Project Summary: Renton Technical College (RTC) is requesting a sign variance for the RTC Campus signage
located at 3000 NE 4th St. The proposed sign variance includes retrofitting four (4) existing
non-conforming freestanding entrance signs on Monroe Ave NE and re-facing one (1) existing

The proposed signs would include removing the existing sign cabinet, existing oval Illuminated logo sign cabinet and
decorative mesh. The triangular top and post structure would be cut to leave two (2) posts at 64 inches (64") which
would be painted gray. A new 5' by 8' (40 sf) LED-illuminated cabinet sign with two (2) identical aluminum faces
would be installed 24 inches (24") above the ground surface. The sign graphics would be routed and backed with
milk white acrylic except for the entrance number has a taupe or light tan translucent vinyl over the acrylic sign face.
The body the sign includes two fields. The two-tone look includes a dark blue gray bottom from 24" to 64" (40"),
above the ground, followed by a maroon top from 64" to 84" (20"). The top of the cabinet extends 20" above the
height of the posts (Exhibit 5).
The freestanding monument signs are numbered 1-4 and include parking lot information such as Pl, Pla, P12 or
Public Health Seattle & King County (Exhibit 5). The Renton Technical College name and RTC are located at the top of
the sign, the large number is located on the right of the sign and the parking lot information is located on the left
portion of the sign within base color. The dimensions of each monument sign would be 84" tall by 108" wide. The
sign cabinets face north and south along Monroe Ave NE.
The existing non-illuminated double-faced pylon sign, located at the corner of NE 7th St and Monroe Ave NE, is
proposed to be retrofitted with new graphics by re-skinning the sign with a new 1/8 inch thick aluminum panels
painted maroon (PT-RD). Including the 6 ± inch base, the sign measures 60 feet wide by 102 ± feet tall (42.5 sf). The
new sign face would read "RTC" at the top of the sign followed by "Renton Technical College" in 3 Y," letters (Exhibit
6). The combined area of the signs measures less than three hundred (300) square feet.
Each individual business establishment in the commercial zone may have only one (1) freestanding sign for each
street frontage. Each sign shall not exceed an area greater than one and one-half (1-1/2) square feet for each lineal
foot of property frontage which the business occupies up to a maximum of three hundred (300) square feet; or if
such sign is multi-faced, the maximum allowance shall not be more than three hundred (300) square feet. However,
a maximum of one-half (1/2) of the allowed square footage is allowed on each face. Any nonconforming signage
which was erected prior to the enactment of the Sign Code (September 9, 1974), or which was erected legally in
accordance with the provisions of the sign ordinance in effect at the time of erection, or which has a valid building
permit from the City may remain in use by the existing business only if there is no structural or electrical alteration is
made (RMC 4-4-lOOD.6.b.iii). Therefore, an administrative variance is needed in order to simplify the structure of
the sign and add power to internally illuminate each of the four (4) free standing monument signs. The existing posts
and footers would be retained in place and the overall height would be reduced from eight feet (8') to seven feet
(7') as part of the retrofit.

I H. FINDINGS OF FACT {FOF}:
1. The applicant is requesting an administrative variance from RMC 4-4-lOOG.6 in order to retrofitting four (4)
existing non-conforming freestanding entrance signs on Monroe Ave NE and re-facing one (1) existing
campus monument sign at the corner of NE 7th St and Monroe Ave NE. Although the variance request does
not include any additional signage the number of existing freestanding monument signs exceeds the number
of allowed freestanding signs for commercial buildings on each street frontage.
2. The applicant's submittal material complies with the requirements necessary to process a variance request.
The applicant's site plan and proposed site plan and sign photos simulations are provided as Exhibit 3 and
Exhibit 7.
3. The subject parcel is surrounded by existing commercial uses, multi-family and residential uses to the east,
commercial uses to the south, and residential use to the north and west. The subject site is actively
renovating and replacing several single story structures within the Automotive Complex area of the main
campus.
4. The property is located within the Commercial & Mixed Use (CMU) Comprehensive Plan land use
designation.
5. The subject property is within the Commercial Arterial (CA) zone and Urban Design -District D.
6. The site slopes from east to west at varying slopes, with elevations from 382 feet at the intersection of NE
7th St and Monroe Ave NE to 322 feet at the intersection of Jefferson Ave NE and Kirkland Ave NE. The site
slopes the steepest between the structures on the west side of campus and the parking lots on the east side
of campus. Stormwater from the campus discharges through a private storm system along the western edge
of the campus and then routed to the public storm system in Kirkland Ave NE. The site is approximately
seventy one percent (71%) impervious.
7. Renton Technical College is located on 31.9 acres (l,390,S77 square feet) at 3000 NE 4th St in Renton,
Washington. The College occupies four (4) parcels (Parcel Numbers 7227800425, -0450, -0475, and -0500).
The locations of the signs are on parcel numbers 7227800500 and 7227800425 (Exhibit 2).
8. Twelve permanent structures and four portable buildings house the majority of the training facilities. The
year 2016 will mark Renton Technical College's 75th anniversary.
9. Variance Analysis: The variance would allow the applicant to exceed the maximum height of the
freestanding ground-related monument signs of five feet (5') above finished grade, including the support
structure. The proposal is compliant with the following variance criteria, pursuant to RMC 4-9-250.
Therefore, staff recommends approval of the requested Variance.

