generation facility in the R-8 zone. The facility would serve to pump water from the nearby North
Talbot Hill Reservoir to supply water in the event of an emergency. The new 968 sq ft generator
building would be approx . 18 ft high and insulated to limit the operating volume to 75 dB or lower.
It would be located approx. 45 ft from S 19th St and 75 ft from Talbot Rd . S. The applicant

Advisory Notes to Applicant:
The following notes are supplemental information provided in conjunction with the environmental determination.
Because these notes are provided as information only, they are not subject to the appeal process for
environmental determinations.
Advisory Notes:
Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to rescind
the approved extended haul hours at any time if complaints are received.
2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will
occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the
current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed
between the dates of November 1st and March 31st of each year. The Development Services Division's approval of
this work is required prior to final inspection and approval of the permit.
3. Commercial, multi-family, new single-family and other nonresidential construction activities shall be restricted to the
hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays
shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.
4. All landscaping shall be irrigated by an approved irrigation system prior to final occupancy permits.
Site Plan Conditions:
1. The applicant shall submit a landscape plan for the planting strip required in the right-of-way along Talbot Rd.Sat the
time of application for construction permits for the street improvements. The plan shall be subject to review by the
Development Services project manager.

The project site is located on the south-eastern corner of Talbot Road S. and S. 191h St. The new
generator building is proposed just east of the existing parking lot that serves the tennis courts over
the North Talbot Reservoir, There is an existing 195 sq. ft. restroom and storage building on the
site.
The site is located in the R-8 zone. To the east of the site is a single-family home, located
approximately 130 ft from where the new generator structure would be built. Across the street to
the north and west are single-family homes, and to the south is the Talbot Hill Reservoir Park.
The proposed building would be 968 sq. ft. and approximately 18 ft. high with a pitched roof. It would
have a brick fac;;ade with only a few vent openings and no windows. The applicant has proposed
sight-obscuring landscaping in a planting strip around the building. The planting strip would be an
average of 15 ft. wide and contain columnar junipers, vine maples and other trees and shrubs. The
number and size of the proposed plants would assure that the building would essentially be
obscured within approximately two years.
Access to the building would be from Talbot Rd. N through the existing parking lot. Street
improvements, including curbs, gutters, sidewalks and a planting strip, are proposed in Talbot Rd. S
along the frontage of the parceL
The mobile diesel-powered generator within the building would only be used in an emergency. It
would be tested once a month for 30 minutes. The applicant proposes to insulate the building to
limit the operating volume of the generator to 75 dB or lower at the site property line.
II PART TWO: ENVIRONMENTAL REVIEW
A. Environmental Impacts
The proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development.
The ERG review identified the following probable impacts from the proposed project:
1. Earth
Impacts: The applicant submitted an Engineering Geology Report completed by RH2
Engineering in November 2005 for the project The report describes that the site is underlain
by two to six ft. of dark brown gravelly, sandy loam underlain by very dense blue-grey
Vashon ti IL Above this is an approximately two to four ft layer of fill that likely stems from the
excavations for the nearby reservoir. The report states that the earth underlying the site will
have sufficient strength to support the proposed structure safely and makes
recommendations for excavation, subgrade preparation and foundations. With the
geotechnical report recommendations, the project will provide adequate mitigation of
possible impacts.
It is anticipated that temporary onsite erosion and offsite sedimentation from stormwater
flows leaving the site can be expected during the construction period, which will involve site
grading. This work will potentially occur during the rainy season (October-March). The
applicant submitted a Technical Information Report prepared by RH2 Engineering, dated
March 2006, outlining how the project will comply with the King County Surface Water
Design Manual, 2005 Edition. Following the submitted report will ensure that any possible
impacts are avoided and mitigated.

Impacts: -· Operation of the emergency generator will cause noise. Public comment was
received by a neighbor expressing concern that the diesel-powered generator could create
annoying noise pollution. The applicant has proposed to insulate the building such that the
maximum noise level would be 75 dB at the site property lines. Furthermore, the generator
would only be operated for testing once a month, for 30 minutes, and in the case of an
emergency if it is needed to secure water supply to residents and businesses. Staff believes
that the intended limited use of the facility and the measures to reduce the noise impacts is
sufficient and that no further mitigation is necessary.

