NARRATIVE
On 02/06/2024, 1 was working uniformed patrol in a marked police vehicle as 3R23. At approximately
2134 hours, I was dispatched to an unknown injury accident at the intersection of N 3rd St/Wells Ave
N, which is located within the city limits of Renton, county of King, Washington. Dispatch advised that
a witness was calling in a motor vehicle accident between 2 cars with unknown injuries.
When I arrived at the call location, I was able to locate the involved subjects in the crash. They were
identified as follows:
Unit 1: A gray 2013 Ford Fusion (WA/CER7437, VIN/3FA6POSU5DR261366).
Driver: Mansoor Faizi (DOB: 03/13/1992).
Front passenger: Jamaluddion Mosazai (DOB: 04/21/1994).
Unit 2: A black 2004 Infinity G35 (WA/CHZ2873, VIN/JNKCV54E84M803301)
Driver: Sydney J. Craft (DOB: 05/19/2005).
1 saw that Unit 1 was facing northbound on Wells Ave N just slightly past the stop sign on the south
side of the intersection. Unit 1's driver and passenger were standing nearby on the sidewalk. I also
saw that Unit 2 was facing westbound on N 3rd St just east of the intersection. Unit 2 was facing
westbound in the eastbound lanes. Unit 2's driver was still in the driver's seat.
I was able to speak to the driver of Unit 2. My conversation with her is summarized as follows:
Unit 2 stated that she was traveling in lane 1 on N 3rd St headed eastbound. As Unit 2 was passing
Wells Ave N, she recalled that Unit 1 was headed north on Wells Ave N. Unit 2 stated that Unit 1 did
not stop at the stop sign. Unit 1 then impacted the passenger side of Unit 2's vehicle. Unit 2 then
stated her vehicle spun before it stopped just east of the intersection facing the opposite way.
When I observed Unit 2's vehicle, I noticed that there was a large dent and scratches that ran along
the entire passenger side of the vehicle. I also saw that the front bumper was no longer on Unit 2. 1
also saw that Unit 2's airbags on her passenger side had been deployed.
Unit 2's driver stated she was uninjured but was shaken up.
I was then able to speak with the driver of Unit 1. My conversation with him is summarized as follows:
Unit 1 stated that he was traveling northbound on Wells Ave N approaching N 3rd St. Unit 1 then
stated he saw the stop sign and stopped at the vehicle. Unit 1 then said that he then began to enter
the intersection. Unit 1's front end then collided with Unit 2's passenger side.
When I observed Unit 1's vehicle, I noticed that there was significant disfigurement on the front side
of his vehicle. I also saw that a combination of Unit 1's airbags had been deployed.
Unit 1 and his passenger stated that they were both uninjured.
I had an independent witness approach me and identify herself as Jodie A. Sweatman (DOB:
03/11/1995). She stated she lives in a few houses just north of the intersection where the accident
occurred. Jodie also showed me surveillance footage of the crash that was captured on a camera that
faced toward the intersection. I saw that Unit 1 did not appear to stop at the stop sign as he traveled
northbound on Wells Ave N. Unit 1 proceeded to enter the intersection at N 3rd St and collided with
the passenger side of Unit 2.
Based on the fact that I observed via surveillance that Unit 1 did not stop at the stop sign on

northbound Wells Ave N just before N 3rd St and the fact that this caused Unit 1 to collide with the
passenger side of Unit 2, 1 found reasonable cause for a violation of RCW 46.61.200. 1 subsequently
completed a SECTOR ticket for Unit 1 and sent it to the prosecutor queue to be mailed to him.
All parties were evaluated by the fire department at the scene due to airbag deployment. Unit 1
eventually left under his own power with his passenger. Unit 1 stated he would be picked up by a
friend. Unit 2 was given a courtesy transport to the station to be picked up by family. Unit 2 eventually
left with her brother. An exchange of information was provided to both parties before my departure.
Both vehicles in the collision were towed by Bankers Tow as they were both undrivable.
Based on the above described, Unit 1 appears to be the proximate cause of the collision.
