NARRATIVE
23-11797
On 10/16/2023 at approximately 1109 hours, I was dispatched to an unknown-if-injury vehicle
collision at the intersection of Lind Avenue SW and SW 41 st Street, within the City Limits of Renton,
County of King, State of Washington.
While en route, Dispatch advised that two vehicles were involved in a collision, specifically a semi-
truck and a passenger car, and were blocking the roadway. Dispatch later updated responding
Officers that the driver of the passenger car had been pinned behind the windshield and an upgraded
medic response was initiated. Sergeant S. Woodward arrived on scene prior to me and began
collecting the semi-truck driver's information while the Renton Regional Fire Authority (RRFA) began
extraction efforts on the driver of Unit#1.
Upon my arrival, I collected each involved party's information and their independent recollection of
their involvement leading up to the collision. The driver of Unit#1 was still pinned inside of the vehicle
while RRFA worked to extract him. Upon extraction, the driver of Unit#1 was incapacitated and
unable to provide a statement regarding his recollection of the collision. Sergeant Woodward was
however able to collect the driver of Unit#1's identification and insurance information.
Per a witness that remained on scene and dash camera footage provided by the company
representing Unit#2, it was determined that prior to the collision, Unit#1 was traveling southbound
on Lind Ave SW approaching the intersection of SW 41st Street. The dash camera footage revealed
that Unit#1 was in a slide and was straddling both lane 1 and lane 2 of the southbound lanes of Lind
Ave SW. Unit#1 appeared to be in an uncontrollable slide on the wet and rainy road conditions into
the intersection against a red light, striking the passenger side of Unit#2's cargo trailer. Unit#1
suffered significant damage because of the collision. Due to the driver of Unit#1's extraction, the roof
of Unit#1 was removed by RRFA.
The driver of Unit#2 said he was the sole occupant of his company's commercial vehicle, a 90,0001b
loaded semi-truck and trailer combination, and was traveling westbound on SW 41st ST approaching
the intersection of Lind Ave SW in lane 2 of 2. The driver of Unit#2 stated he was intending to
continue west through the intersection. The driver of Unit#2 stated that prior to reaching the
intersection of Lind Ave SW, he noticed the traffic signal for his direction of travel had been green for
several seconds. The driver of Unit#2 continued through the intersection on what was described as a
stale green light. Unit#2 was partially through the intersection when it was struck by Unit#1 causing
moderate damage to the passenger side of cargo trailer in tow, ultimately severing an air supply line.
A witness who remained on scene, identified as Breniya Dubose, stated that she was traveling
directly behind Unit#1 on Lind Ave SW. Dubose stated that Unit#1 appeared to not stop at the
approaching intersection, specifically at Lind Ave SW and SW 41st ST, and continued into the
intersection against the displayed red light. Dubose was unsure why Unit#1 would have gone into the
intersection.
Based on the above statements and after having reviewed the dash camera footage, I determined
that the Driver of Unit#1 (Dennis) was the predominant factor for the cause of collision due to Failing
to Obey a Traffic Control Legend and Speed Too Fast for Conditions.
Dennis violated RCW 46.61.055(3A) as vehicle operators facing a steady circular red signal alone
shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of
the intersection or, if none, then before entering the intersection control area and shall remain
standing until an indication to proceed is shown.

Dennis also violated RCW 46.61.400(1) as no person shall drive a vehicle on a highway at a speed
greater than is reasonable and prudent under the conditions and having regard to the actual and
potential hazards then existing. In every event speed shall be so controlled as may be necessary to
avoid colliding with any person, vehicle or other conveyance on or entering the highway in
compliance with legal requirements and the duty of all persons to use due care.
While on scene, the traffic control legend-controlled intersection was functioning properly. The driver
of Unit#1 was traveling too fast for the wet and rainy road conditions, as well as proceeded through
the posted red traffic light at the intersection causing a collision. I therefore cited Dennis via mail for
Failing to Obey a Traffic Control Legend and Speed Too Fast for Conditions.
Both Unit#1 and Unit#2 had extensive damage and had to be impounded from the roadway. An
exchange of information was provided to all involved parties.