3. Aesthetics
Impacts: The power generator facility would be located in a residential neighborhood at an
intersection along a collector street, and thus within view of residents of the area. It would
also be located in a public open space area. The proposed structure appears to provide
more than just functional architecture, by offering a brick fagade and pitched roof more in
keeping with its residential surroundings. In the planting strip around the building a good
number of plants of generous size are proposed to be planted, which would offer visual
interest and likely obscure the blank walls of the structure in about two years.
Mitigation Measures: No further mitigation recommended.

B. ERC Mitigation Measures
Based on an analysis of probable impacts from the proposed project, no mitigation measures are
recommended for the Determination of Non-Significance.

and address site plan issues regarding the proposed development All of these comments are
contained in the official file, and the essence of the comments has been incorporated into the
appropriate sections of this report and the Decision at the end of the report. Several staff review
memoranda are also included as exhibits to this report.
D. Consistency with Site Plan Approval Criteria
In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-31-
33(0) of the Site Plan Ordinance, the following issues have been identified by City Departmental
Reviewers and Divisional Reviewers:
(1) Conformance with the comprehensive plan, its elements and policies
The Comprehensive Plan Land Use Map designation for the site is Residential Single Family (RSF).
The Comprehensive Plan addresses public facilities in the Utilities section of the plan. The
Community Design section of the plan offers guidance for new structures in existing residential
neighborhoods, such as the subject site. The following Comprehensive Plan policies are applicable
to the proposal:
Policy U-42. The City's Water Utility will strive to meet maximum day demand during a reasonable
"worst case" supply system failure. The proposed emergency pump facility will help the City meet
the demand for water in the case of damage to the supply system.
Policy CD-14. Architecture of new structures in established areas should be visually compatible
with other structures on the site and with adjacent development. The design of the generator
building is compatible with the its surroundings. It has a brick fai;ade and pitched roof. The height
and bulk of the building mimics nearby residential structures. Where the building lacks windows
because of its intended function, landscaping will offer visual interest
Policy CD-44. Development should provide appropriate landscaping and faqade treatment when
located along designated City arterials or adjacent to less intense developments in order to mitigate
potentially adverse visual or other impacts. The proposed brick fai;ade and landscaping mitigate the
potential adverse impacts of such a facility on neighbors and passers by. The plantings and building
design appear to have taken into consideration the location of the building.
(2) Conformance with existing land use regulations
The subject site is zoned Residential 8 Units per Acre (R-8). While the purpose of the R-8 zone is to
encourage new and infill detached single-family residential development, small utilities, such as the
emergency power generator facility, are a permitted use in the zone. The new structure must meet
the development standards of the zone.