a. That the applicant suffers practical difficulties and unnecessary hardship and the
variance is necessary because of special circumstances applicable to subject property,
including size, shape, topography, location or surroundings of the subject property, and
the strict application of the Zoning Code is found to deprive subject property owner of
rights and privileges enjoyed by other property owners in the vicinity and under
identical zone classification.
,/ Staff Comment: The applicant contends that without granting the variance, practical
difficulties exist and that the strict interpretation of the sign regulations would deprive them
of privileges enjoyed by other property owners in the vicinity. The applicant maintains
practical difficulties exist by reason of the designated campus entrances reduced visibility,
especially due ta the obstacle created by parked cars along the west side of Monroe Ave NE
within the public right-of-way. The sign variance would allow the applicant to retain a sign
height greater than the allowed five foot (5'/ height limit while still maintaining o height

visible above the average height of o parked car, approximately five foot four inches /5'-4").
The applicant contends that the retrofit includes an overall one foot /1') reduction to the
height of the four /4) existing freestanding monument signs. The applicant notes that the
additional two feet /2') of open space beneath the signs a/laws better visibility as outlined in
Crime Prevention through Environmental Design {CPTED) guidelines.
The applicant states that a major wayfinding obstacle faced by the College is the disconnect
between their official street address, 3000 NE 4th Street, and the inability to access the
college on NE 4th St. Because all entrances to RTC are from Monroe Ave NE, the College
finds it especially important that the signs are tall enough to confirm parking and access ta
the main campus from each of the four /4) accessible entry paints on Monroe Ave NE. A
similar size sign and the additional two /2) feet in height makes it easier for drivers to see the
signs and locate the appropriate entrance to avoid congestion or accidents caused by
confused drivers.
The applicant maintains that the redesigned cabinets would create features, such as
prominent entrance numbers, that are large enough to suppart RTC's wayshawing plans and
prepare drivers in advance as to which entrance is most convenient to their planned
destination. The applicant contends that the additional height, above the top of the parked
cars along the street, would provide significant markers and set up visual expectations
reassuring drivers that they are in the right location while preparing them to make a smooth
transition into the campus parking areas.
As part of the College's 75th anniversary, RTC also wants to retain the existing dimensions of
the pylon sign at the corner of Monroe Ave NE and NE 7th Street. The applicant proposes to
retrofit the exterior with 1/8" thick aluminum panels featuring a monolithic rather than a
two part look. The applicant has indicated that the existing height /8.5') is preferred due ta
limited sightlines to campus at this corner, and the desire to keep the project fiscally
feasible.
Staff has reviewed the proposed variance request and concurs that the requirement to
reduce the height of the signs to five feet may cause the unnecessary hardship. Currently
there is not enough parking at RTC main campus and overflow parking spills out onto
Monroe Ave NE. Staff has reviewed the proposed variance request and concurs that there
are special circumstances for allowing the applicant to retain the existing number of signs
and a taller freestanding monument sign would improve students ability to locate and
access the College. Staff also concurs that other commercial property owners in the vicinity
have signs above the current five foot /5') height limitation and that the strict interpretation
of the sign regulations would deprive the applicant of privileges enjoyed by nearby
properties.
b. That the granting of the variance will not be materially detrimental to the public welfare
or injurious to the property or improvements in the vicinity and zone in which subject
property is situated.
Staff Comment: The applicant contends that by granting of the variance it would not be
materially detrimental to the public welfare or injurious to the property or improvements in
the vicinity and zone in which subject property is situated based an two factors. First, the
height of the new signs ore lower than the existing signs by one foot /1') and second, the
height of the new signs are just tall enough that RTC campus visitors can more easily find the
site entrances to improve traffic flow on Monroe Ave NE. The applicant maintains that the
contemporary aesthetic design of the signs would be beneficial by improving the curb appeal
along Monroe Ave NE for those affiliated with the College.
Staff has reviewed the applicant's justifications and concurs with their analysis and finds that

