The City's tree regulations allow removal of all trees from a "developed" site but limit tree cutting to 12 trees per year on a "partially developed" site. The Springtree Condominiums appears to be fully developed with either parking, structures or roadways. No significant area of site has been left vacant. The trees in question are located around the site boundaries and in numerous groupings throughout the site. The definition of "partially developed" is: "A lot or parcel of land upon which a structure is located and which is of sufficient area so as to be capable of accommodating increased development pursuant to the Renton Zoning Code; or which may be subdivided in accordance with the City subdivision regulations". Since there was no Quorum at that time,voting had been deferred until this meeting. Scott Drebert, who has been involved in the financial discussions with both the condominium management and the consulting firm, indicated that the need for action is now critical and several other homeowners agreed. Scott reviewed the probable costs to the homeowners and the steps needed to insure accuracy in gauging the longevity of the current structures and setting up the bid process. Conclusions: Roofing Technical Services will be contacted to do a complete assessment of the buildings not examined in the earlier roof survey and a complete scope of work report will be requested in order to set up the bidding process for the actual work to be done. Discussion of Changes in Cable Services Sherrie Moore Discussion: Continuing the current cable service for the Condominiums will require signing a 10-year contract. Currently,Extended Basic Cable is all that is covered. The current charge of$17.90 is part of the Association dues.The contract will provide same service and guarantee that the rates will remain at 65%of the non-contract rate. Additionally, the cable company will install the boxes for additional services at no additional charge. The additional services will be the responsibility of individual homeowners,not the association. If the contract is not renewed,the individual homeowners will have to obtain their cable services separately and the money currently paid by them will go into the reserves. This would mean that dropping cable services would not mean a drop in the Association fees. Conclusions: The attending members voted, 32 to 2 to renew the cable contract. We do not have minutes from the last Board meeting. A decision has been made to mail out the minutes to homeowners. Old Business Russ has finished tree trimming and trimming the tops of the trees today. Russ has also been clearing away the bark and debris from sides of the buildings. This will be done annually. Water: Approved a contract with WaterWise to winterize our roofs. Have been told it may not be cost effective to continue performing this service. It may be better to repair leaks as they occur. The Board will be voting on the logging of trees tonight. David Rash inspection: he has not been out to do the inspection. Sherrie and Bob have done a walkthrough to check if an offense has occurred,looking for clutter,unauthorized items in patios,etc. Will be doing an inspection monthly and writing letters accordingly. Please check your water heater tanks. Tanks have a limited lifespan and need to be replaced every 7 or 8 years. Water heaters can leak after the lifespan has expired.