Lot Coverage -The R-8 zone restricts lots greater than 5,000 sq. ft. in size with a maximum
building coverage of 35% or 2,500 sq. ft., whichever is greater. The new 968 sq. ft. structure in
addition to the existing approximately 195 sq. ft. structure on the 38,376 sq. ft. parcel would result in
a lot coverage of 2.65%, which is well under the lot coverage limits in the zone.
Setbacks -The minimum building setbacks required in the R-8 zone, include a front yard and side
yard along a street setback of 15 ft. for the primary structure and 20 ft. for attached garages, an
interior side yard setback of 5 ft., and a rear yard setback of 20 ft. The proposed power generator
facility would be located 48 ft. from S 191" St., 81 ft. from Talbot Rd. S, 110 ft. from the east lot line
and 87 ft. from the lot line to the southwest. It would thus meet the minimum setback requirements.
Building Height -Building height in the R-8 zone is limited to two stories and 30 ft. for primary
structures and 15 ft. for detached accessory structures. The building height of the proposed power
generator building would be 18 ft., which is below the 30 ft. height limit in the R-8 zone.
Parking, Loading and Driveway Requirements -The parking regulations (RMC 4-4-080) require a
specific number of off-street parking stalls to be provided based on the amount of square footage
dedicated to certain uses. The proposed generator facility is a public utility use that would not create
increased need for parking. The monthly maintenance would require parking for one vehicle.
Landscaping -The R-8 zone requires that sites along non-arterial public streets provide a
minimum 5 ft. wide landscape strip in the right-of-way, provided that if there is additional
undeveloped right-of-way in excess of 5 ft. this shall also be landscaped. The site is currently fully
developed with a parking lot, lawn and barked areas along the frontage. The applicant is proposing
to install curbs, gutters and sidewalks along Talbot Rd. N to meet Renton development
requirements. There is an approximately 7 ft. strip of right-of-say behind the sidewalk that will be
required to be landscaped. Staff recommends that as a condition of site plan approval, the
applicant be required to submit a landscape plan, illustrating how the applicant will meet the
frontage landscaping requirement, for approval by the Development Services Division project
manager at the time of submittal for civil construction permits.
In addition to the required frontage landscaping, the applicant is proposing landscaping in a planting
area around the building to improve the aesthetic impact of the structure. The planting area is an
average of approximately 15 ft. The number and sizing of the plants is generous and includes vine
maple, strawberry trees, shore pines, columnar juniper, and a number of native shrubs and ground
covers. The landscaping meets the requirements of the development regulations.
Mitigation of impacts to surrounding properties and uses
Because the project is located near single-family residential development, there is a potential for
impacts when the generator is operated in the future. The applicant has stated that these times will
be limited to emergency situations, where it is necessary to provide water to residents and
businesses, and for fire fighting. The generator would also be tested once per month for a half-hour
to ensure that it is operable in case of an emergency. The applicant has proposed to insulate the
building such that the maximum noise level would be 75 dB at the site property lines. Staff believes
that this would be appropriate and adequate mitigation, considering the necessity of the facility and
its location where it can serve the public.
There are also potential visual impacts on nearby residents. The building would be about 130 ft.
from the nearest residential home, to the east, and about 100 ft. from the houses across S 19'" St.
from the site. The building would be setback 48 ft. from S 19'" St. and about 80 ft. from Talbot Rd.
S., toward the interior of the lot. The area where the building would be placed is a slight knoll, such
that the site and building on it appear slightly elevated from the street. The proposed limited size of

the building, its brick fac;ade and building style, as well as the thick vegetation proposed to surround
the building, would aid in ensuring that the new facility would blend in well with the surroundings.
The landscaping is planned to completely surround the building with thick vegetation. The
landscaping that is required along the frontage in the street right-of-way would offer visual buffering
of the site in its highly visible location also. In this area there is currently only a chain link fence,
bark and lawn, so the new sidewalks and landscaping would be a marked improvement.
(3) Mitigation of impacts of the proposed site plan to the site
The site currently offers parking for visitors to the abutting tennis courts and park. Visitors to the
park might be impacted by the new structure. The new building would be only 10 ft. to 15 ft. east of
the parking lot, and thus clearly visible to users of the park. The small size of the building, its
pitched roof and brick fa9ade would counter much of the negative impact that this type of facility
might have if it was designed strictly to serve its purpose. The proximity to the parking lot would be
buffered by generous landscape plantings. The landscaping would run completely around the
building, offering buffering of the structure and visual interest to those visiting the park and tennis
courts nearby.
(4) Conservation of area-wide property values
The new generator building as proposed would be relatively unobtrusive in design. The landscaping
that is proposed around the building would further avoid any negative visual impacts that might have
an impact on property values in the area. The new facility would be an important service to
residents in the case of an emergency. Although this will not likely have a direct impact on property
values, the securing of city services in the event of an emergency contributes to the overall health
and welfare of the community it is located in.
(5) Safety and efficiency of vehicle and pedestrian circulation
The project will not likely affect the safety of drivers and pedestrians in the area. Because the
generator will only be tested once a month, there will be very few trips to the facility. The circulation
of traffic from visitors to the park would not likely be inhibited by the additional facility on the site.
The entrance to the building would be from a small driveway off of the existing parking lot. This
would consolidate access points to the lot, and alleviate the need for an additional entrance from
one of the abutting streets.
(6) Provision of adequate light and air
New motion-controlled outside lighting would be provided on the proposed building. This would
provide adequate security lighting. Lights would only go on if they were tripped by movement
nearby and would not be a nuisance to neighbors. The 18 ft. building height would not result in
shadows being cast onto nearby uses or properties.
(7) Mitigation of noise, odors and other harmful or unhealthy conditions
Noise and odor impacts would occur only when the diesel-powered generator is in operation. These
times would be limited to emergency situations and to monthly half-hour testing of the generator.
The applicant has proposed to insulate the building such that the maximum noise level would be 75
dB at the site property lines. Staff believes that this would be appropriate and adequate mitigation of
noise, odors and other harmful or unhealthy conditions.