the signs would not be enlarged beyond their current sizes. In fact, the new signs would be
lowered to better conform to current municipal code. In addition, the reuse of the existing
sign posts would limit the amount of ground disturbance that would occur if the applicant
were required to remove the signs posts and install new monument signs. The granting of
the variance would not be detrimental to the public welfare or injurious to the property or
improvements in the vicinity and zone in which the subject property is situated based on the
scale and location af the proposed signs.
c. That approval shall not constitute a grant of special privilege inconsistent with the
limitation upon uses of other properties in the vicinity and zone in which the subject
property is situated.
Stoff Comment: The applicant contends that the approval of the variance would not be
considered o special privilege due to the challenges of existing site conditions and the desire
to improve safety and woyfinding. The applicant maintains that the reuse of the existing
infrastructure is o responsible, sustainable approach to upgrading campus signoge.
Staff hos reviewed the applicant's justifications and concurs that the granting of the variance
would not constitute o grant of special privilege inconsistent with other properties in the
vicinity and the some zoning designation. The granting of this variance through the
replacement of the old eight foot (8') toll monument signs with new seven foot (7'}
monument signs at the campus entrances is more consistent with Renton Municipal Code
than the neighboring commercial properties of the same zoning designation. The approval of
the reuse of the existing posts would allow the applicant to install o sign of similar size to
what currently present onsite.
d. That the approval is a minimum variance that will accomplish the desired purpose.
Stoff Comment: The applicant contends that the combination of dense street trees, on-street
parking and substantial grade changes across the site create obstacles to signoge sightlines
and that the approval of the variance is the minimum necessary to accomplish the desired
purpose of improved institutional visibility. The applicant maintains that the signs would help
to clarify access points to the campus and adjacent parking areas that sit well below street
elevations.
Stoff reviewed the variance request and concludes that the proposed location and sizes of
the freestanding signs would be the minimum required variance to be visible to the
institutional facility, students, instructors, and visitors to RTC main campus.
1. The sign regulations limit the height and number of freestanding monument signs within Urban Design
Areas. The applicant is requesting approval to retrofit and reuse four (4) existing freestanding monument
sign posts and reface one (1) pylon sign, see FOF 1.
2. The subject site is located at Renton Technical College, 3000 NE 4th St, within the Commercial Arterial (CA)
zone and Urban Design District D, see FOF 5 and FOF 7.
3. The requested variance meets the four (4) criteria to be considered in making a decision on a variance
request as specified in RMC 4-9-2508.5. The analysis of the proposal according to variance criteria is found
in the body of the Staff Report, see FOF 9.

H. LAND USE ACTION APPEALS, REQUEST FOR RECONSIDERATION, & EXPIRATION
The administrative land use decision will become final if the decision is not appealed within 14 days of the effective
date of decision.
APPEAL: This administrative land use decision will become final if not appealed in writing to the Hearing Examiner
on or before 5:00 PM on June 24, 2016. An appeal of the decision must be filed within the 14-day appeal period
(RCW 43.21.C.075(3); WAC 197-11-680). Appeals to the Examiner are governed by City of Renton Municipal Code
Section 4-8-110. Additional information regarding the appeal process may be obtained from the Renton City Clerk's
office, Renton City Hall -7th Floor, (425) 430-6510. Appeals must be filed in writing, together with the required fee
to the Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057.
RECONSIDERATION: Within 14 days of the effective date of decision, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of
the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will
be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal
within the 14-day appeal time frame.

extension may be requested pursuant to RMC 4-9-250B.17.
THE APPEARANCE OF FAIRNESS DOCTRINE: provides that no ex pa rte (private one-on-one) communications may

PROJECT DESCRIPTION: Renton Technical College {RTC) is requesting a sign variance for the RTC
Campus signage located at 3000 NE 4th St. The proposed sign variance includes retrofitting four (4) existing, free-
standing entrance signs on Monroe Ave NE and re-facing one (1) existing campus monument sign at the corner of NE 7th
St and Monroe Ave NE. No changes are proposed to the existing sign locations. The redesigned signs feature large,
prominent entrance numbers to support the college's wayshowing plans and provide parking information to drivers. The
sign variance would allow the applicant to re-purpose the existing infrastructure of the existing signs. No onsite or off-
site trees would be removed as part of the sign improvements.

