SUMMARY OF REQUEST:
1. Install a prefabricated steel booth (aka security guard shack) at the main entrance of the
Virginia Mason Athletic Center (VMAC) to house a security guard that would monitor
access to the Sea hawks Training Facility.
Project Description:
Football Northwest LLC is requesting to construct a permanent 48 square foot prefabricated
steel booth at the main entrance of the Virginia Mason Athletic Center (VMAC) to house a
security guard that would monitor access to the Sea hawks Training Facility. This project is
located at 12 Seahawks Way on King County Parcel No. 2924059005 (Exhibit 1). The facility
covers approximately 19.6 acres. The zoning designation for the property is Commercial Office
Residential (COR). The structure would be anchored on a concrete slab, include electrical power
and minor landscaping around the booth.
The applicant is requesting a minor modification to the approved site plan. The original site plan
approval of the Sea hawks headquarters and training facility was completed in 2006 under
LUA06-073. The original proposal consisted of one (1) two-story 135,534 square foot (sf) office
building, an 89,423 sf indoor practice facility and four (4) outdoor practice fields. Since the
initial proposal, a one-story 5,550 sf maintenance shed and a new 1,050 sf field equipment
carport to cover field equipment was added to the property through minor modification in
2014. The carport was approved with a 5 foot setback to the property line.
The proposed structure would be located on the south side of the main access road from
Sea hawks Way, west of the BNSF Railway and east of parcel no. 2924059015 (Exhibit 2). The
original proposed setback, approved as part of site plan review for the project, was 20 feet. The

applicant is requesting a setback modification from 20 feet to approximately 14 feet east of the
property line to locate the structure outside the water utility easement near the property line.
The existing building footprint on the property is 150,647 sf. The proposed steel booth
structure is 48 sf and would constitute a 0.03 percent increase in area of the existing building
footprint, which is significantly less than the 10 percent maximum allowed for a minor
modification. The new structure would be located on King County Parks property,
approximately 12.83 acres, which contains very few structures or less than the maximum 65
percent lot coverage of the COR zone. King County Parks approved a special use permit site
plan on July 21, 2016. The proposal does not have a significantly greater impact on the
environment or other facilities and would improve security and the Seahawks Training Facility.
ANALYSIS OF REQUEST:
RMC 4-9-200H.2 addresses the modifications to Site Plan.
Criteria Criteria Met
a. Involve more than a ten percent (10%) increase in area or scale of the X development in the approved plan; or
b. Have a significantly greater impact on the environment and/or public X facilities than the approved pion; or
c. Change the boundaries of the originally approved pion. X
DECISION: The proposal satisfies 3 of the 3 criteria listed in RMC 4-9-200H.2 for approval of
modifications. Therefore, the Security Booth at Seahawks Training Facility modification of the
site plan, Project Number LUA06-073, MOD (as shown in Exhibits 1 and 2), is approved subject
to the following condition of approval:
1. The applicant shall locate the security booth outside the water utility easement and no
closer than ten feet (10') from the outside wall of the 12" water main.

The decision to approve the modification will become final if not appealed in writing together
with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton,

This letter is being written as a formal response regarding the relocation of the security guard booth.
The new proposal and site plan revision shows the booth being located 10 feet east of the water main
running north to south along our property line. An amendment has been made to the Special Use Permit
from King County (see attached). We are proposing to use approximately 50 square feet of land to
construct a security guard booth at our south entry gates. The structure will be a prefabricated steel
booth anchored to a concrete slab. Small landscaping improvements will also be made around the
booth.
The building will be in place for the life of our facility. Operating hours will be during regular bu siness
hours and will include some weekends and special event hours.

Dear Mr. Vanos:
The Planning Division of the City of Renton accepted the site plan modification
application for review on May 26, 2016. During our review, staff has determined that
additional information is necessary in order to proceed further.
The following information will need to be submitted before September 10, 2016 so that
we may continue the review of the above subject application:
1. Site Plan:
a. Utility Setbacks: The proposed location of the security guard shack is over
existing water, sewer, storm utilities and/or the easements. The structure
and concrete pad must be relocated outside the required ten foot (10')
easement. Please provide 3 copies of a fully-dimensioned plan sheet drawn
at a scale of 1"=20'.
2. Project Narrative: The submitted project narrative does not indicate that a
drainage review is required. Please submit 3 copies of a revised project narrative
that addresses drainage review. Drainage review is required for projects that
include:
a. 2,000 square feet or more of new and/or replaced impervious surface, or
b. 7,000 square feet or more of land disturbing activity, or
c. Proposes to construct or modify a drainage pipe or ditch that is 12 inches or
more in size, or
d. Is located in a flood hazard area, erosion hazard area, steep slope hazard
area, or landslide hazard area, landslide hazard drainage area, or
e. The redevelopment project has a total of new plus replaced impervious
surface of 5,000 square feet or more, and exceeds 50% of the assessed value
of the existing site improvements.