(8) Availability of public services and facilities to accommodate the proposed use
The site is served by the City of Renton Fire Department Fire Department staff have indicated that
one hydrant meeting current standards is required within 150 feet of any new structure. The existing
hydrant does not appear to meet this requirement. Installation of a current standard 3-port hydrant
is required.
The site is accessed via Talbot Rd. S , which lacks curbs, gutters and sidewalks. The applicant has
proposed construction of these to meet City of Renton development regulations.
There are storm drainage ditches in Talbot Rd. S. The applicant is proposing infiltration of surface
water runoff according to the King County Surface Water Design Manual, January 2005 and has
submitted a Technical Information Report prepared by RH2 Engineering, dated March 2006, and an
Engineering Geology Report completed by RH2 Engineering in November 2005, outlining how the
project will comply with that manual.
(9) Prevention of neighborhood deterioration and blight
The proposal would result in development of a new facility to ensure a water supply in the event of
an emergency. The design and landscaping of the new construction would ensure that the new
facility is adapted to its location in a residential neighborhood. It would better equip the community
for an emergency and thus be an important investment in the City's future.

D. Findings
Having reviewed the written record in the matter, the City now enters the following:
1) Request: The Applicant has requested Environmental Review and Site Plan Approval for
development of an emergency power generation facility at 1900 Talbot Road South.
2) Environmental Review: The applicant's file containing the application, State Environmental
Policy Act (SEPA) documentation, the comments from various City departments, the public
notices requesting citizen comment, and other pertinent documents was entered as Exhibit
No. 1. A Determination of Non-Significance was made by the Environmental Review
Committee on August 21, 2006.
3) Site Plan Review: The applicant's site plan application complies with the requirements for
information for site plan review. The applicant's site plan and other project drawings are
entered as Exhibits No. 2 -5.
4) Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan
designation of Residential Single Family (RSF).
5) Zoning: The subject proposal complies with the zoning requirements and development

6) Existing Land Use: Land uses surrounding the subject site are residential on all sides
except the water reservoir and public park to the south. The zoning on all sides is R-8.
E. Conclusions
1) The subject proposal complies with the policies and codes of the City of Renton provided that
the applicant complies with the condition of approval contained in this Report and Decision.
2) The proposal complies with the Comprehensive Plan designation of Residential Single
Family (RSF), and the zoning designation of Residential 8 Units per Acre (R-8) provided that
the applicant complies with the condition of approval contained in this Report and Decision.
F. Decision
The Site Plan for North Talbot Emergency Generation Facility, File No. LUA-06-084, is
approved as proposed subject to the following condition:
1. The applicant shall submit a landscape plan for the planting strip required in the right-of-
way along Talbot Rd. S at the time of application for construction permits for the street
improvements. The plan shall be subject to review by the Development Services project
manager.

Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to
rescind the approved extended haul hours at any time if complaints are received.
2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction work
will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in
the current King County Surface Water Management Design Manual as adopted by the City of Renton may be
proposed between the dates of November 1st and March 31st of each year. The Development Services Division's
approval of this work is required prior to final inspection and approval of the permit.
3. Commercial, multi-family, new single-family and other nonresidential construction activities shall be restricted to
the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on
Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work
shall be permitted on Sundays.
4. All landscaping shall be irrigated by an approved irrigation system prior to final occupancy permits.