Project Narrative
Project Name, Size, and Location of Site
Renton Technical College Campus Signage
Renton Technical College is located in the City of Renton, between NE 4th Street and NE
7th Street, and Jefferson Avenue NE, Kirkland Avenue NE, and Monroe Avenue NE.
Signage project includes retrofitting four existing, free-standing site entrance signs on
Monroe Avenue by simplifying the structure and adding new faces in the college's
updated brand. The signs will remain in their current locations.
Project also includes re-facing the existing campus monument sign on the corner of NE
7th Street and Monroe Avenue NE.
Sizes and area of the sign are indicated in the attached drawings. No building area is
being constructed in conjunction with this project.
No landscape improvements around the signs are planned in conjunction with the sign
project work. However, the college is in the middle of it's master planning effort for
which landscaping is a part.

Variance Request Justification
The applicant suffers practical difficulties and unnecessary hardship and the variance
is necessary because of special circumstances applicable to subject property, including
size, shape, topography, and location or surroundings of the subject property, and the
strict application of the Zoning Code is found to deprive subject property owner of
rights and privileges enjoyed by other property owners in the vicinity and under
identical zone classification;
Without granting of this variance, Renton Technical College suffers practical difficulties
because the signs to the College entrances will have reduced visibility, especially due to
the obstacle created by cars parked in on-street stalls along the west side of Monroe
Avenue NE. The College seeks a height variance to 7' -0" from code-specified 5' -0" to
enhance visibility above the average height of a parked car which is 5'-4". The modified
height does, however, represent an overall 1' -0" reduction from the existing sign height.
The additional 2' of height also allows better visibility beneath the signs as outlined in
CPTED's (Crime Prevention Through Environmental Design) guidelines for visibility.
A major wayfinding obstacle faced by the College is the disconnect between their official
street address (3000 NE 4th Street) and the inability to access the college on NE 4th
Street. Since all entrances to the College are from Monroe Avenue NE it is especially
important that the signs be tall enough to assure drivers of the main campus entry
points. The additional height makes it easier for drivers to see the signs and locate the
appropriate entrance to avoid congestion or accidents caused by confused drivers.
A key element of the redesign is to feature large, prominent entrance numbers on the
signs to support the college's wayshowing plans and prepare drivers in advance as to
which entrance is most convenient to their planned destination. Additional height,
above the top of the cars parked along the street, will provide significant markers and
set up visual expectations reassuring drivers that they are in the right location and
preparing them to make a smooth transition into the campus parking areas. The College
also wants to maintain and retrofit the existing pylon sign at the corner of Monroe
Avenue NE and NE 7th Street. The sign will be exactly the same dimensions as the
current sign but will feature a monolithic rather than two part look. The existing height
is preferred due to limited sightlines to campus at this corner, and the desire to keep
the project fiscally feasible.

The granting of the variance will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity and zone in which subject
property is situated;
Granting of the variance will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity and zone in which subject
property is situated because the new signs are lower than the existing signs, but high
enough that College visitors can more easily find the site entrances to improve traffic
flow on Monroe Avenue NE. The new design is beneficial since the updated,
contemporary aesthetic will greatly improve the curb appeal along Monroe Avenue NE
for those affiliated with the college as well as the City and its residents.
The approval shall not constitute a grant of special privilege inconsistent with the
limitation upon uses of other properties in the vicinity and zone in which the subject
property is situated; and
The requested variance is not a special privilege due to challenges of existing site
conditions and the desire to improve safety and wayfinding. Re-using existing
infrastructure is a responsible, sustainable approach to this upgrade.
The approval is the minimum variance that will accomplish the desired purpose.
The requested height variance is the minimum variance that accomplishes the desired
purpose of improved institutional visibility; clarifying site access points to drivers and
pedestrians while aesthetically upgrading both Renton Technical College and the
adjacent Monroe Avenue streetscape.
