ED98919 CASE# 23-10100 OF COLLISION09/01/23 14:00 NARRATIVE vehicles NB Talbot (separate lanes) waiting to turn WB onto S 43rd St. While turning the passenger front corner of U1 contacted the driver side door and mirror of U2 On 09-01-2023 at about 1406 hours, I was dispatched to a blocking collision in the vicinity of Talbot Rd S and S 43rd St in the City of Renton, County fo King, Washington State. There were no reported injuries and the vehicles were blocking two (2) west bound lanes. I arrived in the area at about 1414 hours. I observed a black sedan (unit 02) partial blocking lanes 1 and 2 (of 3 lanes) of west bound S 43rd St at the west edge of the intersection. The driver was seated in the driver seat and unit 02 did not appear to have damage that would prevent it from moving out of the roadway. I observed a red pickup truck (unit 01) blocking lane #2 to the west of unit 01. There was no driver in or around unit 01 and the vehicle did not appear to have damage that would prevent it from moving out of the roadway. A subject on the north sidewalk advised unit 01 was his vehicle. I directed both drivers to move their vehicles into a nearby parking lot. The driver of unit 01 was verbally identified and admitted to driving the listed vehicle. The driver said he was wearing a seatbelt and not injured as a result of the collision. The driver said he was north bound on Talbot Road S in lane #2 (of 2) with the intent to turn left (west bound) onto S 43rd St. The driver said near the end of the left turn he saw a pedestrian in or near the crosswalk so he stopped his vehicle. The driver said unit 02 then hit his vehicle. The driver of unit 01 said he had not slept since the day prior. The driver of unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver said she was wearing a seatbelt and complained of pain to her left arm as a result of the collision. The driver said she was north bound on Talbot Road S in lane #1 (of 2) with the intent to turn left (west bound) onto S 43rd St. The driver said unit 01 started to come close to her lane, so she moved wide to the right to avoid being hit. The driver of unit 02 said unit 01 came into her lane and collided with the driver side of her vehicle. I observed minor damage to the passenger side front corner of unit 01. There was minor damage to the driver door of unit 02 and the driver side mirror mount was broken. The damage to both vehicles was consistent with the information provided by both drivers. North bound Talbot Road S is comprised of two lanes of travel. Lane #2 (left lane) is designated as a left turn only lane to west bound S 43rd St (lane #3) . Lane #1 (right lane) is for vehicles turning left onto S 43rd St (lane #2) or continuing straight (north bound) on Talbot Rd S or turning right (east bound) onto S Carr Rd. The configuration is commonly referred to as a double left turn. While within the intersections, the left turn lanes are divided by single broken white lines to designate the proper lane to enter on S 43rd St. I later observed the City of Renton traffic camera that is mounted to the signal arm on the south east corner of the intersection. Unit 02 enters the image first in lane #1 of north bound Talbot Rd S followed by unit 01 in lane #2. Both vehicles begin to turn left towards S 43rd St. Just before the crosswalk on S 43rd St, unit 01 crosses the single broken white line lane divider, enters into unit 02 lane of travel and collides with unit 02. The is no pedestrians in the crosswalk and unit 01 does not appear to stop before the impact. Unit 02 later provided a dash camera video from their video. Witness was following behind unit 02 and observed the collision. PAGE 3 OF 5 TIME REPORT NO. ED98919 CASE# 23-10100 OF COLLISION09/01/23 14:00 NARRATIVE The proximate cause of the collision was unit 01 failing to yield the right of way to unit 02. Unit 02 was established in their lane of travel prior to the collision. Were it not for the actions of the driver of unit 01, the collision would not have occurred. No citation or infractions issued.