Thank you for your interest in our Emergency Power Generation Facilities 2006 -North Talbot proJect. At
the North Talbot Reservoir site we propose to locate our existing portable 500 kW diesel powered
generator in a masonry block building. The generator will provide power to our North Talbot Booster
Pump Station in the event of a power outage. The North Talbot Booster Pump Station is located at the
end of S. 19th Street, approximately 140-feet east of your property.
Currently if their is a power loss at the North Talbot Booster Pump Station, we tow our 500kW portable
generator to the parking area at the pump station, connect it to the pump station with power cables and
operate the generator, in the open, unprotected from weather and vandalism and without noise mitigation.
Our primary objective for locating our 500kW portable generator in an inclosed building at the North Talbot
Hill Reservoir site is to ensure that the North Talbot Hill Booster Pump Station will be capable of operating
immediately upon loss of commercial power (power outage) and that the generator will be protected
against weather and vandalism. However, when we designed the building in which we will enclose the
generator, we considered the noise impact to the surrounding neighborhood and we have taken several
steps to decrease the noise of the generator when the generator is in operation. We have designed the
diesel engine exhaust and the radiator cooling air exhaust to exit the top of the building so that it is
directed upward. This acts to decrease the noise level at or near ground level in the area of the generator
In addition, the exterior masonry walls and the ceiling of the building will be insulated. This will help to
mitigate the noise of the generator. The specifications for our 500kW portable generator state that the
generator is rated at 90 dba at 7 meters (approximately 23-feet). During design, our goal was to mitigate
the noise level of the generator by roughly 15 to 20 db in order to achieve a noise level of approximately
70 db at the property line of our North Talbot Reservoir site.
The generator is designed to operate only when there is a power outage to the North Talbot Booster Pump
Station, which occurs infrequently. However, we do exercise all of our generators weekly to ensure that
they will operate properly when called on in a power outage. We typically exercise our generators once
per week for Y, hour. Our plan is to exercise the generator located at the North Talbot Reservoir site
every Friday, from 10:00 a.m. to 10:30 a.m. We will consider an alternate day and time if you have a
reasonable request, for example you work in the evening and you are sleeping at 10:00 a.m.

I've added you to the Parties-of-Record list. Your comments have also been added to the file so that the decision makers will be

It might not have been clear by the project description that the generator will only be used in the case of an emergency. Other
than that it will be tested once a month for 30 minutes. So it will not be on constantly. Still, being sure that the noise is not too
high during those times is important.

Valerie, I am very concerned about the potential noise pollution from the proposed diesel generator at the Talbot hill reservoir. I
live next door to reservoir and I think that 75 db diesel engine noise is going to be quite annoying. The Talbot Hill area is already
highly impacted by noise. We are in the flight path of Renton Boeing Field and have low aircraft flying overhead. Vehicle noise
from Benson Dr. Sand 1-405 is also an impact. I urge the city to do all they can to minimize the noise from the generator
building. This could be extra mufflers on the diesel engine and thick insulation inside the building. Please place me on the party of
record list and inform me of the progress.

The following comments on development and permitting issues arc based on the pre-application submittals
made to the City of Renton by the applicant. The applicant is cautioned that information contained in this

EXISTING CONDITIONS
WATER-There are watermains within the existing site. The project site is located in
the 350-water pressure zone. The site is outside the Aquifer Protection Area.
Fire Flow available to the site is approximately 2,800 gpm. Static water
pressure is approximately 65psi.
SEWER -There is an 8-inch sewer main adjacent and available to serve the site.
STORM -There do exist storm drainage ditches within the existing roadway.
STREET-The right of way bordering the site is currently paved but does not have curb,
gutter or sidewalks.
CODE REQUIREMENTS
WATER
I. In accordance with the Fire Department requirement, one hydrant (meeting
current standards) is required within 150 feet of any new structure. The existing
hydrant does not appear to meet this requirement. Installation of a current
standard 3-port hydrant is required.
TRANSPORTATION
1. Per City of Renton code this project is required to install curb, gutter, and
sidewalks, along the frontage of the parcel being developed.

FIRE CODE REQUIREMENTS:
I. The preliminary fire flow is 1500 GPM, one hydrant is required with 150 feet of the

structure and one additional hydrant is required within 300 feet of the structure.
2. Separate plans and permits are required for the installation of diesel Tanks.
3. Fire Department access roadways are required to within 150 feet of all portions of the
building exterior.

The building would be 21 ft. long and 11 ft. wide and one story/ 20 ft. high. It would be brick and have the shape of a little
house with a pitched roof.
The planting area is around the whole building. The width varies. The north side along S 19th St. has 12 ft. of plantings, the east
side has 18 ft. of plantings, toward the park there are 15 ft. and toward the parking lot it varies from about 5 ft. to 20 ft. The
trees proposed include 6 ft. vine maples, 6 ft. columnar junipers, 1.5 caliper strawberry trees and shore pines. There is a variety
of shrubs and ground covers also.
If you would like to, you may come in and see the plans. Just ask for file number LUA06-084 at the front counter of Development
Services on the 6th floor of Renton City Hall.

