The applicant has requested to prune seven Hawthorne trees, prune
two Cherry trees, remove three cherry trees due to root disturbance of
sidewalks, remove four Cypress trees due to overgrowth and
disturbance of sidewalk, and remove fourteen Yucca plants due to poor
condition on three parcels (parcel numbers 1823059245, 0007200193,
and 1823059237) located in the Commercial Arterial (CA) zone, with an
Urban Design District D overlay. The site is approximately 115,109
square feet and is currently occupied by a retail shopping center and
fully developed. A total of seven trees are proposed to be removed. The
applicant is proposing to replace the three removed Cherry trees with
Chanticleer Pear trees, replace the four Cypress trees with Vine
Maples, and replace the Yucca plants with fourteen Flax plants. The
project will be scheduled immediately after City of Renton approval.

GENERAL REVIEW CRITERIA 4-4-130H4:
YES 1. The land clearing and tree removal will not create or contribute to landslides,
accelerated soil creep, settlement and subsidence or hazards associated with strong
ground motion and soil liquefaction.
Comments: While the subject site is located within an identified Seismic, Erosion, and
Landslide Hazard Area, the proposal would not contribute to hazards associated with
strong ground motion and soil liquefaction.

The land clearing and tree removal will not create or contribute to flooding, erosion,
or increased turbidity, siltation or other form of pollution in a watercourse.
Comments: The subject site is not located within an identified Flood Hazard Area. It is
not anticipated that the removal of the subject Hawthorne, Cherry, Cypress, and Oak
trees would contribute to flooding, erosion, or increased turbidity siltation.
Will the land clearing and tree removal be conducted to maintain or provide visual
screening and buffering between land uses of differing intensity and consistent with
applicable landscaping and setback provisions of the Renton Municipal Code?
Comments: Not applicable.
Can the land clearing and tree removal be conducted in a way so as to expose the
smallest practical area of soil to erosion for the least possible time, consistent with
an approved build-out schedule and including any necessary erosion control
measures?
Comments: The applicant has proposed to remove seven existing trees and
immediately replant with new Chanticleer Pear trees and Vine Maple trees. It is not
expected that an area larger than needed for tree removal and replacement would be
exposed and subject to erosion.
Land clearing and tree removal shall be consistent with subsection D 2 of this Section,
Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas
Regulations.
Comments: See seismic and flood hazards above in subsections a. and b.
respectively. No other Critical Areas are located on site.
The retained trees will not create or contribute to hazardous conditions as the result
of blow-down, insect or pest infestation, disease, or other problems that may be
created as a result of selectively removing trees and other vegetation from the lot (s).
Comments: The purpose of this proposal is to remove trees that pose hazards to the
public, such as root disturbance to sidewalks and overgrowth. Removing the trees and
replacing them with Chanticleer Pear trees and Vine Maple trees will reduce these
risks. Also, the project site is approximately 102 feet south of Renton Municipal
Airport. Installing the Chanticleer Pear trees and Vine Maple trees may reduce bird
traffic that would otherwise conflict with airplane traffic.
Will the land clearing and tree removal being conducted maximize the preservation of
any tree(s) in good health that is an outstanding specimen because of its size, form,
shape, age, color, rarity, or other distinction as a community landmark?
Comments: Not applicable, no specimen trees are located on site.
DECISION: The Airport Plaza Routine Vegetation Management Permit Routine Vegetation
Management Permit is Approved with Conditions*.

1. The applicant shall replace the seven trees proposed to be removed with a minimum caliper of 1
-inches replacement trees.
2. The applicant shall notify the Current Planning project manager following installation of the new
trees for a final inspection. Call Assistant Planner, Angelea Wickstrom, at (425)430-7312 to make
an appointment.
3. The tree wells shall be 8-foot x 8-foot and backfilled/ amended with Cedar Grove organic
compost (1-foot depth) and all trees shall be staked upon installation. The new trees shall be
amended annually with a top-coat of 2-3-inches Cedar Grove compost.

Appeals of permit issuance must be filed in writing on or before S:00 p.m. on October 1S, 2014,
together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Rentor,
WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding
the appeal process may be obtained from the Renton City Clerk's Office, 425-430-6510.
Reconsideration: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation
of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension of the appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.
Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of
issuance. An extension may be granted by the Planning Division for a period of one year upon
application by the property owner or manager. Application for such an extension must be made at
least thirty (30) days in advance of the expiration of the original permit and shall include a statement
of justification for the extension.

No work is being performed in areas of greater that 39% slope.
The area is NOT designated with "Very High Landslide" potential
This property has no adjacent property owners as the site is an entire block.
Project will be scheduled immediately after City of Renton approval..hopefully September 2014

Height: 40ft
Crown Span: 25ft
DBH: 29in
Initial Contact: I was contacted by Robert Burkheimer to assess the health and potential hazard posed of
White Oak located at entrance on his commercial property.
Findings: After inspecting tree at above location, there is very little natural vegetataion in the immidate
area beneath the tree. 50% of the root zone is covered with asphalt the other SO% is covered with lawn,
soil is compacted with constant vehicle traffic.The tree shows signs of twig die back, the foilage is
moderate to sparse. There is a large weeping bark inclusion at approximately 15ft up. In addition there is
a couple other ones that look suspect. Tree is proned to windthrow due to pre•1ailing southwest winds in
this area and this tree is unprotected and is standing alone therefore making it more susceptible to
possible failure.
Recommendation: Although no arborist can predict when a tree may fail, there is no tree that is immune
to failure in the event of a windstorm, severe ice build-up, or ground saturation. The tree has multiple
possible failure points in both the canopy and the root system. Although the tree doesn't pose a high
probabilty of failure in part or all of the tree but due to the fact that target thal: cannot be moved and the
high frequency of use by both pedestrians and vehicles that cannot be restricted even a moderate risk of
failure in my opnion could have a high risk in injury, death or property damage. It is my recommendation
as a ISA certified arborist that the tree be removed and be replaced by a smalh!r slower growing species
of tree.