REPAIRING DAMAGE BY PERMITIEE: In the event that damage of any kind is caused by the Permittee in the course of performing work

and enjo) its property for such purposes as it shall desire including, but not limited to, oonstr,.1cting or installing 5trucrures and facilities on the property, or

l 1. KOTJCE: Permittee agrees to obtain infoITllation from other utility operators regarding the location and current status of their installations before
starting work. Property owners adjoining, or in prox'.mit:, to, the project as described herein shall be notified by Permittee when such property is exposed to the
possibility of injury or damage through perfonnance of work or. the proje~t authorized by this Pt:ITllit. Penmttee shall make all advance arrangement, necessary to
protect such property or utility from injury or damage.

13. RE-ENTRY After completion of work aufaorized by this Permit, if the Perrnittee desires to re-enter upon the property described herein for an)
reconstruction, notice shall be provided in advance to King Cmmt.:, together with the plans and spt:cificatiom for the work proposed, and shall not be peITlli:ted
without the County's consent.
14. TITLE: This Permit grant.s only the right to use King County's in1erest in the herein described property, and the gra11ting of this Permit is not a w,1rranty
that good title to any specific property is vested in King County.

15 SPECIAL TERMS AND CONDITIONS:
a PROJECT SCOPE. All U5e of King County's Eastside Rail Corridor parcel 2924059005 ("corridor''), at
47.5353, • 122.1972 decimal degrees is restricted to installation, operation, and maintenance of a 8' X 6' security
booth, concrete pad, limited perimeter landscaping, and electrical service as described in the Application and site
plans received on March 29, 2016.
b PRIOR PERlvfTTS. Any prior existing railroad permits, agreements or leases between Pennittee or its predecessors
in interest and King County or its predecessors in interest are tenninated and replaced by this King County Special
Use Pennit.
c SCOPE CHANGES. The Pennittec may make no use of, or improvements or alterations to the corridor except as
specifically authorized in this permit. Any additional use of the corridor must be approved in writing by King
County in its sole and absolute discretion and subject to such terms and conditions as King County may impose.
If granted, such approval shall be made an amendment to this Penn it.
d PERMITS BY OTHERS. The Pennittee will be responsible to secure and proYide proof of all necessary pennits
prior to starting any construction on the corridor as authorized by this permit. The Pennittee shall notify Parks in
advance of any Pre.Application meetings scheduled with pennitting agencies.
e CTJL[TY CROSSrNGS. All utility crossings must meet BNSF crossing standards, including 5' burial depth.
f CULTURAL RESOURCES. Prior to any ground disturbing activities on King County property, the Pennittee
shall consult with King County's Archeologist Philippe LeToumeau, 206·477-4529,
philippe.letoumeau@kingcounty.gov, to determine the need cultural resources monitoring. The Pem1itte~ shall be
required to comply with any recommendations made by the Archeologist, which may include but are not limited to
a cultural resource study conducted by a qualified, County-approved archeologist at the permittee's expense.
g 01'-SITE CONT ACT. The Permittee shall cuntact Heather Marlow, Property Agent, 206·4 77-9378, to coordinate
on·site inspections, prior to and following any work on the corridor.
h RESTORATION. If this permit authorizes the Permittee to undertake any construction on the corridor, then
following such construction the Permittee shall restore corridor property altered hy the construction to original or
better condition, including the restoration of any drainage systems. The Perrninee shall restore disturbed gravel
areas of the corridor and compact such areas to 95%. The Permittee shall not dump or dispose of construction
debris and surplus material on King County land at any time.
SAFETY. If, at any time, the Permittee's authorized use of, or improvement, alteration or construction on the
corridor creates a condition which could pose a danger to park users, the Perminee shall promptly post temporary
signage, install Parks-approved barricades or fencing, and take other Parks-approved or -required measures to
facilitate continued safe public use of the corridor. In case of emergency the Pennittee shall call 911 and then
promptly notify Heather Marlow, Property Agent, at 206-477-9378.
FLTURE DEVELOPMENT. The Perrnittee understands that future trail and other development may affect or alter
the nature or scope of the pennitted use and that the Pennittee will be required to remove or relocate
improvement,;; at its sole cost and expense ifso directed by King County.
k RA[LBANKf'I\rG. The Pennittee understands, acknowledges, and agrees that the corridor that is the subject of
this Penn it is part of an interstate freight rail corridor that has been "rail banked" subject to interim trail use under
the ~ational Trails System Act, also known as the Rails·to-Trails Act(16 U.S.C. § 1247(d) and 49 C.F.R.
§ 1152.29). As a result of the corridor's railbankcd status, interstate freight rail service may be reactivated over
this corridor, which in tum may result in the demolition, destruction, removal, or relocation of any improvements
that the Perrnittee may make to the corridor. The Pennittee understands, acknowledges, and agrees that Permittee
shall bear all risk of loss of any and all improvements that Pennittee may make to the corridor, and that if
interstate freight rail service is reactivated, then this Permit shall expire and the Pennittee may be required to
demolish, remove, or relocate Pennittee's improvements at Pennittee's sole cost and expense, or to negotiate with
the person or entity that reactivates rail service to arrange for the Pennittee's continued use of the corridor.
EXISTrNG rNTERESTS. The Permittee understands that the corridor is subject to an easement held by Puget
Sound Energy (King County Recording Number 2010122 l 000998), a Reciprocal Coordination and Cooperation
Covenant Agreement between Puget Sound Energy and King County (King County Recording Number
20130213001647), and an easement held by Sound Transit (King County Recording Number 20120411001174 ).
The Pennittee understands that in funhcrance of these instruments King County will submit Pennittee's plans to
Puget Sound Energy and Sound Transit for review and approval, illld further understands that Puget Sound Energy
or Sound Transit may in certain instances require the Pennittee's improvements to be relocated or removed at
Pennittee's sole cost and expense. The Permittee may be billed directly by Sound Transit or PSE for costs
a.~sociated with reviewing the permit application. The Pennittee agrees to comply with the terms of these
instruments and any other preexisting easements, leases, licenses or other agreements permitting use of the
corridor.
m ADDITIONAL TERMS AND CONDrTIONS. The Parks Division reserves the right to impose additional terms as
conditions may warrant over time.