Regarding the power generating tower being installed in the park at Talbot Hill Tennis Court Park. Will the 15 ft. border circle
around the whole tower? Will the plants be mature enough to hide the tower when they are planted? Are there
drawings available? I am really hoping this will not look like the tower on 116th and Puget. Please keep me informed regarding
the pump tower going up in the park.

PROJECT DESCRIPTION: The applicant is proposing to construct a 968 sq ft emergency power generation
facility in the R~8 zone. The facility would serve to pump water from the nearby North Talbot Hill Reservoir to supply water
in the event of an emergency. The new 968 sq ft generator building would be approx. 18 ft high and insulated to limit the
operating volume to 75 dB or lower. It would be located approx. 45 ft from S 19th St and 75 ft from Talbot Rd. S The
applicant proposes to landscape an approx 15 ft wide area surrounding the building with sight obscuring vegetation.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project Therefore, as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS) A 14-day appeal
period will follow the issuance of the DNS.

Request for waiver of title reports for existing City's water facility sites
The Water Utility is completing the required forms and submittals for site plan review and SEPA review for
the installation of emergency power generators at the Mt Olivet reservoir and at the N. Talbot Hill
reservoir. According to the checklist for submittals, we need to submit with the application, a plat
certificate or title report for each site.
We are requesting a waiver for the submittal of the title reports for the following reasons:
1) we are not going to subdivide the properties or sell portions thereof to a second party.
2) the City owns and operates the existing reservoirs and pump stations at both sites since they were
constructed in 1954 for Mt Olivet reservoir and in 1976 for N. Talbot reservoir. In addition, the Talbot site
also has a City park and tennis courts on it. The City would not have spent millions of dollars constructing
these facilities unless we owned the properties. It seems that it would be a waste of public funds to pay for
the title reports on properties that the City already owned for decades without change in ownership.

Project: Emergency Power Generation Facilities 2006 -North Talbot

Project Purpose:
The purpose of the proposed project is to provide emergency power to the North Talbot Booster
Pump Station when commercial power to this facility is interrupted. With emergency power this
facility will be able to operate and provide water for fire fighting and commercial, industrial and
domestic consumption during local or regional power outages caused by storms, earthquakes,
fires, accidents, terrorist acts or other incidents.
Scope:
The Water Section of the Utilities Division of the Planning Building and Public Works
Department, City of Renton, proposes to build a generator building on a parcel ofland that it
owns next to the North Talbot Reservoir site to house one mobile diesel powered generator. The
mobile generator will serve the North Talbot Booster Pump Station located approximately 350
feet to the east of the proposed building. The generator will provide power to the North Talbot
Booster Pump Station in the event of a power outage.
The North Talbot site is 38,376 square feet in area, is zoned R-8 and has a comprehensive plan
map designation of Residential Single-Family. Currently located on the site is a parking lot for
the tennis courts located on top of the North Talbot Hill Reservoir and a small building acting as
bathroom and storage space. The site is generally flat. The north and east edges of the site slope
downward with slopes in the 15% to 25% range. A small portion of the northeast comer of the
site slopes downward with slopes in the 25% to 40% range. The generator will be exercised once
a month for approximately 30 minutes, otherwise the generator will sit idle and will only start
during a power outage. The generator building will be insulated and designed to limit the
operating volume of the generator to 75dB or lower at the site property line. There are no
wetlands, rivers or lakes on or near the site. To the north of the site, across S. 19th Street are single
family homes to the west of the site across Talbot Road S. arc single family homes, directly to the
east of the site is a single family home and to the south of the site is the North Talbot Reservoir.
The footprint of the proposed generator building is 968 square-feet.
Two conduits in parallel will serve the North Talbot Booster Pump Station from the generator
building. These conduits will carry power and communications conductors between the two sites
and will be installed in the right of way for S. 19th Street. The conduits runs will be
approximately 350-feet in length.
This project will require minor electrical upgrades at the North Talbot Booster Pump Station.
No trees or shrubs will be removed to construct this project. Landscaping will be provided to
screen the generator building.

