's head/body, and the
vehicle had damage to the hood and front bumper.
The driver of the vehicle and sole occupant was still on scene, and he was identified by his
Washington State Driver's License as GUERRERO, ROY BELL (DOB: 01.03.1956; 106th 10th ST
NE; Apt. 122; Auburn, WA; 425/919-4048; guerreroroy033@gmail.com.)
I confirmed with GUERRERO he was driving the vehicle and he stated he was. I asked GUERRERO
what happened leading up to the collision and he stated he was traveling southbound on Hardie Ave
SW, "following the flow of traffic," when Redmon `ran between cars' and he struck him. I confirmed
Redmon was in the marked crosswalk and witnesses on scene stated he was. GUERRERO also
stated he did not see Redmon in the roadway.
An independent witness was on scene, and he was identified as Williams, Anthony E. (DOB:
04.19.1988; 18710 17th Ave S., #7041; Tacoma, WA; 206/458-0581). Williams stated he observed
Redmon in the marked crosswalk at the intersection of Hardie Ave SW and SW 5th PL, walking from
east to westbound. Williams observed Unit 01 traveling southbound on Hardie Ave SW. Williams
observed Redmon was almost completely out of the street when he was struck by Unit 01, striking the

front passenger side bumper/hood and windshield. I asked Williams to remain on scene to speak with
Traffic Investigations Unit Detective K. Lane, who was working in the north end of the city and arrived
on scene of this collision.
KC Medic Units arrived and placed Redmon in the back of the medical rig.
I continued to speak with the driver, GUERRERO who appeared to be very unsteady on his feet until
he informed me, he has a multitude of medical issues and walks with a cane. GUERRERO asked me
to retrieve his cane from the front passenger side of the vehicle and I did. 1 asked GUERRERO he if
was currently taking any prescription medications and he stated he takes Oxycodone and had 3
(three) pills in his pocket. GUERRERO said he is undergoing dialysis treatment and had treatment
today from 0900-1300 hours at Northwest Kidney Centers, located at 602 Oakesdale Ave SW.
GUERRERO said he has been clean and sober from "everything" for approximately 27 years, and 1
did not smell an odor of intoxicants emanating from his person. GUERRERO said he took 1(one) 5
mg pill of Oxycodone today at approximately 0700 hours, and he has `pain from head to toe.' It was
obvious GUERRERO had several health issues, but he declined medical aid and said he was not
injured as a result of the collision.
I am a certified and current Drug Recognition Expert (DRE) in the State of Washington with over 63
completed evaluations. I continued to speak with GUERRERO and asked him to perform HGN
(Horizontal Gaze Nystagmus), as he could not walk without a cane, so conducting the Walk and Turn
(WAT) and One Leg Stand (OLS) portion would have been fruitless. I did not observe HGN from
GUERRERO and he stated he would be willing to submit to a voluntary blood test.
I asked Officer Girello to respond to Northwest Kidney Centers and confirm GUERRERO's
statements. Officer Girello went to the above location and spoke to a nurse who confirmed
GUERRERO had dialysis treatment today from 0900-1300 and was not given any narcotics; he was
given food supplements, vitamins, and fluids. Officer Girello completed a supplemental report
outlining his involvement.
I spoke in depth with Traffic Detective Lane and advised him I did not believe GUERRERO was
impaired by drugs and/or alcohol at the time of this collision and I did not have probable cause;
however, I informed him GUERRERO stated he would submit to a voluntary blood draw.
I responded back to my patrol vehicle and obtained page 7 from the DUI arrest report, which includes
the Voluntary Blood Draw Consent Form at the bottom of the page. I obtained a chair from
GUERRERO's vehicle so he could sit, and 1 read this portion of the form to him verbatim.
GUERRERO stated he understood and did not request to consult an attorney. GUERRERO said he
did not have any questions and would consent to a voluntary blood draw. GUERRERO had a fissure
in his left upper arm/AC and asked if Medics could use his right arm.
Detective Lane attempted to have KC Medics draw blood from GUERRERO but they refused, no
blood was taken from GUERRERO.
Redmon was transported to Valley Medical Center with injuries that do not appear to be life-
threatening as he was not transported to Harborview Medical Center.
Detective Lane stated the involved vehicle did not need to be impounded to Renton Police Evidence
Garage, but it was inoperable, so Gene Meyers impounded it to their lot-1 completed the impound
form via SECTOR and emailed Gene Meyers and GUERRERO a copy.
GUERRERO was transported to his residence by Officer Ediger.
I completed the collision portion of this investigation and Detective Lane advised me he would follow-
up with the victim, Redmon to determine the extent of his injuries but confirmed this did not meet the
elements for Vehicular Assault.
This report was emailed to Detective Lane at a later date.
