EE20390 CASE# 23-13242 DATE dF coyL� aE 11/16/23 11:21 LISIO isi©�u NARRATIVE 23-13242 On 11/16/2023 at approximately 1121 hours, I was dispatched to assist Parking Enforcement Officer D. Ford who reported being involved in a non-injury and non-blocking vehicle collision in the Red Robin parking lot, located at 719 North 10th Street, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, Officer J. Wisniewski was out with the driver of Unit#1 and informed me that she had refused to identify herself to him. Officer Wisniewski was in full uniform at the time and had made a lawful request for the driver's identity following a collision between her vehicle and Parking Enforcement Officer Ford's vehicle. After being informed of this, I walked over to the driver of Unit#1 and asked for her identification. The driver of Unit#1 ignored me and continued talking into her cell phone. I informed the driver of Unit#1 that she would be placed under arrest if she failed to identify herself to Law Enforcement following a collision. Eventually, the driver of Unit#1 walked back to her vehicle and provided me with her pictured WA Driver's License, identifying herself as JACKSON, ELASIA V (DOB 09/07/2003). Jackson and Ford confirmed the collision was non-injury. While on scene, I collected each involved party's driving documents and independent involvement leading up to the collision. Jackson had provided me with an expired insurance card but claimed that the policy was still active. The driver of Unit#1 (Jackson) stated that she was the sole occupant of her vehicle and had arrived at Red Robin to pick up a food delivery order for an app-based delivery program that she worked for. Jackson stated that she parked in a handicap parking stall and was intending to just be there momentarily while she picked up the to-go order. Jackson claimed that at some point prior to her obtaining the order from inside Red Robin, Parking Enforcement Officer Ford parked behind Unit#1 and asked to see if the driver had a handicap placard. Jackson did not have a placard and attempted to move her vehicle out of the handicap stall. Per Jackson, Ford blocked Jackson's vehicle in so that she could not move her vehicle. Jackson admitted to me that she knowingly saw Ford's vehicle but still reversed into Ford's vehicle. Minor damage to the front passenger side door of Unit#2 was observed. There was no noticeable damage to the rear of Unit#1. The driver of Unit#2 (Ford) was in a marked Renton Police Parking Enforcement vehicle (Vehicle #219) and said she was conducting a parking emphasis in the Red Robin parking lot. At around 1121 hours, Unit#1 pulled into a fully marked handicap stall, with both signage and ground paint indicating the reserved stall status. Ford stated that there wasn't a placard nor license plate indicating the proper credentials to be in said stall visible in Jackson's vehicle. Ford said that she approached Jackson to try and resolve the issue, but that Jackson ignored Ford. Ford went back to her vehicle and began writing a parking violation. While Ford was attempting to write the citation, Unit#1 began reversing, eventually making contact with the passenger side door of Unit#2, causing a visible dent. Ford said that Jackson then pulled forward and reversed a second time, making contact with Ford's vehicle again. At one point, Jackson got of her vehicle, approached the Parking Enforcement vehicle, opened the passenger door to Unit#2, and began telling Ford she needed to move her vehicle. Ford radioed for police assistance and said that Jackson began taking photos with her cell phone of Ford and her vehicle. Based on the above statements, I believe that the driver of Unit#1 (Jackson) was the predominant factor for the cause of collision as Jackson knowingly reversed into another vehicle. Jackson admitted to me that she was aware Ford's vehicle was directly behind her vehicle and that she just wanted Ford to move her vehicle and did not intend to hurt Ford. Based on Jackson's statement, she could be charged with the crime of malicious mischief in the third degree due to intentionally damaging PAGE 3 OF 5 AND REPORT NO. Officer Ford issued the driver of Unit#1 (Jackson) a parking citation for violation of the handicap stall requirements. Both Unit#1 and Unit#2 were able to be driven away without further incident. A business card and case number were provided to both the involved parties.