General: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting Issues are
based on the pre-application submittals made to the City of Renton by the applicant and the
codes in effect on the date of review. The applicant is cautioned that information contained in this
summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing
Examiner, Zoning Administrator, Planning/Building/Public.Works Administrator, and City Council).
Review comments may also need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all applicable
sections of the Renton Municipal Code. The Development Regulations are available for purchase for
$50.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.ci.renton.wa.us.
Project Proposal: The subject property is located at the southeast intersection of S 191
h Street and
Talbot Road Sat 1900 Talbot Road S. The proposal is to construct a generator building onto the
existing 38,376 square foot (0.88 acre) site. The building would house one mobile diesel powered
generator. The generator will serve the North Talbot Booster Pump Station located approximately 350
feet to the east of the proposed building. The generator would provide power to the North Talbot
Booster Pump Station in the event of a power outage. A parking lot. tennis courts. a reservoir, and a
small bathroom/storage building are located on the subject site.
Zoning/Density Requirements: The subject property is zoned Residential -8 dwelling units per acre
(R-8). The proposed power generator would be classified as a small utility, which is an outright
permitted use within the R-8 zone.
Development Standards:
Building Standards -The R-8 zone allows a maximum building coverage of 35% of the lot area or
2,500 square feet, whichever is greater for lots over 5,000 square feet in size. Lots under 5,000
square feet in size are permitted a maximum building coverage of 50% of the lot area. Building height
is restricted to 30 feet and 2-stories. Detached accessory structures must remain below a height of 15
feet and one-story or can be up to 30 feet and 2 stories if the use of the structure is animal husbandry
related. The gross floor area must be less than that of the primary structure. Accessory structures are
also included in building lot coverage calculations. The proposal's compliance with the building
standards would be verified at the time of building permit review.
Setbacks -Setbacks are the minimum required distance between the building footprint and the
property line and any private access easement. The required setbacks in the R-8 zone are 15 feet in
front for the primary structure and 20 feet in front for the attached garage, 20 feet in the rear, 5 feet on
interior side yards, and 15 feet on side yards along streets (including access easements) for the
primary structure and 20 feet on side yards along streets (including access easements) for an
attached garage. It appears that the proposed power generation building would comply with the
setback requirements.
Access/Parking: The proposal is to access the proposed building via an existing parking lot off of
Talbot Road S.
Driveway Grades: The maximum driveway slopes cannot exceed 15%, provided that driveways
exceeding 8% are to provide slotted drains at the lower end of the driveway. If the grade exceeds
15%, a variance from the Planning/Building/Public Works Administrator is required.

3eneration (Talbot) Pre-Application Meeting
Landscaping and Open Space: A conceptual landscape plan shall be provided with the building
permit application as prepared by a registered Landscape Architect, a certified nurseryman or other
certified professional. The plan shall show a proposed screening plan for the proposed building from
the surrounding residential structures.
Environmental Review: The proposed project is exempt from the Environmental Review (SEPA)
process per WAC 197-11-800.
Permit Requirements: The proposed project does not trigger any land use permits, however utility,
building, and fire permits may be required.
Fees: Building and construction permit fees would be applicable to the subject site. A handout listing
all of the City's Development related fees in attached for your review.
Consistency with the Comprehensive Plan: The proposed development would be located within
the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The following
proposed policies are applicable to the proposal:

Plan policies and to mitigate impacts and costs to the City.

The following comments on development and permitting'issues are based on the pre-application submittals

Examiner, Boards of Adjustment, Board of Public Works and City Council). Review comments may also need
to be revised based on site planning and other design changes required by the City or made by the applicant
I have reviewed the preliminary application for the subject Emergency power generation
facilities. The preliminary plan submitted with the Pre-application package does not propose any
new public utility construction. The following is general information concerning code
requirements for new development.
SURFACE WATER
1. A storm and surface water drainage narrative (in accordance with the 1990 King County
Surface Water Design Manual) will be necessary to determine if any detention or water
quality improvements will be required. If surface water detention is required then drainage
improvements shall be designed according to the 2005 King County Surface Water Design
Manual.
STREET IMPROVEMENTS
I. Per City of Renton code section 4-6-060; projects that are valued at greater than $50,000 are
required to install street frontage improvements. These projects would therefore require
installation of curb, gutter, sidewalks, and storm drainage along the frontage of the parcels.
A waiver or payment of a fee in-lieu of the required frontage improvements may be
requested (see attached application).
GENERAL COMMENTS
I. Retaining walls greater than 4 feet in height are reviewed under a separate Building permit. A
licensed engineer with geo-teclmical expertise must stamp the design plans for retaining walls
or rockeries greater than four feet in height. The engineer must monitor rockery construction
and verify in writing that the rockery was constructed in accordance ARC standards. Written
verification by the engineer must be provided to the City of Renton public works inspector
prior to approval of an occupancy permit. Locations of water and sewer mains will be
considered in relation to the retaining walls. It may require special protection or relocation of
the lines under or near the retaining wall construction.