15n. INSURANCE:
By the date of issuance of this permit, the permittee shall procure and maintain, for the duration of this permit,
insurance or coverage against claims for injuries to persons or damages to property which may arise from and in
connection with the rights and privileges granted by this permit and/or the performance of work hereunder by the
permittee, his agents, representatives, employees and/or subcontractors.
By requiring such minimum insurance coverage, the County shall not be deemed or construed to have assessed
the risks that may be applicable to the Contractor under this contract. The Contractor shall assess its own risks
and, if it deems appropriate and/or prudent, maintain greater limits and/or broader coverage.
Nothing contained within these insurance requirements shall be deemed to limit the scope, application and/or
limits of the coverage afforded, which coverage will apply to each insured to the full extent provided by the
terms and conditions of the policy(s). Nothing contained within this provision shall affect and/or alter the
application of any other provision contained within this Agreement.
For All Coverages: The cost of such insurance shall be paid by the permittee. Each insurance policy shall be
written on an "Occurrence Form.11
1. Minimum Scope and Limits of lnsurance
Coverage shall be at least as broad as:
General Liability:
Insurance Services Office form number CG 0001 (Ed. 11-88) covering COMMERCIAL GENERAL
LIABILITY. The permittee shall maintain limits no less than $1,000,000 combined single limit per occurrence
for bodily injury, personal injury and property damage.
AUTOMOBILE LIABILITY: lnsurance Services Office form number (CA 00 01 Ed. 12-90 or its equivalent)
covering BUSINESS AUTO COVERAGE, symbol 1 "any auto", or the combination of symbols 2, 8 and 9.
Limits shall be no less than $1,000,000. Combined Single Limit Bodily lnjury and Property Damage.
WORKERS COMPENSATION: Workers Compensation coverage, as required by the lndustrial lnsurance
Act of the State of Washington;
EMPLOYERS LIABILITY or "Stop-Gap": The protection by the Workers Compensation policy Part 2
(Employers Liability) or, in states with monopolistic state funds, the protection provided by the "Stop-Gap"
endorsement to the General Liability policy. Limits shall be no less than $1,000,000.
2. Deductibles and Self-Insured Retentions
The deductible and/or self-insured retention of the policies shall not limit or apply to the permittee's liability to
the County and shall be the sole responsibility of the permittee.

3. Other Insurance Provisions
The insurance policies required in this permit are to contain, or be endorsed to contain the following
provisions
a. All Liability policies except Workers Compensation:
1. The County, its officers, officials, employees and agents arc to be covered as additional insured as
respects liability arising out of activities performed by or on behalf of the permittee in connection
\Vith this permit.
2. Insurance coverage shall be primary insurance as respects the County, its officers, officials,
employees and agents. Any insurance and/or self-insurance maintained by the County, its officers,
officials, employees or agents should not contribute with the permittee's insurance or benefit the
permittee in any way.
3. The permittec's insurance shall apply separately to each insured against whom a claim is made and/or
lawsuit is brought, except with respect to the limits of the insurer's liability.
b. All Policies:
Coverage shall not be suspended, voided, cancelled, reduced in coverage or in limits prior to the
expiration date of this special use permit, unless forty.five (45) days prior notice, return receipt
requested, has been given to the County.
4. Acceptabilitv oflnsurers
Unless otherwise approved by the County, insurance is to be placed with insurers with a Bests' rating of no
less than A: VIII, or, if not rated with Bests', with minimum surpluses the equivalent of Bests' surplus size
VIII.
5. Verification of Coverage
The permittee shall furnish the King County Real Property Division with certificates of insurance and
endorsements required by this permit. The County reserves the right to require complete, certified copies of
all required insurance policies at any time.
6. Municipal or State Agencv Provision
If the Permittee is a Municipal Corporation or an agency of the State ofWa~hington and is self-insured for
any of the above insurance requirements, a certification of self-insurance shall be attached hereto and be
incorporated by reference and shall constitute compliance with this section.