2. Submittal of conceptual utility plans showing all existing and proposed utilities; including
water mains, sewer mains, manholes, valves, hydrants, drainage facilities, drainage mains and
catch basins is required for permit review. All existing utility easements on the site must also
be shown on the site plan.
3. A utility or frontage improvement Construction Permit application (if necessary) must
include an itemized cost of construction estimate for the utility and roadway improvements.
The fee for review and inspection of these improvements is 5% of the first $100,000 of the
estimated cost; 4% of the next $100,000; and 3% of any additional cost. One-half of the fee
is due upon permit application.
4. The owner is responsible for securing any necessary private utility easements.

consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:

Governmental agencies use this checklist to determine whether the environmental impacts of your

diesel powered emergency generator. The generator will supply emergency power to the
City of Renton Water Utility's North Talbot Booster Pump Station, which is located
approximately 350 feet to the east of the project. Conduits will be constructed within the
right of way of South 191
• Street to carry power and signal conductors between the new
generator building and the booster pump station. The site is 38,376 square feet in area.
The footprint of the new generator building will be 968 square feet.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township, and
range if known. If a proposal would occur over a range of area, provide the range or boundaries
of the site(s). Provide a legal description, site plan. vicinity map, and topographic map, if
reasonably available. While you should submit any plans required by the agency, you are not
required to duplicate maps or detailed plans submitted with any permit applications related to this
checklist. The building will be located at 1900 Talbot Rd. S., Renton, WA, in Section 19,
Township 23, Range 5. Additional Information is attached.
B. ENVIRONMENTAL ELEMENTS
1. EARTH

other: Flat. Small portions of the north side and east side of the site contain slopes.

the site falls in the 25% to 40% range.

diesel and gasoline exhaust from construction equipment will be emitted into the

generated during construction of the project. Construction will be limited to the
hours between 7:00 a.m. and 6:00 p.m. Monday through Friday. Once a month for
30 minutes and during emergencies the generator will operate. The generator
building will be constructed to limit their operating volume of the generator to
75dB or lower at the property line of the project.
3) Proposed measures to reduce or control noise impacts, if any: The generator building
will be designed to limit generator noise while the generator is operating.
8. LAND AND SHORELINE USE

occur? Glare should not be an issue. The building will not have windows. The
building walls and roof will be constructed in earth tone colors. The building will
have motion controlled outside lighting. Nighttime lighting should not be an issue
because the outside lights will only turn on when tripped by movement near the
building.

No safety hazards or interference to views are expected from the lighting for this

There is a tennis court to the south of the project site. The project will be located
on land, which is currently used as open space for a park but owned by the Water
Utility and held for the purpose of providing drinking to the citizens of the City of
Renton. Only a small section of this open space will be impacted.

CONSTRUCTION MITIGATION DESCRIPTION

Proposed Construction Dates:
Construction of Emergency Generator Building: September 2006 -July 2007
Proposed Hours of Construction:
The proposed hours of construction are any consecutive 8-hour period between 7:00 a.m. and 6:00
p.m with a I-hour lunch, Monday -Friday.
Hauling/Transportation Routes:
The hauling and transportation to the site will be via SR 515 to South 23 ,d Street to Talbot Road South
to the project site.
Measure to Minimize Dust, Traffic & Transportation Impacts:
Dust will be mitigated by water spray, erosion and mud by the use of silt fences. The need for street
sweeping is not anticipated but will be provided if necessary. A TESC plan, which addresses erosion
concerns, is included in the construction plan set.
Special Hours of Operation:
The need to allow the contractor to work outside of the proposed hours of construction (see above) is
not anticipated.
Preliminary Traffic Control Plan:
Some work is planned in the Talbot Road South right of way. The contractor will be required to keep
one lane open at all times. The contractor will submit a traffic control plan to the City of Renton
Transportation Division for review and approval prior to working in the puhlic right of way.
